The United Republic of Sainterre, commonly known as the United Republic or simply Sainterre is a country located within the International Democratic Union. Situated off the west coast of the International Democratic Union, the United Republic is composed 20 states and a federal district. The capital of the United Republic is Concordia and the largest city is Port Royal. Other major urban areas include Cascadia City, Newport Beach, and New Raleigh.

Prior to Western contact in 1752, Sainterre was composed of a number of tribal nations. Due to the geographical tendencies of Sainterre, the tribes were rarely in contact with each other. The Kingdom of Sainterre was created under the Royal Charter of the Lands of Nation in 1757 following the signing of the Treaty of Fort McCallister which brought the end to the Wars of Independence between the Royalists and the Separatists. The National Assembly elected Fleet Admiral Lord Jacob Varisty as the first King of Sainterre. After the Sainterran Revolution in 1794, the National Assembly severely limited the power of the monarchy under the Grand Constitution and installed revolutionary leader Elizabeth James as the nation's first Prime Minister. Following the Convention of 1985, the Constitution of the United Republic was created, abolishing both the institution of the monarchy and the tyrannical Nation Assembly. The Constitution of the United Republic set up a form of limited central government with a democratically elected Head of State and Government, the Chancellor, currently Alexander Scott; and a democratically bicameral legislature, composed of the House and the Senate.

The United Republic of Sainterre is a country considered to a global cultural hub renowned for its sciences, arts, and devotion to human progress. Its natural landscapes, specifically its mountains and forests draw around 150 million tourists a year. Sainterre is a developed country, ranking highly in GDP and GINI coefficient. Sainterre also ranks highly in life expectancy, education, and health care. Sainterre is a great power in international affairs. Sainterre is a leading member in the International Democratic Union and World Assembly, of which it is a member of both the General Assembly and Security Council. Its delegation is currently represented by Ambassador Jacob Halsey.

Etymology

"Sainterre" was first used by Lord Admiral Beckett Varisty, after conquering the islands he had discovered in 1745. The name, "Sainterre", comes from the French words, for "holy" and "land", "saint" and "terre", respectively. Before the adoption of the Royal Charter on the Lands of Nation in 1769, Sainterre had many differing names due to the spread out nature of the indigenous people. Such names included, Averoigne, Kolobia and Borderia. However, after the Wars of Independence, the name "Sainterre" was included in the Royal Charter and adopted by the 1st Royal Senate.

Pre-Contact Sainterre, Indigenous Populations

The first inhabitants of Sainterre arrived by way of boats approximately 15,000 years ago from an unknown land. Some of these indigenous people, like the proto-Cavalarians of the Blue and the People of the Southern Lords, developed grand and sophisticated societies despite being hundreds of miles away from each other. These civilizations, as well as the less developed city states spread throughout the mainland, thrived until the late 1600's when the first Westerners arrived.

The Democratic Kingdom of Sainterre is a federation composed of forty states, one capital district and two self-governing territories all under a constitutional monarchy per the Act of Sainterre. It is a representative democracy. The monarch, currently King Frederick VI, is the head of state. The monarch has mainly ceremonial powers and cannot be involved in Sainterran politics. The Chancellor, currently Alexander Scott, is the head of government and Commander-in-Chief of the Armed Forces of the Democratic Kingdom.

The federal government of the Democratic Kingdom is composed of four branches, each with checks and balances on the other:

  • Legislative: The bicameral Congress, composed of 635 members, makes federal law, declares war, approves treaties, has the power of the purse, and has the power of impeachment, by which it can remove sitting members of the government.
  • Executive: The Chancellor is the commander-in-chief of the military, can veto legislative bills before they become law (subject to Congressional override), and appoints the members of the Cabinet (subject to Senate approval) and other officers, who administer and enforce federal laws and policies.
  • Judicial: The Supreme Court and lower federal courts, whose judges are appointed by the Chancellor with Senate approval, interpret laws and overturn those they find unconstitutional.
  • Royal: The sovereign has ceremonial duties such as being the ceremonial Lord Commander of the Armed Forces, opening the Congress, and other diplomatic, ceremonial and representative duties. The heir apparent to the Throne is Christian, Prince of Augusta.

The House of Representatives has 535 voting members each representing a congressional district for a three-year term. House seats are apportioned among the states by population every tenth year. At the 2010 census, nine states had the minimum of one representative, while Santa Porscia, the most populous state, had 75.

The Senate has 100 members with each state having two senators, elected at-large to 8-year terms. The Chancellor serves a six-year term and may be elected to the office no more than three times. The Chancellor is not elected by direct vote, but by an indirect electoral college system in which the determining votes are apportioned to the states and the Cavalarian District. The Supreme Court, led by the Lord Chief Justice of the Democratic Kingdom, has eleven members, who serve for life.

The state governments are structured in roughly similar fashion; Rivansk Denest is an exception as the legislature is tricameral.The governor of each state is directly elected. Some state judges and cabinet officers are appointed by the governors of the respective states, while others are elected by popular vote.
