The Republic of Asrtotzka, commonly called Asrtotzka, is a Marxist State in somewhere among Europe, Asia and Africa. It is bordered on the north by the Obristan, on the east by Kolechia and on the east and south with the Orwell Sea. Asrtotzka covers 51,387.65 square kilometers and has a population of 4,182,018. Its territory is divided into eight districts and three autonomous cities.

Etymology

The name of Asrtotzka is uncertain, and is a cause of controversy among historians. Usually, the Academy of Human Sciences admits that the ancient viking expression ‘askistor ahktra’ meant ‘land of dearth and joy’, but a research funded by the Communist Party of Asrtotzka affirms that the origin is ‘haag sztroit ahktra’, that meant ‘land of wide prosperity’, that coincides better with the utopic idealism that emanates from the Communist Party and the whole Government.

Politics

The People’s Constitution of Asrtotzka is the supreme law of the country, and is pretty inspired by the constitutions of the most important socialist states.

The Constitution provides theoretically three delimited branches, but actually the intricate distribution of powers and the obvious interference from the Standing Committee of the Supreme Board are usually argued by western political scientist to be considered a guided democracy.

The legislative branch passes laws and constitutional amendments, and is implemented by the Supreme Board. The Supreme Board has 199 seats, a Chairing Committee and a Standing Committee (called, pejoratively, the fifteen, because it is formed by fifteen members and, usually, they are who, actually, take most of the decissions at any level). The Standing Committee assumes the Chief of State, appoints the ministers, has exclusive powers in Defence and External Affairs and replaces the Supreme Board when it is not in session.

The executive branch is distributed between the Standing Commitee of the Supreme Board and the Cabinet of Ministers, that is presided over by the Secretary Minister and whose powers may be transferred by law to the Standing Committee. The current cabinet is formed by the ministries of Labor, Income, Agriculture, Industry, Justice, Health, Information and Admission.

Finally, the Justice is divided into the Civil Justice and the Military Justice. The Civil Justice is presided over by the Minister of Justice, and has ordinary courts and the appeal court. All sentences must be endorsed by the Ministry of Justice, and pardon may be asked before the Standing Committee. On its part, Military Justice is directly assumed by the Army.

Elections are held every five years, or before by decision of the Standing Committee of the Supreme Board. Every election decides the composition of three governing levels: The Supreme Board, District Committee and Municipal Committee. The 199 seats of the Supreme Board are assigned to candidates elected by the people under a highly majoritarian electoral system that benefits the most voted political current over the others. However, the people only elects two thirds of the members of their District Committee and Municipal Committee, while the other third is elected by the Standing Committee of the Supreme Board. After an election, the Supreme Board may appoint new members to the Standing Committee by absolute majority, which makes difficult to replace an opposing Standing Committee in absence of enough majority.


Political Divisions

Asrtotzka is divided into eight districts, and each district is divided into municipalities. Municipalities have minor powers, such as public cleaning, traffic enforcement, libraries and so on; districts, for its part, decides about building schools and hospitals, roads... so, in comparison, districts manage much more budget than municipalities.

Both districts and municipalities have only executive powers; two thirds of the members of the municipal committee is elected by the residents of that municipality, while the other third is elected by the Standing Committee of the Supreme Board. Also, the district committees is divided into three thirds: the direct-elected third, the third elected by municipalities, and the third elected by the Standing Committee.

The towns of Orvech Vonor, Paradizna and East Grestin are not into the districts system. They are autonomous towns, what means that their municipalities have all the powers usually granted to the districts.


Foreign Relations

Since the communism arrived to Asrtotzka, relationship with capitalist countries were frozen, in favor of socialist nations. The institutional power achieved by the Communist Party of Asrtotzka in the 70s radicalized the pro-socialist diplomacy, isolating Asrtotzka from capitalist countries. This was one of the factors that contributed to the Asrtotzkan-Kolechian war (1976-1982), worsened by territorial disputes and historical rivalry.

After the end of the war and the split of the town of Grestin in East Grestin (under Asrtotzkan possession) and West Grestin (controlled by Kolechia), foreign relationship tried to find a mid position between defending socialist principles and achieving a pacific coexistence. Nowadays, however, relationship with Kolechia are not good at all, although the possibility of a new war is pretty low.

Since 2014, Asrtotzka is member of World Assembly, as a part of the Ceasefire Agreement of 16 august 1982, where Asrtotzka accepted to join the WA in exchange for the cession of sovereignty over East Grestin, besides other conditions. The period expired on 31 december 2010, and two annual extensions were given. As the Asrtotzkan duty was not fulfilled, sanctions were imposed in 2013, so Asrtotzka negotiated quickly to join the WA, avoiding new sanctions.

Army

Army is highly bureaucratized, as an inheritance from the reform of 1972. The army is divided into four bodies: the Ground Army, the Naval Army, the Air Forces and the Civil Defense, formed by the People's Police, the Firefighters and the Civil Protection.

Army has 185,433 soldiers, and 1,437,608 are at the reserve. In the late 1990 years the first woman enrolled the Asrtotzkan Army, what generated a huge controverse in most conservative sectors. Nowadays, women are still minority in the army: about 3,112 women have enrolled the Army, of which 497 are in active.

Economy

The economy of Asrtotzka is a market socialism. Almost all means of production are owned by the workers, but not in the case of strategic industries, such as energy or transport, which are owned by the State. The main exports are corn crops, goat cheese, furniture, bulbs and economic cars. It is suspected that light weapon tagged as 'made in Belarus' might be manufactured in Asrtotzka, but it is not recognized by official reports or unofficial leaks.

The official currency is the Credit. Companies may have their own fidelity points programs, that works as a private currency between the company and the customer, but selling those points is forbidden. Also, there is the Ovbga (an acronym for “Official Budgeting Currency for Public Administration”), that is used for internal budget transfers as a way to avoid that the Public Administration amasses many Credits.

Physical currency does not exist anymore. It has been replaced by electronic purses, that are named and cannot be transferred. The electronic purse works as a key to authorize the registration of money transfer between the buyer and the seller in central computers. Also, the purse has a limited memory, to store transactions in case of transmission failure.

Free Enterprise is officially recognised, but actually establishing a business needs a report from the Ministry of Trade and approved by the Standing Committee of the Supreme Board, admitting that the business is imprescindible and not affordable by the State.

Work age is between 18 and 60 years old, but from 16 years old a person may work with favourable report from the municipality and the Ministry of Labour. Working week consists of 35 hours, but in some works it can grow to 42 hours, with the pertinent compensation.

Culture

Folk

Cuisine

Food is highly based on milk, potatoes, wheat and goat meat, strongly influenced by the regional customs. Baked milk is a typical way to conserve it, and a very used ingredient in soups, sauces and desserts and, of course, as a drink. In shortage times, fuel or wood was reserved to heat the homes, so baked milk was replaced by sugary milk. Now, baked and sugary milk are used in similar proportion.

In Northern cuisine abound soups, vegetable and meat stews, meat pies and many plates based on mashed potatoes. For its part, central and southern cuisine is usually based on fried vegetables, spicy meat, toasted wheat and, also, many variants of mashed potatoes. Finally, all fish preparations are usual in the coast.


Sports

Ancient Asrtotzka settlers faced many wars, to expand their territory or to defend it. So, folk sports are based on ancient fighting games to train the warriors. Until early XX century the majoritary sport was Asrtotzkan fight. But after the 30s, basketball and, especially, association football began to be more popular. Nowadays, Asrtotzkan fight is the fourth more popular sport, behind the two previous and bandy, that was imported by soviet influence.

There are no professional sports people in Asrtotzka, but sports people have permission at their jobs to train and go to competitions. Anybody can found a team, but the stronger ones are related to the biggest companies, such as mines, refineries or transportation. Also the Army has his own teams.
