In United Empire Of Islam, denizens scatter at the sight of strangers and are careful to keep carefully blank faces when approached. Political freedoms are extended only to close friends and relatives of the leaders of the region's governments. The almost total lack of economic activity in the country is a constant sore spot for politicians. Inhabitants rarely are visited by the tax collector, and the region boasts a paltry median tax rate of -1%. History

The Mother of the World (Islaamistan)

Worldwide attention has focused on the case of the Mother of the World. Which is a inside joke directed at Islaamistan as Her eggs we laid on a barren canyon some 400 million years ago. Archaeologists have since determined the massive 2000 square miles of pit was the site where man first walked. Linguists from the highest levels of academia look back to the first writings discovered on surrounding caves to piece together our first known written, and spoken language. Professor Herbert Smith of the Princeton School of Biology concluded the hatchlings were that of a Cotton Patch Goose, of which is rumored to still exist.

RORMS Merger

The Region of Reunited Muslim States, or RORMS for short, merged with the United Empire of Islam on the 8th of September, 2013 CE (1st of Dhul Qa'dah, 1434 AH). RORMS was the 3rd largest Muslim region at the time of its merger with the United Empire of Islam.

Secretary General

His excellency Ibrahim I was the first Secretary General and the founder of United Empire of Islam. He founded this region on 8th o June, 2012. After serving the region for about four years and two months, he decided to retire in 2016. During his tenure, he lead the region from "zero" to "Largest Muslim Region in the World". It was all due to his hard work and devotion the region progressed and survived for this long time without losing its stability. On September 3rd, 2016 His Excellency Ibrahim I stepped down and appointed Fahad Ayub Alvi of Turkhestan as the new Secretary General of UEI. Fahad has served as the first Prime Minister of region. He was known to be the right hand of Ibrahim. On 8th September 2016, a ceremony was helf in the capital of UEI, Dar Al Tawheed in recognition of Ibrahim's services to the region and to pay tribute to him. This ceremony was also attended by a number of foreign leaders from Allied region like Central Pacific Empire And Commonwealth of Crowns.

Prime Ministers

The Deputy Secretary General of United Empire of Islam (initially called Premier or Prime Minister of United Empire of Islam) head of Regional Administration works under the Secretary General of United Empire of Islam. Deputy Secretary Generals enjoys executive powers of the region to control region on the will of Secretary General. Constitution has described him/her as the “chief administrative officer” of the region along with Secretary General. This position places its holder in leadership of the region who has control over all matters of internal and foreign policy. Deputy Secretary General may appoint Under Secretaries and Advisers to assist him in his work. He is also the Vice President of UEI Security Council.

Regional Charter

The Regional Charter consists of 7 Chapters, and was signed into effect by Emperor Ibrahim I, The Regional Administrator of Greater Islamic empire of Pakistan, in Dar Al Tawheed (23/09/15). Emir Mehmud Shah Abdullah, The Emirate of Islaamistan, in Emirabad (23/09/15). Emir Fahad Ayub Alvi, The Islamic Emirate of Turkhestan, in Tashkent (23/09/15). Emir Ishmael bin Abdullah, The Emirate of Mahdistan, in Hassan (23/09/15). President Yassir Hussein, The United Democratic Republic of Kawther, in Qutheria (22/09/15). Marshal of the Faithful Salahudin Al Faisal, The Union of Islamic Republics of Armisael, in Madinah Al Tawraat (23/09/15), and Sultan Suhaib Tariq, The Caliphate of Curduba, in Edirne (23/09/15).

Emir Mahmud Shah of The Emirate of Islaamistan and Emir Fahad Ayub Alvi of The Islamic Emirate of Turkhestan were the co-authors of the Charter.

First Amendment to the Charter of UEI was proposed by Emir Fahad Ayub Alvi of Turkhestan on 13th of September, 2016. After discussions in the Security Council, minor changes were made in the proposal by Emir Fahad accepting some good ideas from the members of Security Council. The Amendment was passed by Security Council on 19th of September, 2016 then it was presented in the General Assembly where it was passed unanimously on the 23rd of September, 2016. Thus, this amendment was made a part of Charter and the Charter was updated.

Chapter 1 (General Guidelines)

-- Article 1 --

The United Empire of Islam is to be classified as an Islamic region with Islam as its popular religion.

-- Article 2 --

The regions official public holidays are Eid-Al-Fitr (1st of Shawal), Eid Al Adha (9th and 10th of DhulHajj), Unity Day (8th June CE) and the Day of the Declaration of the Charter (3rd September/), on these days all government institutions and civil offices are officially relieved of their duties till the day’s end.

-- Article 3 --

The Permanent Flag of the United Empire of Islam will remain as follows:

(a) The flag shall be half red and half green; both colours will meet in the centre of the flag.

(b) The calligraphic word “Allah” will be centred in the middle of the flag.

-- Article 4 --

The positions of leadership and authority in the United Empire of Islam will be credited to the Secretary‑General and Deputy Secretary-General.

Chapter 2 (Organisation, General Assembly & Security Council)

-- Article 1 --

(a) The System of Governance of the United Empire of Islam is that of a intergovernmental organization.

(b) Regional Administration solely remains to the Secretary‑General and Deputy Secretary-General.

(c) The Deputy Secretary‑General can be granted and stripped off executive powers by the Secretary‑General.

(d) The Deputy Secretary‑General's term in office is renewed every 120 days through popular vote which is to take place on-site allowing all member states to take part. A voting period to elected a new Deputy-Secretary General must be no longer than 4 days.

(e) Within 10 days of the official end of term of the Deputy Secretary‑General, confirmed member states of the region may nominate themselves for the replacement or re-election for the Deputy Secretary‑General post.

(f) Only confirmed member states of the United Empire of Islam are permitted to vote in the elections during the polls, those who are not granted membership will have their votes nulled and excluded from the results.

-- Article 2 --

Member states are to pay allegiance to the Region and its laws in submission and obedience, in times of ease and difficulty, fortune and adversity.

-- Article 3 --

(a) The Secretary‑General and the Deputy Secretary‑General and all those holding positions of authority are to act in accordance to the laws of the United Empire of Islam at all times.

(b) A petition to replace the Deputy Secretary‑General can be organised by the people, however the petition can only be accepted if it receives a majority of 67%+ votes.

(c) The Deputy Secretary‑General can be removed by the Secretary‑General if he deems his performance to be inappropriate or inactive

(d) The Deputy Secretary-General can appoint secretaries to assist him in his work and advisors to advise him in Regional Affairs.

-- Article 4 --

(a) The General Assembly shall consist of all the Members of the United Empire of Islam.

(b) Each Member shall have not more than one representative (Puppet State) in the General Assembly.

-- Article 5 --

The General Assembly may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter, and may make recommendations to the Members of the United Empire of Islam or to the Security Council or to both on any such questions or matters.

-- Article 6 --

(a) The General Assembly may consider the general principles of co-operation in the maintenance of regional peace and security, including the principles governing disarmament and the regulation of armaments, and may make recommendations with regard to such principles to the Members or to the Security Council or to both.

(b) The General Assembly may discuss any questions relating to the maintenance of regional peace and security brought before it by any Member of the United Empire of Islam, or by the Security Council, or by a state which is not a Member of the United Empire of Islam, the General Assembly may also make recommendations with regard to any such questions to the state or states concerned or to the Security Council or to both. Any such question on which action is necessary shall be referred to the Security Council by the General Assembly either before or after discussion.

(c) The General Assembly may call the attention of the Security Council to situations which are likely to endanger regional peace and security.

(d) The powers of the General Assembly set forth in this Article shall not limit the general scope of chapter 2.

-- Article 7 --

(a) While the Security Council is exercising in respect of any dispute or situation the functions assigned to it in the present Charter, the General Assembly shall not make any recommendation with regard to that dispute or situation unless the Security Council so requests.

(b) The Deputy Secretary-General, with the consent of the Security Council, shall notify the General Assembly at each session of any matters relative to the maintenance of regional peace and security which are being dealt with by the Security Council and shall similarly notify the General Assembly, or the Members of the United Empire of Islam if the General Assembly is not in session.

(c) The General Assembly is enabled to initiate studies and make recommendations for the purpose of: a. promoting regional co-operation in the political field and encouraging the progressive development of regional law and its codification in accordance with Islamic principles, promoting regional co-operation in the economic, social, cultural, educational, and health fields, and assisting in the realization of human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.

(d) All citizens of the United Empire of Islam are members of the General Assembly.

(e) The Secretary-General and Deputy Secretary-General can hold a session of the United Empire of Islam General Assembly at any given possible times, Nation States have the option whether to take part in the session or abstain.

-- Article 8 --

(a) The General Assembly shall receive and consider special reports from the Security Council; these reports shall include an account of the measures that the Security Council has decided upon or taken to maintain regional peace and security.

(b) The General Assembly shall receive and consider reports from the other organs of the United Empire of Islam.

-- Article 9 --

(a) Each member of the General Assembly shall have one vote.

(b) Decisions of the General Assembly on important questions shall be made by a two-thirds majority of the members present and voting. These questions shall include: recommendations with respect to the maintenance of regional peace and security, the suspension of the rights and privileges of membership, the expulsion of Members.

(c) Decisions on other questions, including the determination of additional categories of questions to be decided by a two-thirds majority, shall be made by a majority of the members present and voting.These questions shall include: election of the non-permanent members of the Security Council, the election of President of General Assembly and the election of President of Security Council.

-- Article 10 --

(a) The General Assembly shall meet in regular sessions (whenever they are called) and in such special sessions as occasion may require. Special sessions shall be convoked by the Secretary-General and the Deputy Secretary General at the request of the Security Council or of a 5+ the Members of the United Empire of Islam.

-- Article 11 --

(a) The General Assembly shall adopt its own rules of procedure. It shall elect its President for each session held once every six months.

(b) The General Assembly may establish such subsidiary organs as it deems necessary for the performance of its functions.

-- Article 12 --

(a) The Security Council shall consist of 10 Members of the United Empire of Islam.

(b) The United Democratic Republic of Kawther, The Islamic Emirate of Turkhestan, The Emirate of Islaamistan, The Sunni Islamic Caliphate of Western Arab Empire, and The Islamic Democratic Republic of United-Hayat shall be permanent members of the Security Council (P5). The General Assembly shall elect 5 other Members of the United Empire of Islam to be non-permanent members of the Security Council.

(c) The non-permanent members of the Security Council shall be elected for a 120 days time period. A retiring member shall not be eligible for immediate re-election. If a member ceases to exist or retires, a new nation state will be elected by the Secuty council instead of the General Assembly.

(d) Each member of the Security Council shall have one representative (puppet state).

-- Article 13 --

(a) In order to ensure prompt and effective action by the United Empire of Islam, its Members confer on the Security Council primary responsibility for the maintenance of regional peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf.

(b) The Security Council shall submit annual and, when necessary, special reports to the General Assembly for its consideration, however if the Security council comes to an agreement on a matter, it then does not have to be approved by the General Assembly, however it must be reported to the General Assembly, or the Secretary General and Deputy Secretary-General.

-- Article 14 --

(a) The Members of the United Empire of Islam agree to accept and carry out the decisions of the Security Council in accordance with the present Charter.

(b) Each member of the Security Council shall have one vote.

(c) Decisions of the Security Council on procedural matters shall be made by an unanimous vote of all 10 members.

(d) Decisions of the Security Council on all other matters shall be made by an affirmative vote of 10 members including the concurring votes of the permanent members, Permanenet members have the powers to VETO a decision and if a member state abstains from voting the decision will be passed.

-- Article 15 --

(a) The Security Council shall be so organized as to be able to function continuously. Each member of the Security Council shall for this purpose be represented at all times especially during cases of emergency at the seat of the Organization.

(b) If a member of the Security council is not present at a meeting they are allowed to send forth a representative of another nation.

(c) The Security Council if it wishes to may establish such subsidiary organs as it deems necessary for the performance of its functions.

(d) The Security Council shall adopt its own rules of procedure, including the method of selecting its President.

(e) Any Member of the United Empire of Islam which is not a member of the Security Council may participate if invited, without vote, in the discussion of any question brought before the Security Council whenever the latter considers that the interests of that Member are specially affected.

(f) Any Member of the United Empire of Islam which is not a member of the Security Council, if it is a party to a dispute under consideration by the Security Council, shall be invited to participate, without vote, in the discussion relating to the dispute. The Security Council shall lay down such conditions as it deems just for the participation of a state which is not a Member of the Security council.

Chapter 3 (Governance)

(a) The following are the leadership posts of authority in the United Empire of Islam:

-President of United Empire Islam Courrt of Justice

-Security Council President

(b) The Secretariat shall comprise a Secretary-General who has permanent powers and is the founder of the region. The Secretary-General and his deputy can approve or dissaprove of any decision or matter appointed by the General Assembly upon the recommendation of the Security Council. He shall be the chief administrative officer of the Organization.

(c) The Secretary-General and his deputy shall act in that capacity in all meetings of the General Assembly, of the Security Council, and of the Economic and Social Council, and shall perform such other functions as are entrusted to him. The Secretary-General shall make an annual report to the General Assembly on the work of the Organization.

(d) The Secretary-General and his deputy may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of regional peace and security.

Chapter 4 (Judiciary)

-- Article 1 --

(a) The United Empire of Islam Regional Court of Justice shall be the Judicial body of region and it will be headed by a President and two judges. All citizens of United Empire of Islam must abide by the rulings given by The Court of Justice.

(b) The basic responsibility of the Regional Court of Justice is to settle the disputes and regional legal problems and to protect fundamental rights of memberstates of the United Empire of Islam by using powers given to the Court by the charter of the United Empire of Islam.

-- Article 2 --

(a) The the Regional Court of Justice shall consist of two judges and a President.

(b) The President shall be appointed by the Secretary General, the two judges will then be chosen by the President.

(c)President can remove judges anytime he wishes. Secretary General can cancel the replacement of judges if he thinks that it is being done to influence a particular case pending in the court.

(d)Secretary General and Deputy Secretary General can also advise the President of UEI Court of Justice to replace or remove judge(s). President is bound to follow their advice.

(e) Deputy Secretary General can advise Secretary General to appoint or remove the President but Secretary General is not bound to act according to the advice.

(f)Only accepted muslim citizens of United Empire of Islam can qualify for positions in the judiciary.

-- Article 3 --

(a) The Regional Court of Justice shall work independently without any political pressure in the light of chater and passed laws of United Empire of Islam.

(b) The decisions shall be made in court by majority votes. If votes become equal, the President will cast the Deciding Vote. The decision shall finally be announced by the President.

(c) Decisions or Rulings of the Regional Court of Justice of the United Empire of Islam can not be challenged. The Secretary General and Deputy-Secretary General may ask the court to review its decision if they find any error within it.

(d)Two Thirds majority of General Assembly members is required to overrule the decision of appointment or dismissal of President by Secretary General of UEI.

(e) A case may be filed to the court by nations involved in the dispute or Secretary General and Deputy Secretary General may also refer the case to the Court of Justice.

-- Article 4 --

(a) The Secretary-General can cancel/nullify the decisions of Regional Court of Justice if at least 5 of the members of General Assembly request his involvement in the matter.

(b) The Secretary-General can dismiss President of the court and call for a new appointment on the advice of the Deputy Secretary-General. In the case of the removal of the President, the Secretary-General or Deputy Secretary-General can apoint a Interim President of the court.

-- Article 5 --

The Regional Court of Justice can give following punishments to the accused nation, if the accusation is proved:

(a) Banjection from the region for a time period ranging from anywhere between 3 days to 90 days.

(b Permannetly banning the nation and its puppet states from entering the region.

(c) Cancelling the General Assembly membership and regional citizenship of the nation for a time period ranging from anywhere between 15 days to a permanent removal. In this case, the nation may reside in region and participate in RMB discussions but will not be eligible to vote or participate in other General Assembly Proccedings.

(d) Banning a nation from assuming a position of authority lasting between fifteen days to a permanent ban.

(e) The law system of the United Empire of Islam will determine the final punishment that is to be assigned to the perpetrator crime.

Chapter 5 (Fundemental Rights)

-- Article 1 --

(a) All memberstates of United Empire of Islam shall be entitled to freely express their thoughts and views on regional administration and its polices.

(b) All memberstates are respectable. No hate speech or personal attacks directed toward other citizens shall be tolerated.

-- Article 2 --

(a) All memberstates are entitled to express and practice their national faith.

(b) No discrimination shall be made on the basis of cast, creed, faith, gender, ethnicity, religion and political affiliation.

(c) All religions and religious beliefs must be respected. Religious tolerance must prevail. Speech containing material which shows hatred and disrespect to any religion or faith will not be tolerared.

(d) The comparative study of faiths and constructive debates/discussions about faiths and religions shall be allowed in the region.

(e) Flamable comments and hate speech about another nation's religious ideologies publically without the latters permission will not be tolerated.

-- Article 3 --

(a) All the members shall have right to defend themselves and their stances in front of court and other investigating and prosecuting authorities.

(b) Freedom of movement and association is guaranteed to all citizens of the region however dual membership will not be tolerated.

(c) Judiciary shall be free of state influence. All citizens shall have right to seek/contact the Regional court's President if they wish to.

-- Article 4 --

(a) Non-Citizens residing in the United Empire of Islam are neither bound to this charter (except by the limitations provided) nor they will enjoy any rights granted to the citizens in this charter.

(b)Ambassadors/ Envoys of other regions shall be granted Diplomatic immunity and shall have special rights.

(c) Secretary-General and Deputy Secretary-General of United Empire of Islam can eject or banject non-citizen nations without any warning or informing them of a reason to justify this banjection.

Chapter 6 (Electoral Process)

-- Article 1 --

(a) The Secretary-General of United Empire of Islam will act as Chief Election Commissioner during elections for the post of Deputy Secretary-General.

(b) In the absence of Secretary General due to any reason, President UEI Court of Justice will be in charge of electoral Processes.

(c) Secretary General may also appoint a third person to control electoral Processes. The election commissioner will not be able to participate in elections that he is controlling.

(d) The Electoral voting period shall consist of the last days of the term of official.

(e) The results of elections shall be kept hidden until the voting period has ended. Voters shall also be permitted to change their vote during the polling period.

(f) The Secretary-General of United Empire of Islam can dismiss and/or call an early elections if corruption charges are proved on any government official from the Regional Court of Justice.

-- Article 2 --

(a) The Deputy Secretary-General of the United Empire of Islam shall be elected for a term of 120 days, In the last 10 days of the term the Deputy Secretary-General will only bear the name of the post without holding any official office or authority.

(b) The election period will be divided into nomination period and polling period.

(c) During the nomination period, General Assembly member nations can be nominated for the post. They can publish their goals, debate other candidates and launch campaigns during all the election period.

(d) The official ruling term of Deputy Secretary-General begins after the nation officially becomes the region's World Assembly Delegate.

-- Article 3 --

(a) General Assembly President shall be elected by majority vote on the first day of General Assembly Session by the members of General Assembly. President shall be elected for 6 months until the next session of General Assembly.

(c)Non-Permanent members of Security Council shall be elected for a term of 120 days in two steps. In first step, nations may nominate themselves for the membership. If more than five nominations are recieved, elections shall take place in second step. Top five nations getting most votes shall become non permanent members of Security Council.

(d)If In any case, during elections, the votes become equal, five permanent members of Security Council shall decide the winner by majority vote.

(e) If the elected Deputy Secretary General is not a permanent member of UEI Security Council then he will automatically become a non permanent member of UEI Security Council after its election as Deputy Secretary General. In this case, General Assembly shall only elect 4 non permanent members fifth being the DSG.

-- Article 4 --

(a) Voting period for any resolution/bill/act presented in the General Assembly must be: Minimum: 24 hours Maximum: 72 hours

(b) Voting period for any resolution/bill/act presented in Security Council must be: Minimum: 24 hours Maximum: 48 hours

(c) Elections for Deputy Secretary General and Non permanent members of Security Council will take place thrice a year according to the schedule mentioned below:

1) For Deputy Secretary General: Transitional Period Begins (DSG loses power but holds office): 111th day of term Nomination Period Begins: 111th day of term Nomination Ends/Campaign Period Begins: 114th day of term Voting Period Begins: 116th day of term Voting Period Ends: 119th day of term New Term begins: End of 120th day of term 2)For non-permanent Members of the Security Council: Nomination Period Begins: 116th Day of Term NP Ends and Voting Period Begins: 119th Day of Term Voting Period Ends and new members take their seats: End of 120th day of term

Chapter 7 (Immigration/Citizenship)

-- Article 1 --

(a) Every nation that joins the region and wishes remain must register on the United Empire of Islam's forums with the nation name, In specific cases the nation must also provide a reason as to why they are not in the world assembly.

(b) The nation registering for citizenship can be rejected or accepted by the Secretary-General.

(c) The Secretary-General has the ability to cancel the citizenship of any member anytime but he must take a certificate from the President of the Regional court of Justice in favour of his act in next 48 hours. If failed, the citizenship of the nation shall be remain untouched.

(d) A nation must be a registered citizens for at least 10 days in order to vote or participate in elections. Anyone who joins the region and registers on the forums 10 days prior to the starting of the polling will not have its vote counted

-- Article 2 --

(a) Citizens of UEI are allowed to have the Citizenship of any other region that has an embassy with UEI only if they keep their WA member nation in UEI.

(b) Secretary General can issue special permits to exempt Citizens from keeping their WA nation in UEI if he finds it well in the interest of UEI.

Chapter 8 (Organizations/Institutions)

-- Article 1 --

(a) Institutions/organizations working in UEI will require the approval of Regional Government in order to function in the region.

(b) The organizations may have their own Charter/ constitution/ rules but their Charter must not contradict with the Charter of UEI.

(c) Organizations/Institutions may have their own Administrators but all of them will work under the government of UEI.

(d) A Minister/Secretary appointed by the Deputy Secretary General shall control the respective organizations/ Institutions. For Example: UEI-CPE Cultural Centre will be controlled by ministry of Culture, UEIFA will be administrated by Ministry of Sports, Any Environmental organization by Ministry of Environment.

(e) Minister/Secretary will be responsible for the administration of Organization/Institution according to its Charter. He may arrange meetings, call summits, organize festivals or events, pass condemnation or commendation resolutions etc. according to the Charter and nature of Organization.

(f) Defense alliances or treaty organizations formed by different nations in region are exempted from above laws. They do not require approval of Regional government but Security council may stop them from working or dismantle them if they are found to be working against the Charter of United Empire of Islam.

(g) Incase of any dispute, decision of UEI Court of Justice shall be final.
