Retiva (Retivan: Ретива, Retiva), officially known as the Imperial Federation of Retiva (Retivan: Империалий Федератски и Ретива, Imperial Federatski i Retiva), is a federal parliamentary constitutional monarchy encompassing the entire Novotgoratski Peninsula. The Imperial Federation holds jurisdiction over 42 federal subjects, where 14 of which are republics. It is also one of the most populated countries on earth, with more than 4.5 billion people under its jurisdiction. It is currently governed by the Democratic Social Labour Party, where the city of Pogarnova is its capital. The government is highly centralised, yet at the same time provides decentralised power to its republics to decide on their own policies (excluding nation-wide legislations). Retiva covers over 6,245,900 square kilometers in total area it also spans five time zones.

Retiva is a developed country with an extremely large high-income economy. In addition to this, income equality in Retiva is very high, with almost no wealth disparity at all. The large economy of Retiva is fueled by the immensely large pool of natural resources and a very productive labour force, thus allowing the economy to flourish. Retiva pioneers various technological and industrial sectors and is a large exporter of various goods. The Imperial Federation's large economy and government budget allows it to maintain a large military defence spending mandate and controls some influence on the international stage, but due to its relative isolationism, this detracts its ability to become a recognised superpower, though it can be argued that Retiva is a great power. Retiva often competes with neighbouring countries in various industrial and scientific fields, currently engaged in a pseudo-space race with surrounding nations. Retiva engages in occasional international affairs should it ever intertwine with it's interests. Retiva is also a nuclear power, possessing a relatively large nuclear stockpile of roughly 19,760 warheads, 10% of which are active. These were accumulated from the past arms race over the years, but are now only used for deterrence.

There is not much racial diversity in Retiva, as the number of ethnic Retivans number up to 95.3% of the population; ethnic minorities only represent 4.7% of the total population, and are rather scattered throughout the nation. The population of Retiva enjoys having one of the highest life expectancy in the world, with one of the recorded lowest infant mortality rates due to leaps in medical technology and practices throughout the decades since the reformation into the Imperial Federation. The Imperial Federation is also one of the most developed nations in the world, where its populace enjoys a large income base, extremely high life expectancy and a very literate and highly-educated population, assisted by its comprehensive universal education system.

History

Early history

The first evidence of Retivan civilisation dates back to the early 13th century as the Holy Yundrik Empire, a rather fledgling empire that lasted for about 4 centuries, where it had gradually increased in size due to conquest and war with neighbouring kingdoms. Soon after reaching the size of Cosedonia in 1617, the Holy Yundrik Empire reformed itself into the Kingdom of Retiva, consolidating itself as a middle power in regional affairs and politics; constant war gripped the kingdom, and territorial concessions were made after numerous defeats. The Kingdom of Retiva was left with the size of Japan, and its economy in ruins. This had caused a large-scale riot to erupt in 1702, which then shifted into a civil war that lasted 9 months.

Imperial era

The current monarchy was deposed and Tsarist Retiva was ushured into existence, with the leader of the revolt put into power; Tsar Leonov the Great, Retiva's first Tsar, announced reforms and changes to the structure of the Retivan government, economy and military, and allowed for rapid recovery that gave the war-exhausted nation a boost it required to regain its former territory. Tsar Leonov led a military expedition towards Europe from northern Mongolia, conquering former Retivan territory and annexing land held by warlords until his military force encountered other powers to the west, which then he shifted his attention to the Russian Far East. The land that the Tsar had acquired from his military campaign had allowed him to fuel his empire and military, as well as allowing Tsarist Retiva to flourish under his rule. His military campaign ended on his demise, which was due to a premature stroke, suggested to by caused by stress and pressure by his military advisors.

Economic crisis and revolution

Tsarist Retiva continued to flourish under Tsar Leonov's descendants, until an economic crisis occurred out of the blue in 1987 due to a deadlock financial mismanagement. The Retivan economy shrunk by 40% during the period from 1987 (the beginning of the crisis) until 1994, where the nation was on the brink of anarchy, crime and violence is rampant on the streets and corruption on the rise like never before. The monarchy, once again failing to keep the nation united and at peace, was toppled by the people who onced supported them. Tsarist Retiva is no more, and was reformed again into the Imperial Federation of Retiva, placing the Tsar's current daughter, Cantherine (Yaketerina) Petrovnaya, who was seen as the people's princess, was put into power in the Tsar's place as the Empress of the Imperial Federation. The government's first priority was to bring peace and stability to the once-great nation; with the military on the march throughout the country, the government briefly resorted to ruling with an iron fist as a means to an end, which was largely successful in uniting the nation into the 42 federal subjects of the Federation. Successive reforms and political changes has changed the Retivan imperial government from being extremely bureaucratic and corrupt to being extremely transparent and efficient, as well as allowing Imperial Federation to surpass that of what Tsarist Retiva was into an even greater nation, one led and nurtured by the people.

Imperial Federation

Under the guidance of Catherine the Great, the Imperial Federation saw itself grow larger in both power and volume, it began expanding its influence to smaller powers within the region, openly supporting uprisings against opposing regimes and eventually absorbing them into itself after they have successfully gained power. This has allowed Retiva to de facto expand its territorial jurisdiction and legal control over natural resources within the concerned territories.

Geography

Retiva is a large country with a total area of 6,245,900 square kilometers, covering the entirety of the Novotgoratski Peninsula. Retivan territorial expansion was initiated in the early 18th century during the era of Tsarist Retiva, where Tzar Leonov the Great conquered the northern Zarkav plains, starting his expansion from Kravingrad region in the south. Running into other powers in the west forced Retivan expansion eastward, where they annex more land from local warlords. It contains one of the largest swamps and floodplains in the region, mostly found in the southwestern Zarkav plains; however, a percentage of this has been drained for urbanisation. It also features a number of mountain ranges and lush rainforests, one of the largest in the region, numerous grasslands and the infamous Zarkav permafrost near the arctic region up north. Retiva proper is extremely rich in natural resources, including large deposits of timber, gold, diamonds, petroleum, natural gas, coal, ores and other mineral resources.

Climate

The large size of Retiva proper means that there is a diverse variety of climates around the country. Being situated in Siberia and exposure to the Arctic, it has a largely subarctic climate; what contributes to this is also the mountain ranges in southern Retiva which blocks the flow of warm air that comes from the Indian Ocean. It is usually subjected to very severe winters, with temperatures dropping as low as -72 °C, especially in Pogarnova, as it borders the Arctic Ocean. The Retivan arctic islands also experience severe winters, seeing temperature drops that are lower than the mainland. However, there is some patches of land in southern Retiva which contains a semi-arid climate. Snow is the predominant percipitation around most of the country. There are only two seasons in Retiva, summer and winter.

Politics

Retiva is a federal parliamentary constitutional monarchy. The Head of State is the Monarchy of the Imperial Federation, the most powerful person in Retiva with considerable political sway in the legislature, despite the position being ceremonial. The Monarchy holds executive power over vetoing legislative bills and helps appoint the Government of Retiva and its ministers by granting their royal approval. The Monarch is also the Supreme Commander of the Retivan Armed Forces. The High Chancellor is the Head of Government of the Imperial Federation and is usually the leader of the largest party or largest coalition party in the Imperial Parliament. The High Chancellor chooses a cabinet and its members, whom are to be formally appointed by the monarch to form Her Imperial Majesty's Government.

The Imperial Parliament is composed of the 650-member Imperial Assembly, and the 220-member Imperial Council. It is the highest legislative body in the Retivan Union, and wields the power to pass constitutional amendments, make declarations of war regarding an attack on the Imperial Federation or an obligation regarding international mutual defense treaties, representation of the Imperial Federation in relation to foreign nations' parliaments, ratification and denunciation of international treaties and agreements signed by the Imperial Federation, declaring martial law through the Imperial Federation or in a specific region in the interest of preserving public order or preserving the Union's integrity, the formation of the Ministrial body of the Imperial Federation, the Supreme Court and much more. The Imperial Council and Assembly is presided by the Speaker of the Council and Assembly respectively, whom are elected by its members.

The High Chancellor is elected in a democratic election for a four-year term, where the candidate is eligable for a second term, but not a third term. All of the government ministers are officially appointed by the Monarch of the Imperial Federation and chosen by the High Chancellor.

Foreign Relations

The Imperial Federation of Retiva is recognised internationally as a legal successor to the Tsarist Retivan Empire after the revolution of 1994, but refuses to uphold the previous commitments and international treaties signed by Tsarist Retiva; this is largely due to the fact that the Retivan socialist ideology dictates that any and all form of capitalistic ideals and foundations must be eradicated by the people, and was henceforth removed from Retiva's obligations after the success of the revolution. Despite this, it has a growing list of friends in the neighbouring regions, where the state government and Her Imperial Majesty Yaketerina has decided to loosen up on its Isolationist policies, and eventually eradicate the notion of isolationism, increasing its number of diplomatic missions from none to 10 within a few months. The foreign policy is largely determined by the High Chancellor and the Imperial Ministry of Foreign Affairs. It is also part of the Imperial Free Trade Zone, a trade organisation for trade between itself and other imperial powers..

It is generally accepted as a great power, with its increasing territorial expansion, fast-growing economy and powerful military.

Military

The Monarch of the Imperial Federation holds the title of Supreme Commander of the Retivan Armed Forces, and is aided by the Imperial Minister of Defense. The Retivan Armed Forces is composed of 3 uniformed branches, the Retivan Army, Navy and Air Force; these are administrated by the Ministry of Defense. As of 2014, the Retivan Armed Forces has 25 million personnel on active duty, with the reserve force totalling at around 50 million personnel. These figures do not include civilian staff employed by the Ministry of Defense.

The Retivan Armed Forces is an all-volunteer professional armed force, where compulsory military service was abolished in 2012; however, conscription may be enacted during wartime, where a mass mobilisation of troops will occur throughout the Imperial Federation. Retivan troop deployment can be rapid and very fast through the use of its fleet of transport aircrafts, aircraft carriers and maritime fleets throughout the globe. It operates a large number of military bases within its territory and republics with varying concentration of personnel.

The Imperial Federation's military expenditure in 2014 was at least Ᵽ8 trillion, one of the larger national defense budget in the world and accounting for 4% of total GDP. Retiva has a large nuclear stockpile of 19,760 warheads, and is currently the only nation on earth to operate a fleet of submersible aircraft carriers and one of the only nations in the world with a strategic bomber force, as well as a a blue and nuclear navy with a fleet of nuclear ballistic missile submarines and a nuclear-powered heavy missile cruiser. Alongside its large military, it is supplemented with extremely advanced state-of-the-art and cutting edge military technology.

The Imperial Federation has its own massive and completely indigenous arms manufacturing industry, producing all of its military equipment and is the world's largest and indisputable exporter of military goods, exporting to nations around the world. The imperial government manages the exporting of military goods through its largest defence contractor, Rostislavovich Arms and Export, whom has sold a total of over Ᵽ8 trillion worth of military goods since its introduction to the international community.

This could be achieved through extensive use of propaganda and extensive recruitment programs, taking advantage of patriotism and strong feelings towards the security of the nation and its people, especially among the youth of the nation whom are the most enthusiastic age group in the Imperial Federation. Special classes dedicated towards military education are given to teens and young adults attending middle school and high school respectively, provided to both men and female.

Economy

Retiva maintains a mixed economy with a highly skilled labour force, a large capital stock, a near-nonexistant level of corruption, and a very high level of technological innovation. It is currently one of the most advanced economies in the world with its technologically advanced and well-developed financial infrastructure paving way for an efficiently-run economy. Ever since the creation of the Imperial Federation, the size of the Retivan economy has quadrupled, with per capita GDP increasing from Ᵽ20,658 in 1996 to Ᵽ47,776 by 2014, becoming one of the wealthiest nations in the world. Unemployment rate at the end of the revolution in 1994 was 47%; this went down to 0% on official figures in 2016, where the state government had enacted long-term domestic policies aimed at eliminating poverty and complete employment of the working population. Average monthly wage had grew from a mere Ᵽ760 in 1995 to Ᵽ11,012 in 2014.

The automotive industry is one of the significant parts of the Retivan economy and employs more than 1,082,000 people, and is able to generate over Ᵽ105 billion worth of export to foreign countries both in and outside the union. The aerospace industry is the third largest industry in Retiva, generating over Ᵽ502 billion worth of income annually. The pharmaceutical industry plays a major, yet smaller role than other industries in the Retivan economy, however the industry holds more than a quarter of the shares in the global pharmaceutical expenditure.

Agriculture in Retiva is highly mechanised, intensive and extremely efficient by regular standards. Less than 0.2% of the population is employed in agriculture, and due to the nature of agricultural work in Retiva, farmers and the like are usually very well-paid. This has allowed Retiva to become the highly-advanced nation it is today, and with the currently development on space technology and astrophysics, it is predicted that interstellar technology may be developed sooner than expected.

Development of space technology is backed by the high-tech Information Technology sector of the Retivan economy, allowing for rapid discoveries and innovation, most notably being the first nation in the world to successfully place a man on Mars, as well as the first nation to develop a laser-based orbital weapons system and the first nation to create a permanent base on the moon. All of its latter space missions are possible due to the rapid development of oxygen recycling, artificial gravity through the use of uber-powerful magnets kept superconductive by Retiva's advanced cryogentic technology and the world's first plasma-based propulsion system, which shortened the fligh to Mars from 267 days to 37. Transport

The imperial roadway network totals 2,170,350km of main roads, 217,200km of motorways and 3,950,200km of paved roads. Currently, more than 45% of the population owns a car. This is mostly due to high government spending on public transportation which makes it more convenient and efficient than cars. Public transportation systems are usually very well-developed, and includes buses, the metro, trams, trains, highspeed rail, and automated rapid transit. Air travel is also a popular choice, as Retiva is vast and cars can only get somewhere so quickly.

The Retivan imperial railway network is extensive and totals at about 317,500km, and are owned by the state. The daily number of passengers are hard to estimate, as they fluctuate frequently depending on the day of the week. The system used for railway transportation is magnetic-levitation (or simply maglev), allowing for a rapid and efficient mode of transportation for both cargo and passenger hauling operations. There is an estimated 5-6 thousand freight trains in daily operation.

Retiva has a large number of ports, mostly along the northern arctic ocean. The largest port-city in Retiva is the city of Letureg, connected to the Retivan mainland by a large underwater railway system and port-to-port transportation. Retiva currently owns over 34,400 merchant marine ships. Retiva also owns a fleet of nuclear-powered ice-breakers, used to assist in the exploitation of the Russian arctic continental shelf; it is also used to develop the trade routes between Retiva and other countries, as ice frequently forms along Retivan trade routes with other nations.

Shcherbatykh International Airport, the largest and busiest airport in Retiva, is situated in the capital city of Pogarnova. It handles up to 6 million passengers per year, and is the hub for the national flag carrier 'Retivan Airways.' Retiva has approximately 1,404 airports nationwide.

Energy

Due to Retiva's extremely large reserves of natural gas and petroleum, it has been described from time to time to be a potential energy superpower. Nuclear energy also plays a large part in energy production in Retiva. The imperial government is invested in developing the sector, and thus has allocated more than Ᵽ60 billion for the rapid development of nuclear fission and fusion technology; a 10-year imperial program was initiated in 2013 to make it so. All nuclear power plants are currently managed by the state. Nuclear energy in Retiva produces about 36% of total electricity generation. Most of the nuclear powerplants are to be replaced by hybrid fission-fusion reactors, and are to be gradually supplemented with fusion reactors.

Space exploration

The Imperial Federation has made many advancements in the field of space exploration and technology which can be traced back to Kingdom of Retiva, the pioneer and father of Retivan theoretical astronautics, Rastztov Zhartzinsky, who has inspired the some of the most important Retivan rocket engineers through his work, such as Vladov Grastav and Produlin Vyersav. These rocket engineers have contributed greatly to the success of the early Retivan space program and the prestige of the Retivan role in space exploration, as well as placing the Imperial Federation as one of the leaders in the field.

The Imperial Federation's achievements is most notably being the first nation to place a base on the moon and establish a scientific research and development foothold on the natural satellite, being the one of the first nations to ever successfully land a man on Mars, whose name is Drugayach Surmonivich, be the one of the first nations to successfully develop oxygen-recycling technology for use in extended manned space missions, as well as nullifying the usage of H2O derived oxygen generation used on Retivan space stations. Rudimentary means of creating artificial gravity has also been invented, allowing for a more convenient space experience on future space stations and contemporary spacecrafts. The state government has stated its interest in building an interplanetary spacecraft which employs a nuclear propulsion engine, allowing for the fastest rate of travel possible in the near-future until the invention of fusion propulsion and/or slipspace drives.

Demographics

Retiva's population is comprised of 95.3% ethnic Retivans, with other small minority ethnic groups at 4.7%. The ethnic minority is composed of immigrants and over 118 indigenous people who live inside the border. Though Retiva is a very large country, the enormous population means that there is a very high population density throughout the country. 92.4% of the population are heavily urbanised and are spread throughout the heart of the Retivan Union, most notably Pogarnova, the densest populated area in arctic Retiva. A census is taken every 10 years to measure population growth. The Imperial Federation's population in 2014 is 4.5 billion.

The majority of the Retivan population belongs to the Slavic ethnic group, with some belonging to Germanic and Finnic ethnicities.

Largest cities

Language

Main article: Retivan language There are 118 ethnic groups in Retiva who speak over 95 languages. 4.49 billion people speak Retivan, with a small group of minority speakers who speak other languages. Retivan is the official state language of the Retivan Union, however, each individual state may establish their own official languages in addition to Retivan. It is estimated that 70% of the Retivan population speak Russian as their second language. The Retivan language uses a unique variation of the Cyrillic script, and thus varies much differently in vocabulary, grammar and spelling; alphabets and their use, however, remain the same.

Religion

Retiva has a strong bellief in state atheism, although some citizens keep their religious beliefs secret and kept inside their household. It is estimated that the majority (94%) of the Retivan population are atheists, and only 6% of the population follow a religion. The religion with the largest follower base in Retiva is Orthodox Christianity, with more than 3.5% of the population following the said religion. The other 2.5% includes Islam, Buddhism and Judaism.

Education

Retiva offers a free education system, where education guaranteed for all citizens. However, private schools are common, but public schools are more popular and are managed by the government, where students do not have to pay to get educated in elementary and secondary education. Because government schools already have immense qualities of their own and superb curriculum, and do not charge money for education, they are extremely popular amongst lower income families, as well as those who wish to save money on their children's education. Emphasis is usually placed on science and technology in the Retivan education system, where medical, mathematical, scientific and aerospace research is prioritised over other aspects of education.

The imperial government invests are large sum of money into education every year. The literacy rate is 99.9% across the entire population.

Healthcare

The Retivan Constitution mandates that universal healthcare is guaranteed for all citizens living in Retiva; however, registration is required for this, therefore it is not completely widespread among those who have not registered for free healthcare. Retiva has made great advances in medical technology, with great development in stem cell research where it is almost at a tipping point in being able to fully utilise stem cells for therapy and treatment purposes. Flash cloning is now being introduced to Retivan hospitals nationwide to supplement synthetic organs

Hospitals and clinics around Retiva are usually very well-equipped with state-of-the-art medical technology, as well as a large number of doctors and physics per capita. Current life expectancy for males is 90 years, whereas for females it is 91 years.

Culture

Retivan culture is affected by many factors throughout its history as a nation. Its history as a benevolent and tolerant empire with an extremely vast territory has allowed the prevalence of variable culture and traditions throughout its regions. Despite having one large ethnic group, there isn't one defining 'culture' in Retiva, and the variety of cultures allows for diversity to flourish. Thus this has led many to say that although Retiva is not a very racially diverse nation, it definitely is very culturally diverse, in addition to the already-present indigenous ethnic groups situated around Retiva.

Retivan culture has a whole, however, generally values personal freedom and civil liberties above all else. Through its tough and harsh history, Retivan citizens have learnt that through unity, they can accomplish anything, cross over any obstacle and defeat the impossible odds together. This value has closely-knitted Retivans together, and selfishness is frowned upon deeply. Loyalty and honour are also two of the values that bonds Retivan together and form the society that they live in. They do not like being undermined or looked down upon, but will respect those that show respect to them.

Because of the scientific and high-tech nature of Retivan society, religion is generally frowned upon, however, there are no laws against religion and religious discrimination is against the law, as Retiva allows freedom of religion. Most Retivans will find a scientific or logical solution to a problem rather than a religious, supernatural or philosophy suggestion.

Cuisine

Retivan cuisine widely uses fish, poultry and honey, along with bread, pancakes and cereal. Famous and well-known dishes includes kruschiy (savoury dish), moshovik and brutzkov. Sour cream and spices are usually added to the dish to add more flavour.

Sport

Major sports from around the world, such as football, rugby, tennis, golf, basketball, hockey and boxing are widely played in Retiva; less known sports like cricket and rowing are becoming more popular across the country. Currently, rugby and boxing are two of the most popular sports in Retiva, as well as ice hockey.
