Overview

The position of Prime Minister is a constitutionally mandated position first created by the Constitution of 1886. Previously, it was simply a ministerial cabinet position selected by the monarch who helped direct national policy. After the Constitution of 1886 however, the position was strengthened with the introduction of political parties. Today, the Prime Minister is the head of the Government of Callagea. The Prime Minister is a member of the Central Assembly and is one the political party leaders, usually selected by that political party's internal procedures. Following national elections, the High Chancellor calls for the leaders of the political parties with highest number of seats to form a government. If no party has a majority of seats, the top party leaders work with other party leaders to form alliance and group known as the governing coalition. When the parties in the governing coalition come together, the head party leader informs the High Chancellor that they have formed a government and after being approved by the Central Assembly, the High Chancellor selects the party leader to become Prime Minister.

The Prime Minister himself is not subject to being removed from office by the Central Assembly or High Chancellor like other top officials and the only way for the Central Assembly to remove him from power is to cast a Vote of No Confidence in the Government in which another round of elections are forced to be held, although for the Prime Minister to truly be removed, his party must lose its majority. The individual parties themselves however may choose their party leader and remove them, including if they are Prime Minister. Thus, Prime Ministers may change but the party controlling the slot will usually stay the same.

Powers and Duties

One of the greatest responsibilities of the Prime Minister is overseeing the policy direction and decision making of the government. Working in consort with his fellow party officials and other governing parties, he drafts the national policy platform for each State Address to the Central Assembly of Callagea which is given by the High Chancellor. He also directs his Government to draft and propose acts or policies to the Central Assembly and advocates for or against certain actions. He is also responsible for overseeing the entire executive branch and its agencies who execute policy through his fellow ministers. The Prime Minister also gets to select all the members of his Government and also nominates all judges, ambassadors, and other public officials. The Prime Minister may also request to the High Chancellor that the Central Assembly be dissolved and new elections be held. Lastly, the Prime Minister also may represent the Republic of Callagea abroad, especially when the visit is for policy or diplomatic purposes.
