The Compliance Commission (called the Compliance Ministry during the days of the UN) is a quiet WA agency that slips into the national legislatures of all member states and adds the effects of the latest passed resolution to their codes of law. As it does so, it sends a telegram to all affected nations, informing them that they have been brought into compliance.

In addition, member nations may have their own national agencies tasked with implementing mandatory resolutions (i.e., all of them). Such agencies sometimes specialise in exploiting loopholes so as to abide by the letter of the resolution but not its spirit. Perhaps the most notorious example of such an agency is the Kennyite Creative Solutions Agency, which is often cited in other nations' efforts to skirt compliance through loopholes. Other countries reserve the right to ignore certain resolutions or enforce them in a subversive or underhanded way, as is the case with the Knootian "Green Book." On the whole, however, member nations are expected to make good faith efforts to comply with all standing resolutions, and most claims of outright noncompliance are generally met with scorn. (Though in exclusively gameplay terms, noncompliance is entirely possible and rarely discouraged.)

Gnomes employed by the WA who can magically transport into national archives, rewrite laws and vanish just as quickly are one roleplayed explanation for the immediate, and at times radical change in nations' stats -- but this assumption is considered Godmoding by some players.
