Roseheim (/roʊɵhaɪm/), officially the Imperial Dominate of Roseheim, is a Confederal Imperial Administration located on the Altera landmass, north-western Viridium. It consists of 17 administrative provinces, each retaining limited sovereignty from the confederal government based in Rosenwald, the nation's capital. Roseheim is bordered to the north by xxx, to the south by xxx, to the north-east by xxx and to the east by xxx. The xxx separates Roseheim from xxx and xxx in the west. With an estimated population of 318,900,000 as of 2090. It has a land area of 1,531,595.0 square kilometers (591,352.13 sq.mi.), making it the xxxth largest country in the world after xxx.

Etymology and terminology

The Proclamation of Roses formally declared in 73 BF (Before Foundation) that the lands "under the possession of the Kingdoms of Calix, Tyranis and Roven" were to be united into a new nation referred to as the Empire of Roseheim. After the Proclamation of Roses, it was (and still is) common to refer to the Imperial Dominate as the Empire of Roseheim. Roseheim is commonly referred to as the IDR, the Imperial Dominate and less commonly as the Fourth Empire. Citizens of Roseheim are referred to as Roselians.

History

Unification War

The period leading up to the Unification War was tense. The three Kingdoms of Calix, Tyranis and Roven had fought many wars against one another over the centuries and had only recently established some kind of status quo in which border towns would change hands through the conflicts but no major city or castle would, leaving the Kingdoms intact and thus their people for the most part untouched by the ravages of the conflicts. It worked well for some time, until a man by the name of Praxis Durrox from the City-Kingdom of Tyranis. He rose in popularity among the common folk, winning many arena games, and several knightly tournaments before finally being promoted to the rank of Knight-Lieutenant in the military of Tyranis. Through years of conflict with Calix, when the typical peace was coming Praxis spoke against the King's supposed weakness and rallied the Legion to his cause. To forge a new path, a new status quo and thus the Unification War began.

At first King Cyrus V of Tyranis ignored the reports as exaggerations of the common rabble. Soon though, three weeks in when the Legion of Durrox marched on the capital city and King Cyrus was thrown from the ramparts by his own guards who then bent the knee to Knight-Commander Durrox, Tyranis had become the first to be "liberated" in the war. Though it did not end there. Quickly rallying the people of Tyranis to his cause, to theircause, Praxis declared a continuation of the war against the Kingdom of Calix to the north. Two-hundred thousand men marched against Calix and met them on the field of battle close to their capital. It was bloody and after a week of fruitless fights, Praxis resorted to using agents in the capital of Calix to undermine their King's authority by poisoning the food and water stores. After a week more, the people clamored in Calix, soon their King suffered a mysterious death at the hands of one of his concubines. The Kingdom folded and was promptly annexed outright by Tyranis under Praxis. It was then that Praxis Durrox became King abandoning his military title. Praxis in his wisdom kept the aristocracy of Calix intact rather than dissolving them and redistributing their titles, this made them somewhat loyal to him and less hostile to their annexation. Finally the war turned towards Roven, the most peaceful of the three Kingdoms and one that had sat happily on the sidelines as Calix and Tyranis had battled for supremacy. Led by the Queen-Mother Elene Trost, Roven submitted to Praxis without a fight willingly joining him, on the condition they would be given higher autonomy than most places in the newly founded nation.

Two years following the end of the Unification War, King Praxis Durrox the First of Tyranis decided to abolish the old Kingdoms by uniting them into an Empire. So he announced the Proclamation of Roses which officially established the newly formed Empire of Roseheim, to be centered at a new capital city that would be built of marble, stone and gold named Rosenwald. This set in motion the history and legacy of the people of Roseheim and their first Kaiser, Praxis Durrox, First of His Name, Kaiser of the Empire of Roseheim, Konig of Tyranis, Konig of Roven and Calix.

Roseheim is a federal state under a representative democracy. The Supreme Chancellor serves as the head of state of the Roseheim Federal Republic as well as head of government. Roseheim has a codified constitution. The Constitution of the Roseheim thus consists of clearly defined laws and rightest but also contains a collection of disparate written sources, including statutes, judge-made case law and international treaties, together with constitutional conventions. As there is no technical difference between ordinary statutes and "constitutional law", the Roselian Parliament can perform "constitutional reform" simply by passing Acts of Parliament, and thus has the political power to change or abolish almost any written or unwritten element of the constitution. However, no Parliament can pass laws that future Parliaments cannot change. Amendments to articles of the constitution require a national referendum to be held.

Government

Roseheim has a parliamentary government based on the Westminster system. The parliament of Roseheim that meets in the Palace of the Parliament has one house. All bills passed are given approval by the Supreme Chancellor before becoming law.

Law and criminal justice

The Department of Justice is the ministerial department of the Government of Roseheim which is responsible for areas of constitutional policy, human rights law, information rights, the judiciary and law enforcement across Roseheim. The Department is headed by the Minister for Justice with the assistance of non-cabinet deputy; a junior minister.

Roselian law is based on common-law principles, with a written constitution that provides for a parliamentary democracy. The essence of common-law is that, subject to statute, the law is developed by judges in courts, applying statute, precedent and common sense to the facts before them to give explanatory judgement of the relevant legal principles, which are reported and binding in future similar cases. The court system consists of the Supreme Court, the Court of Criminal Appeal, the High Court of Justice, the Circuit Court and the District Court, all of which apply the law of Roseheim. Trials for serious offences must usually be held before a jury. The High Court and the Supreme Court have authority, by means of judicial review, to determine the compatibility of laws and activities of other institutions of the state with the constitution and the law. The Supreme Court is the highest court in the land for both criminal and civil appeal cases in Roseheim. The highest court for criminal appeal is the Court of Criminal Appeal.

Each individual province and most major cities have their own civilian police force. In total, there are 242 local police forces in Roseheim, employing 1,174,930 police officers as of 2015. All police forces are responsible to the Department of Justice and their relevant county or city council. Most members do not routinely carry firearms. Standard policing is traditionally carried out by uniformed officers equipped only with a baton and pepper spray. However, certain units such as the Provincial Firearms Command (PFC), Diplomatic Protection Command (DPC) and Metropolitan Firearms Command (MFC) are equipped with specialized firearms including sub-machine guns, assault rifles, breaching shotguns, sniper rifles, riot control agents, and stun grenades. The Metropolitan Firearms Command, Provincial Firearms Command and the Roseheim Anti-Terrorist Force (RATFOR) are responsible for counter-espionage and anti-terrorism operations, with occasional support from the Roselian Army's special operations division; Rorcat MID, as well as the intelligence service branch of the Roselian Armed Forces; the Office of National Intelligence.

Roseheim has a relatively low incarceration rate. At the start of 2015, there was just over 1.2 million people incarcerated, or less then than one in every 100 adults. Through extensive rehabilitation programs and social projects, the prison population as of March 2015 is half what it was in 1988. Zamora province has by far the highest incarceration rate, with a quarter of the country's inmates imprisoned within its provincial boundaries. Zamora province also has the highest rate of murder and non-negligent manslaughter in Roseheim. In contrast, Secano province has the lowest incarceration rate in Roseheim, with a prison population of 31,000 inmates as of 2015.

Capital punishment was abolished by royal proclamation in 1845, as part of Empress Karen's October Reformation. A constitutional amendment passed by referendum in 1989 allows the reintroduction of the death penalty during a state of emergency or war. Since then, the most severe sentence the state can impose is life imprisonment of up to 50 years. The granting of temporary or early release of life sentenced prisoners is an element of the nation's prison system that is under the total control of the Minister for Justice. When deciding whether or not to release a prisoner who has been given a life sentence, the Minister must always consider the advice and recommendations of the National Parole Board Authority (NPBA). The NPBA normally review prisoners sentenced to life imprisonment after ten years have been served, however, the sentencing judge can extend this to a maximum of 20 years or order that the prisoner is to spend the remainder of their life in prison. Prisoners serving very long sentences, including life sentences, are normally reviewed on a number of occasions over a the years before any substantial concessions are recommended or made. The final decision as to whether a life sentenced prisoner is released rests solely with the Minister, and as such, the length of time spent in custody by offenders serving life sentences can vary substantially.

The Roselian economy has experienced large-scale deregulation since 1983, though it still retains a predominately capitalist mixed economy, fuelled by abundant natural resources, high productivity and international trade. Since the return to economic growth in 2003, Roseheim has out-grown xxx and xxx to become the largest economy in Atlas by both nominal GDP and GDP per purchasing power. At one point in 2007, the annual change in gross domestic product was recorded at 14.2%. The country has a high GDP per capita; $53,226 PPP in 2014. Roseheim is a member of the xxx, a group of the seven most economically powerful nations in xxx. The Department of Finance, headed by the Minister for Finance, is responsible for developing and executing the Roselian government's public finance and economic policy. Roseheim official currency, the Rorii has enjoyed a high value since 2005, and is one of the most frequently circulated forms of currency in xxx after the universal standard dollar.

Roseheim's arms industry is the largest exporter of weapons in the world and is home to many of the largest defense corporations including CAE Systems and xxx.

Central Roseheim is home to some of xxx largest mining facilities and is notable for the abundance of ilmenite; an ore of titanium, and molybdenite; a mineral of molybdenum disulfide which is used in the production of the extremely rare metal rhenium. In addition, there are significant copper and zinc reserves in the Antón Mountains.

The Carlossian Broadcasting Corporation (RBC) is Roseheim's publicly funded radio, television and Internet broadcasting corporation. The RBC is Roseheim's largest broadcaster, with over 26,000 employees and offices located in most of the capital cities of xxx. The RBC enjoyed a monopoly on television broadcasting until 1984, ending with the establishment of IBC plc which challenged the RBC's dominance with its own CR1 and CR2 channels. Other major television broadcasters include Savannah plc and Point Corporation. Digital terrestrial television (DTT) was first introduced in 2002 and in 2012 all analogue television transmission in Roseheim ended, leaving the DTT platform operator xxx as the primary source of broadcast television. Many homes in Roseheim are covered by satellite television, a service largely provided by Springbok.

The RBC operates five national radio stations, the oldest being RBC Radio 1 which was created in 1922.

Roseheim has a relatively high newspaper readership, with most large towns having their own newspaper. All cities have their own mainstream daily papers, for example, Rosenwald's Rosenwald Chronicle or Avinter's Avinter Journal. Almost all national newspapers are based in Rosenwald. Prominent morning papers include the tabloids The Scandal and The Daily Mail and the broadsheets The Roseheim Times, The Roselian Examiner and The Roselian Independent. The largest Spanish language newspaper is Los Tiempos and the Albanian language market is dominated by Koha. Metro Roseheim is a popular freesheet newspaper which is published in major cities. Sales of newspapers have risen consistently since the 1990s, recovering from a decline during the 1970s and 80s. In 2015 69% of people reported reading a daily national newspaper.

For the most part, Roseheim does not have a native cuisine of its own, instead relying on various influences. Roseheim's climate, ideal for the orchards of citrus, peaches and apples. The climate in the moutains is extremely favorable for vineyards and thus the wine production in Roseheim is renowned across the world, for vintage Roselian wine is considered the best possible.
