Region page The Leftist Assembly

The Leftist Assembly is one of the largest leftist regions in NationStates. The region consists of 127 nations, with 60 of these forming part of the World Assembly. Most notably, the region is 28th for Most World Assembly Endorsements, and 85th for Most Nations. The regional government, the General Assembly, is currently lead by the Solidarity Party and Atealia, although a Constitutional reform is currently underway after a democratic decision to change the government to an independent system. The region also has an official Constitution and Code of Laws that all member nations must abide by.

History

The Leftist Assembly was established on January 14, 2016 as a merger between The Communist Region and The Democratic Socialist Union. The Preamble of the Constitution of the Leftist Assembly, enacted on 15 February 2016, states:

The Leftist Assembly is the reunification of the former Democratic Socialist Union and The Communist Region following stagnating growth and the desire for a revitalised region to unite the left. The Leftist Assembly strives to protect those who labour and prevent the exploitation of the working class. To this end, we shall unite the peoples of our two communities into one inseparable family. Protectors of the revolution forevermore. The Constitution was most recently ratified by means of Direct Democratic Vote on the 31st of August, 2016. Any member nation is protected and subject to the declarations in the following document.

Terms

The General Assembly is in its 2nd term. Upon its founding, the region functioned with a multi-party system. The three parties that competed in the 1st election were The Solidarity Party, Worker's Army Party, and Independent Leftist Front. Two other parties that were officially registered, but never ran in an election, were People's Rights Party, and The Socialist Union. In late August 2016, the members of the region democratically chose to change the government to an independent system.

Government

The General Assembly is the legislative body for the government of the Leftist Assembly. It consists of nine members, including the Secretary, Prime Minister, and seven other ministerial positions. Laws and amendments may be proposed by any member of the General Assembly. For this to be ratified, it must receive a simple majority vote and an endorsement by the Secretary of the Assembly. Should it fail to receive the endorsement of the Secretary, a super majority vote of 70% may be attempted to ratify it.

Each of the positions is elected through the alternative voting system. Terms last for 3 months, and elections begin on the first of the respective month (either January, April, July, or October).

Ministries

In addition to the Prime Minister, Auven, there are five ministries. Each of these has a Minister, except the Ministry of Law which has two Minor Justices in addition to the Minister. A new ministry can be formed or deactivated should the need arise with the approval of at least 60% of the General Assembly and an endorsement by the Secretary. The following are the nations that currently fill these positions:

Prime Minister

The Prime Minister is the head of any non-appointed ministers, to serve as a bridge between the ministries and the Secretary. Serving both as the head of their respective ministry and as the Prime Minister, they will ensure that the Secretary is briefed and should the Secretary of the Assembly be removed or resign, they will become the de-facto Secretary until the next election.

Ministry of Law

This ministry shall serve as the judicial body of The Leftist Assembly government. Possessing the ability to determine laws or amendments as unconstitutional, they will study and further define this document and any additions to it. The ministry will consist of one head, and two additional Minor Justices (those who receive the second and third most votes, assigning them as First and Second Minor Justice respectively) that will manage arguments on the nature of constitutional interpretation, as well as pseudo-court cases should laws constitutional or otherwise be broken. It is hoped that through this system no person within our union shall ever be above the law. Decisions by the Minister can be cancelled by a joint-decision by the two Minor Justices. Should the Minister be busy handling a case or otherwise unavailable, the First Minor Justice will assume the position for that decision and so on should the First Minor Justice be unavailable.

Ministry of Defence

This ministry shall handle the United Armed Forces of The Leftist Assembly (UAF), as well as deal with foreign incidents that involve R/D gameplay. Any raid must be authorised by the Secretary of the Assembly, however, if the Secretary is unavailable then the Prime Minister can also authorise small raids. Defence of home regions and allied left-wing regions can be independently authorised by the Minister of Defence as they are generally based in urgency.

Ministry of Foreign Affairs

This ministry shall handle relations with allied and enemy regions of The Leftist Assembly. Their duties are related to interregional communication and cooperation, the establishment of embassies, and peace talks. If The Leftist Assembly is to make an official Declaration of War (often necessary for large-scale conflicts against genuine threats), it must be approved by both the Secretary and the Minister of Foreign Affairs. This includes wars involving multiple regions on one or both sides, direct conflict with a major military power of Fascist, Capitalist or non-aligned origin, or multi-regional organisations of partisan origin. Raider regions are not counted in these groups.

Ministry of Archives

This ministry shall preserve and document any major political or historical event of The Leftist Assembly. Anyone serving under the Ministry of Archives must attempt to avoid bias in their records and ‘putting a spin’ on documents is a valid cause for a Vote of No Confidence. They will also be responsible for a state-run periodical as to keep the public informed and interested in the government of their region. For the sake of continuity, the Minister of Archives will be an indefinite position, however, there will be a review of their performance every month to determine if they should retain their position.

Ministry of Immigration & Customs

This ministry is tasked with the recruitment of nations to The Leftist Assembly, as well as ensuring that newly joined nations are in accordance with the Constitution as a whole and if need be to notify them so they can correct any discrepancies.
