Count Hans Albert von Stroganov; 28 September 1900 - 26 March 2014) was the both the founder of, and first Count of the Grand Vallorian Federal County.

After the final Citizen's Rebellion in Valloria, Lothræl IV destroyed Valloria, all except for Dēr Hague's East Sector, the oldest place in Valloria. Twelfth-century structures still stood there. There was enough space that the five million inhabitants could live, and government was a hot topic in those troubled times. Hans Albert von Stroganov was nominated to be Count-Elect of the Grand Vallorian County after the first reformation. The County's Head of State was the Count-Elect, whilst the Head of Government was the Supreme Chancellor. This system worked well and was tweaked over the following centuries, and is still in use today.
