Nation/Arcturus Novus

The Arcturan Empire, also known as Arcturus Novus, is an all-encompassing nation that spans the whole of the planet Terra. It is ruled by Emperor Iacobus Oryza Iosephus, who is both head of state and Minister Altissimus in the Imperial Ministry (near-identical to a modern parliament).
