If they pass, the applicant is now a citizen of the Khanate.

Becoming a colonial citizen is a varied process that differs for each colony. One cannot become a citizen of Dzera without being a citizen of the Khanate first, and must also be either pure Cossack, pure Kyrian, or a mix of the two. Non-Cossack citizens may become citizens of the Upper Asylum Islands, but do not enjoy the great privileges and benefits as do Dzerian colonists. The Upper Asylum Island citizenship process is far faster and less restrictive than the Khanate’s process. The Lower Asylum Islands are even easier to gain citizenship to, but they are not given preference when applying for Khanate citizenship. The Canon Enclave is hard to get into as well, as it is mostly made out of Cossack colonists. Cossack Kyria only allows Cossacks and Kyrians into the country, and that too only if they applicants seem to be of worth to the country.

This is a work in progress and should not be considered final. Not every piece of legislation is listed here, nor is the whole bill written out. This list is simply to know what is a law and what is the stance of the Cossack Khanate on major issues.

Cossack Legislation

Anti-Communist Enforcement Act

Allows the police and military to forcefully break up communist organizations within the Khanate and its colonies. Also, organizations with communist slants may be investigated under judicial trial, and communists may face execution with trial. However, the police or military may eliminate communists in encounters if a report is given to the Tribunal office justifying the action.



Abortion Prevention Act

Makes having an abortion illegal unless the bearer of the child is under the age of 11 and the male involved is not in a legal relationship with, or does not have an intent to marry the bearer of the child. This law went into place to prevent unnecessary abortions, and the exception to this law has not been used once in its history.


National Land Protection Act

This law allows the government to:

a) interfere in the purchase of land by a foreign-based company

b) interfere in the purchase of land by a foreign national with suspicious background

c) remove any person or group of people who are not citizens of the Khanate from its land (under justifiable circumstances)

d) deploy additional police and militia forces in addition to military force in the case that any Cossack tract of land is encroached upon by a foreign power


National Environmental Protection Act

This act allows the government to:

a)Set up national forests and parks

b) Create offices to aid in the maintenance of these national forests and parks

c) Create a environmental task force to aid police in the arrest of persons engaging in illegal activity in such national parks

d) Collect a fee for citizens to visit such national forests and parks, however according to a executive decree by the Imperator, Selvik National Park is entry fee-free


National Law Enforcement Act

Allows the government, specifically the Police department to:

a)Arrest any person disobeying the law, or assisting such disobeyment

b) Eliminate any person charged with a felony higher than a Class C. This may only be done if a report is given to the Tribunal office justifying the action. If the report is unsatisfactory, the judiciary has the power to put the officer(s) on trial. The officers will not be charged with murder, but will be charged with misconduct.

c) Arrest any person suspected to be involved in illegal and/or anti-Cossack militant activities for the period of 5 days without warrant. Police may extend this warrant with plea to the Department of Police bureau.

d) Monitor the activity of both the general internet within the Khanate and individual computers. Police may bypass internet privacy laws when investigating criminal and militant cases

e) Establish a special heavily armed police (Prozder) to deal with domestic armed threats and provide security. This action requires permission from both the Commissioner of Police, and the Imperator (Prozder was given clearance to operate in 1995)

f) Establish any special lightly armed department to aid with the enforcement of laws

Prevention of Sexual Harassment Act

This act strictly condemns such acts of sexual harassment. Its main provisions are:

a) Mandates that all businesses fire employees who are have been proven guilty of sexual harassment either then or in the past. Failure to comply may result in a government-backed lawsuit

b) Sexual Harassment of a child under 12: 25 years of prison and an unspecified fine Sexual Harassment of a minor 12-18: 20 years of prison and 10,000 guilders in fines Sexual Harassment of a person 18+ : 20 years of prison and 8,000 guilders in fines

c) All schools must adopt a “Brothers and Sisters” type teaching style, in which schools teach from a young age that every student, male and female, are brothers and sisters, respectively. While combating sexual harassment by instilling values, it also reduces teen pregnancies and STDs by not allowing romantic advancements between minors. This teaching style teaches “One life, One love”, and that corresponds with Hindu teachings as well

Universal Probation Act

Makes it illegal to:

a) Consume alcohol while on Cossack territory (including colonies)

b) Be involved in the sale or purchase of alcohol

c) Use tobacco products of any kind on Cossack territory (including colonies)

d) Be involved in the sale or purchase of any tobacco product

e) Use non-medical drugs on Cossack territory (including all colonies)

f) Be involved in the sale, purchase, or transport of any such drug

g) Grow any natural drug that provides the same effect as a drug

h) Invest in any foreign company that manufactures/grows alcohol, tobacco, or drug products

i) Consume alcohol/tobacco/drugs as a Cossack citizen on foreign territory (may be arrested when proven and when accused returns to the Khanate)

j) Be involved in any physical prostitutional or pornographic activity in the Khanate or in foreign territory as a citizen

k) Watch or support any pornographic activity within the Khanate


Protection of Morality Act

It is illegal to do the following under this act: a) Engage in sexual activity with anyone besides the subject’s spouse

b) For a male to have multiple spouses or relationships

c) Use contraceptive devices

d) For females to wear clothing that goes more than 7 centimeters above their knees, or torso clothing that indecently exposes the chest

e) For any citizen to pierce any other part of the body besides the ear and the nose (for jewelry)

f) For any citizen to publically disrespect Hinduism or an accepted symbol of Hinduism

g) For any citizen to engage in homosexual behaviors or thinking, or act in such a way that appears homosexual

h) For any citizen to engage in a homosexual relationship when on foreign territory


National Pride Act

This act ensures that:

a) Every school allows time for the national anthem to be sung at the beginning of school

b) The national anthem shall be played at 5 p.m everyday in every settlement of the Khanate, in honor of the time the constitution was adopted

c) The Cossack flag shall not be worn below the waist as clothing, but may be respectfully printed on any upper garment

d) The Cossack flag shall be flown from every government office, every major business, every school, every hospital, and any other major establishment

e) The flag may be flown from flagpoles in front of homes and private property, but must be raised everyday without fail in the morning at 9 a.m. If the owner is unable to do so, it is the neighbors’ responsibility to send someone to do it.
