A Political Look at Rutianas

Two Party Politics

The Dävin and the Prolin are the only two parties that may legally reach the ballot. (See: The Dävin and The Prolin)

Elections

Elections do occur in Rutianas, but they are a rarity. These elections determine only who sits in on the Imperial Parliament instead of who controls the Empire. When an election does occur, the people have their choice of two candidates, both of the Dävin party, per seat to be decided. Local elections occur regularly and can consist of both Dävin and Prolin party members. The only requirement is that there cannot be an office, even locally, that the ballot contains two candidates, both Prolin party members.

In 2392, Shanika Darson was assassinated on the steps of Parliament. Parliament itself was destroyed later that day. Instead of rebuilding Parliament, Shein chose to let the planetary councils speak for themselves rather than send politicians to one large council. Each council would send an advisor to sit on a Imperial Council. The advisor would bring planetary issues to the Emperor. Each planet has also gained some independence in that they could now pass planetary laws that only Imperial Law could overrule. Local level politics had been brought to the planetary level.

Local Politics

At the local level, the people are encouraged to pass whatever legislature they feel necessary. However, the local legislature must be approved by the Government before it may be enacted. In most cases, the Parliament will approve the legislature unless it is contradictory to existing laws.

World Assembly

Paula Jenner is the local Ambassador to the World Assembly. Paula is often told how she is to vote on certain issues. The decision comes from an emergency ballot given to the people of Rutianas. There are times, however, that the Emperor Shein Darson mandates a certain position on a resolution up for vote.

In 2394, Rutianas withdrew from the World Assembly, however Paula Jenner has been allowed to stay as an observer in case of their return. They have stayed in voluntary compliance with all WA resolutions so far.

In 2395, Rutianas rejoined the World Assembly. Paula Jenner has retained her position as Ambassador. She has gained an aide, Liam Prittan, one of the Comiderans, to assist her in her work at the WA.

In 2396, Rutianas once again withdrew from the World Assembly. Paula Jenner and Liam Prittan still retain their positions, but speaking for Swarming Cute Kittens instead of Rutianas. The Republic has not remained in compliance with every WA resolution, however, they do agree with the majority. Their withdrawal came about because of a couple of drafted proposals that would set borders to interstellar nations. None of these proposals ever reached quorum with those ill-omened lines, but the Republic still chose to leave.
