Barbillus Cogidubnus Caecilius, 1st Lord Falkland CAE PC (born 5 June 1932) is the first and current Lord President of the Federal Republic of Great Alemonia. He was a sitting member of the House of Lords.
Caecilius studied History at University of Alémo, gaining a BSc degree in 1952. After, he began his career in politics by joining The National Party, with ambitions to gain a seat in the now defunct Imperial Council and to achieve Prime Minister of Great Alemonia.
In 1968, Caecilius was granted a seat on the Imperial Council. In 1971, he became Leader of the National Party and he was allocated the title of Leader of the Opposition, and a place on the Privy Council of Great Alemonia which at the time was simply honorific. After a Vote of No Confidence in the Imperial Council in 1972, a general election was called, winning Caecilius a landslide and the title of Prime Minister.
He served as the Prime Minister and Head of State for 15 years, until he resigned for a younger candidate for the 1987 General Election. He continued in the Imperial Council as Lord Falkland, where he remained on the Imperial Council front bench.
Under the Great Alemonian Bill 2017, he was granted the new title as Lord President, by the House of Commons, which made him the official head of state, which he will hold until his death.

Early life and education
Caecilius was born on June 5, 1942, at the Alémo City Hospital. His father was a vicar in the Church of Alemonia, who was a strong Imperialist, who later became a supporter of the National Party. His family shortly after moved to the outskirts of Alémo to Falkland.
He gained a school place at Falkland School for Boys, after passing the National Progress Examination. He then attended the University of Alémo, studying Political History, graduating with a BSc.
Early career
From the first couple of years of graduating from University, Caecilius worked as a curator at the Imperial Archives in the new capital of Portus Cierco. He travelled extensively throughout the world gathering information the Empire to archive.
Caecilius soon joined the National Party, which his parents had been great supporters of, and was a large donator to the party. He continued to work at the Archives until 1962 when he worked in the National Parties Headquarters as a political analyst. It took him 3 years of work there before he became the Chief analyst. He worked extensively on the 1966 General Election, which the Labour Party ultimately won.
Early political career
In 1966, Caecilius resigned from his post at the National Party HQ and sought to find his way as a local councillor in the Falkland District, which he won with an enormous majority, which shocked senior National officials. He quickly became a popular figure in the party and was considered to become a member of the Imperial Council.
In late July 1968, the National Party approached him to request that he join the Imperial Council, for which he accepted. He quickly gained governmental positions, such as Minister for Transport and Minister for Rural Affairs. He soon became one of the parties most popular non-frontbencher and was gaining support and was dubbed Leader of the Opposition James Dooley's successor.
Political Career
Leader of the Opposition
After James Dooley's resignation on January 5, 1971, a Party election was called, between Caecilius and Roger Keyur. Caecilius quickly emerged as the party's frontrunner, gaining 82% of the vote in the first round of voting. Subsequently, Keyur withdrew, leaving Caecilius leader of the Party, and Leader of the Opposition.
Following Labour Prime Minister Huw Milrossen, was voted out of power by a vote of no confidence, a general election was called in 1972. Leaving Caecilius the National Parties candidate in the General Election. He was cautious on he should step down as the leader and let a more experienced member take over the role, but his advisors persuaded him to remain.
The Labour Party became 'unelectable' after the vote of no confidence and made Caecilius's opportunity of winning a National almost inevitable. The Exit Poll was released on election night, revealing that he had possibly gained 79% of the vote, which was the highest ever. The actual results arrived, leaving him with a smaller amount of 74% of the vote, which also was Alemonia's highest ever. It had a turnout of 67%, which was a sizable amount compared to previous elections.
Prime Minister
After gaining a landslide, his respect increased across the nation and was declared one of the best election candidates. The now Prime Minister worked on many issues, such as lowering Corporation Tax, which had been risen to an extensive amount and increasing the national defense funding, with a larger Army, and an increased Nuclear deterrent arsenal. The policies popularity further increased his popularity.
He assembled a socially liberal conservative and economically liberal cabinet, which allowed for many more equality laws to be passed, such as it being legal for homosexuals to serve in the armed forces, and more anti-racial discrimination laws
In 1977, the next general election came around, with an even larger landslide predicted, at 84%, with the actual result being 85% and turnout was at 79%, which were all the highest ever results.
Caecilius continued to win increasingly large landslide victories till the end of his Premiership. Caecilius resigned before the 1987 General Election to make way for a younger candidate who would better represent the changing nation.
After the Premiership
Soon after his resignation, Caecilius was granted the title of Lord Falkland and continued to sit on the front bench of the Imperial Council, often advising the new Prime Minister of policy and other duties. He was a key figure in many equality laws passed in the 90s and many of the Tax Reform Laws in the early 00s. He was often seen as the Father of the Council and was responsible for helping all members of the council to deal with duties and information. He continued to serve on the Imperial Council right until it was dissolved to form a new path for the new House of Commons and House of Lords. After the National Party passed the Great Alemonian Bill 2017, he was granted a seat in the House of Lords and was designated the first separate Head of State of Great Alemonia from the Prime Minister role. He was declared the first Lord President of Great Alemonia. On the 18th of June 2017, he was declared the Lord President of Great Alemonia and therefore the Head of State of Great Alemonia.
