The United Republics of Seketan and Jacland, shortened to Seketan and Jacland or Seketan-Jacland, abbreviated URS, is a sovereign state in the Nelborne Union composed of four constituent countries: Seketan, Jacland, South Seketan, and Nordereiland.

Historically, Seketan and Jacland was home to Mi'kenese aboriginal people and the Nordic Secens people who settled in the land around the 800s. The two groups became isolated from the rest of Europe. Secens culture would later be the foundation for modern Seketese culture and language. Following French and British colonization in the 1500s, the Kingdom of Seketan was formed in 1601 to combat French occupation. The kingdom would later be recognized in 1654.

Seketan would later be conquered by the Kingdom of Alquiya in 1694. Jacland remained a colony but gained independence in 1901 through diplomacy as the Dominion of Jacland. Seketan became a respected province of the Alquiyan Kingdom, with the people content and the are stable. After the collapse of the Alquiyan kingdom in 1801, the 1st Republic of Seketan was formed, before it was annexed by the Republic of Desland. Desland made Seketan a territory with no representaion or autonomy, which made the people angry and rebellious. Many of the unfair laws remained after the unification of Alquiya. This would result in the Seketese War of Independence in 1942, to which Seketan would become independent in 1947, as the current 2nd Republic of Seketan.

Following decades of negotiations and bills, Seketan and Jacland would unite in September 12th, 2015. Nordereiland and South Seketan would later join the union. Today, the nation is a hub for economics and culture in the Nelborne Union. The English speaking Jacland gives the URS many diplomatic opportunities with the United Kingdom and the United States.

Etymology and terminolgy

The name Seketan derives from the word "land" in the Secens language and the name Jacland derives from "djeklend" which means welcome in the Jacish language, which British colonists literally interpreted as "jack land".

The name "Seketan and Jacland" is often used to describe the entire union, including Nordereiland and South Seketan. Seketan can also to the geographic region of Seketan, which refers to both the Republic of Seketan and the Republic of South Seketan.

It is also appropriate to call Seketan and Jacland the "United Republics", "United of Republics of Seketan", and the "URS".

History

Early History

The Nelborne islands as a whole was first inhabited by aboriginals, particularly the nomadic Mi'kenese in the Jacish Isles. The arrival of the Secens and the Norse in the 800s driven much of the native population to the main island of Jacland. The Secens peoples set up villages and rarely engaged in European politics.

The Secens people would later be the foundation for modern Seketese culture. Upon the arrival of French settlers in the early 1500s, Kingdom of Seketan would be formed in 1601 to resists French occupation. The Kingdom would not be official recognized until 1654 when France agreed to stay out of Seketese civil affairs, whilst still being the "sovereign state".

During the 1600s, the Jacish isles were relentlessly colonized by the British and the Mi'kenese were shoved aside in favour for British interests. The French and British would fight over the lands, with France gaining most of the control.

During this time, the formation of the Old Seketese language and the westernization of Seketan and Jacland was occurring. English became the dominant language in Jacland, with French and Old Seketese mostly spoken in Seketan.

Alquiyan Annexation

In 1694, the newly established Kingdom of Alquiya would annex the Kingdom of Seketan, making Seketan one of the respectable provinces in the Alquiyan kingdom. While revolt was seen at first, the people became content with the Alquiyan kingdom, as the many leaders of Alquiya a the time respected Seketese culture and language.

The loss of French land in Seketan loosened tension between the Jacish British colonies and the French Seketese colonies. Eventually, all French territory would be lost in the Nelborne Islands due to Alquiyan annexation.

Alquiyan Seketan would remain content with Alquiyan rule.

The Collapse of the Kingdom of Alquiya and Seketese Independence

In 1801, the Alquiyan Kingdom collapses, resulting in all Alquiyan territory being split among 6 new nations, one of which being the 1st Republic of Seketan. In 1826, the 1st Seketese Republic was conquered by the Republic of Desland, a former Alquiyan region. Desland parliament would classify Seketan as a territory with no representation as a temporary placeholder until more legislation could be done. However, the next year in 1827, the United States of Alquiya would form, uniting all the former Alquiyan regions. This would result in Seketan remaining underrepresented.

According to some historians, the people who came into power in Alquiya during that time period were "bigots" which may of resulted in Seketan receiving less care compared to the other Alquiyan regions.

The Alquiyan council would only give Seketan statehood in 1932, but this was during the Seketese revolts. A decade later, in 1942, the Seketese Independence War would start, and would end in 1947, resulting the birth of the 2nd and current republic of Seketan.

Politics

The United Republics is a federation under a constitutional republic. Fjedor Alesk is the current president and head of state with each constituent country in Seketan and Jacland having their own prime minister. Government is split into two houses: the United Council and the United Assembly. However, each country has their own government, which is further split into provinces in Jacland and Seketan and other administrative entities in Seketan.

Government

Government is split into two houses: the United Council and the United Assembly. The United Assembly is made up of elected members of parliament, based off votes in electoral ranges, and the United Council is made up of ministers chosen proportionally to the elected MP and party seats.

The United Council is made up of ministers, chosen proportionally by party seats in the United Assembly. Thus, if a party wins a third of the seats, they can select any number of their party members to fill those seats. Ministers are divided by type, such as cultural minister of sports minister. There is no title of prime minister, since that refers to leaders of constituent countries. Each minister needs to have a certain amount of qualification to become a minister, such as a background in social science for cultural minister. Ministers will vote on bills passed by the United Assembly. If bills pass by the United Council, they become law after being signed by the president.

The United Assembly is made up of elected MPs from electoral ranges. They are directly elected by the people. The only requirements for becoming an MP is to be above the age of 18 and a Seketese-Jacish citizen. MPs vote on proposed bills, which will be passed though the United Council for voting.

Administrative Entities

Seketan and Jacland is split into 4 constituent countries. Jacland is split into 6 self-governing provinces. Seketan is split into 6 provinces, two of which are part of Fjéska. Each constituent country is self-governing and can be exempt from certain laws and programs, especially Jacland. Each country can have their own style of government. For example, Seketan shares a very similar style of government with the URS, whilst Jacland has only one assembly. Despite each country being self-governm=ing, they all pay tax to the Seketese-Jacish government.

Provinces in Seketan are not necessarily self-governing, but they have their own assemblies made up of Seketese Republic MPs elected from them. Each Seketese province has their own flag and can regulate their own education boards. This system is the same system used when Seketan was independent. The system was originally formed to make northern and southern nationalists and Alquiyan unionists content.

The Republic of Fjéska is an administrative entity of Seketan. It is somewhat autonomous and consists of the two provinces of Eastern Province and Seclanes Province. The Fjéskan government can be exempt from certain civil laws of Seketan and the URS if the Fjéskan government votes to do so.
