A proposed law is first submitted to the Llorens Law Commission, a panel of 20 experts, to be revised and amended. Eleven or more experts on the panel are required to apply a revision of the proposed law, though these decisions can be overturned with a 60% majority vote in Parliament. If the LLC decision is overturned by Parliament, the proposed law is returned to the LLC so that it can be changed in accordance with the new decision. Further amendments can be suggested in Parliament, and if at least 5 members have endorsed this suggestion, it will go to a Parliament majority vote. Each time a revision is accepted through the majority vote, the proposed law is returned to the LLC.
+
A proposed law can be addressed to the Parliament if it receives the endorsement of at least five members. All members are then notified of the bill one week prior to its discussion and vote within Parliament. The first session is called the Discussion Session, where one representative of each party is eligible to speak or ask questions on the proposed legislation. The legislation will proceed to the second session, called the Voting Session, once two-thirds (67 members) of the Parliament agree to proceed from discussion or three hours has elapsed. Each member then casts their vote in favour or against the proposal, most recently using an installed electronic mechanism. It requires a simple majority (51 members) to vote in favour to be passed.

Once the proposed law has been finalised, a select 10 members will give a maximum 12-minute speech on their viewpoint of the proposal. After this maximum of 2 hours, all 100 members of Parliament may vote on the proposed law, though any member can abstain from the vote without affecting the number needed for it to pass. If 51 or more members voted in favour of the proposed law, it will be passed into legislation. If less than 51 members voted against the proposed law, it will not be passed into legislation.

==Functions==
+
The primary function of Parliament is to pass proposed laws into legislation. A proposed law may be passed if it receives over 50% of the vote in Parliament, after a process of revisions in both the Llorens Law Commission and Parliament. Other functions include calling emergency Parliament meetings and discussing matters of urgent public importance. At the end of each day session of Parliament, the Cabinet face questions from all members of Parliament on any topic that was covered in the day session. This additional session is called Cabinet Questions.
