GA Secretariat

The GA Secretariat, or GenSec (called Secretariat's Council during initial discussions), is a legal body under the aegis of the WA General Assembly to help the moderator staff dispense rulings on contested proposals before the GA. It is composed of appointed volunteer players -- akin to the volunteers who already help edit issues and mentor roleplayers -- along with moderators serving in a supervisory role. GenSec's initial purpose was to assist in resolving issues with the mods' disengagement with forum drafting, resulting in allegedly uninformed and controversial rulings.

The GA Secretariat is not to be confused with the Secretariat, the RP codename for the mods in the WA.

As of January 1, 2019, the makeup of the GA Secretariat, largely unchanged since the body was created in 2016, was as follows:

Duties

GenSec members regularly vote on the legality of proposals introduced in the GA, choosing from three options:

  • Legal -- The proposal does not violate GA rules and can proceed to the voting floor.
  • Illegal -- The proposal has legality issues and will be held for moderator review.
  • Discard -- The proposal is totally unacceptable and will be hidden from public view.

All proposals judged to be legal or illegal feature the GenSec's determination at the bottom, along with the individual votes of GenSec members. All votes are public and those in the minority may compose a dissenting opinion available for review on the World Assembly forum.

Role of the 'Secretary-General'

During initial discussions about the council's makeup, it was suggested that one or more members be elected rather than appointed, with some proposing that a "WA Secretary-General" elected during an April Fools' Day prank be part of the Secretariat. Admins have been warm to opening new elections for a secretary-general, but it is not currently known what role if any the winner will play.
