Barbillus Cogidubnus Caecilius, Lord Falkland CAE PC (born 5 June 1932) is the first and current Lord President of the Federal Republic of Great Alemonia. He is a sitting member of the House of Lords.

Caecilius studied History at University of Alémo, gaining a BSc degree in 1952. After, he began his career in politics by joining The National Party, with ambitions to gain a seat in the now defunct Imperial Council and to achieve Prime Minister of Great Alemonia.

Under the Great Alemonian Bill 2017, he was granted the new title as Lord President, by the House of Commons, which made him the official head of state, which he will hold until his death.
