The Central Commission for the Preservation of the Fascist Revolution (Italian: Commissione Centrale per the Preservazione della Rivoluzione Fascista) is the Regime's vast and opaque human resources top agency, working directly under the Duce of Italy, that controls staffing positions within the Fascist Regime.

The Central Commission is one of the most important organs of the Fascist Regime. It is a secretive and highly trusted agency, and forms the institutional heart of the Fascist hierarchy. It controls the party personnel assignments throughout the national system, and compiles detailed and confidential reports on future potential leaders of the Regime.

Because the Kingdom of Italy is a totalitarian state, the Central Commission has an enormous amount of control over personnel within the country itself. The Central Commission is indispensable to the Fascist power, and the key to its hold over personnel throughout every level of government and industry. The Central Commission is essential to dispense political patronage in the form of powerful positions in Italy; there fore the Central Commission not only is a powerful instrument in Duce Debalti's hands, but it is also a forum for the system’s toughest internal political battles, making it the institutional hub of the entire Italian political system.

Function

The Central Commission oversees the formal recomendations of appointments of governors and their deputies, the mayors of big cities, heads of national agencies, the chief executives of both major State-owned companies and Corporations, senior judges, editors of most important newspapers, the bosses of the television networks and cable stations, chiefs of major universities and think-tanks. With a few exceptions, the people who fill these jobs are also P.N.F. members or at least proven fascists. The Commission vets candidates from a political (in the word's broadest sense) point of view, enabling the competent bodies to select vetted candidates on technical basis.

As a "total" country, Italy has the power to supervise and appoint provincial officials, mayors of cities, heads of state agencies, media actors and economic stakeholders. The ability to vet government staff for their loyalty to the Fascist principles is essential to the Fascism's grip on power into the future.

Such formal recomendations are highly influential, also due to the political need of widespread consensus in order to preserve internal stability of the Fascist Regime; even if Duce Debalti takes the formal recomendation into great account, such recomendations are not, strictly speaking, binding for him.

Methodology

The Central Commission uses the name lists to determine appointments. The name lists system is to exercise organizational hegemony over appointments and dominating the political life of the country.

The central name list comprises the top positions in the Regime, all of which are vetted by the Central Commission. This includes all ministerial and vice-ministerial positions, governorships and peripheral party leadership appointments, as well as appointments of university chancellors, presidents of the National Academies, etc.

Related to the name list is the list of the authorized number of personnel, as well as their duties and functions in government administrative organs, state enterprises, and service organisations. The list of the authorized number of personnel covers those employed in these organisations, whereas the name list applies to leadership positions.

In the promotion of individual candidates for high positions, a good rating from the Commission is essential. The Commission judges on such qualities as ideological probity, loyalty to the Revolution, attitude toward work, and ability to mobilize others. Its research on individuals slated for top positions are "probing" and assessments often acute.

The vetting process takes place behind closed doors and appointments are announced without any explanation about why they have been made. When the Central Commission knocks back candidates for promotion, it does so in secret as well and there is not a scientific system. However, a significant part of promotions is tied to length of service, education levels and mandatory classes at a party school every five years. On the other hand, officials judged to be “exceptionally talented” can be promoted regardless of seniority.

Range

The list of titles of cadres administered by the Commission for the Preservation of the Fascist Revolution includes the top positions in the Party and State bodies. This list includes the appointment of all the Ministers, provincial leaders, the National Academies. The director of a publicly owned enterprise is usually appointed by the government department.

Support Office

The Support Office is mainly responsible for directing, organizing, managing and putting forward opinions and suggestions on the building of grass-roots organizations, education and management of perspective leaders, development of cadres, management of P.N.. membership, the work system of the Regime and the life system within the Regime.

Research Office

The Research Office is mainly responsible for the macro-management of the leadership team and cadre contingent (civil servant team building), including the planning, research and guidance in management system, policies and regulations and the reform of the cadre and personnel system, and changes the leadership of the central management unit, Adjust, appoint and remove, etc. to make suggestions.

Cadre deployment Office
