The Nation of Ceneria, usually referred to as simply Ceneria, is a representative democracy consisting of three islands. Ceneria is a proud member of the well-respected region of Atlas. Ceneria is governed from the capital city of Alpine on the north-eastern island of Alpine. Ceneria is a reasonably new nation, and is well respected on the world stage. Although it is small, the Cenerian Military is powerful, its navy projecting power on both the sea and in the sky far away from the home islands themselves. Ceneria consists of an executive wing (headed by the president), a senatorial wing (consisting of the Cenerian Senate), a Judicial wing (consisting of the Courts System), a Commerce wing (dedicated to tourism and other commerce within the Cenerian territories), and the Military Wing (obviously the military itself). Ceneria is a nation typically visualized by its icy, cold, and mountainous climate. Ceneria is, in fact, much more diverse than one might believe.

History

Early History

Independence

Ceneria declared its independence in the year of 1648, when General Samuel Sebranov led the revolutionary band of soldiers christened the "Winter Hawks" in battle against the oppressing forces of the nation of Wariem. The government of Wariem, threatened by a civil war at home, surrendered it's territories in the Northern Ocean to Sebrenov and the Winter Hawks in the spring of 1650, and Ceneria was recognized as a sovereign nation by the rest of the world in late summer of the same year. Despite his heroic actions as a soldier, General Sebranov was not a politician. Instead of using his military force to instate a peaceful and just government, Sebranov handed the duties of president over to his close friend, the politician Janson Denarch. After this action, he collected his salary and retired to the relative safety of his North Glacia home with a personal guard to protect him. With Sebranov out of the way, Denarch instated a congressional government with his fellow cronies as the congressmen and set himself up as dictator. This system of government was not what the revolutionary people of Ceneria had bargained for, and they immediately began to complain. Both sides knew that this could not last.

The First and Second Civil Wars

In the late winter and early spring of 1673, revolts reached their zenith, and then a civil war broke out in southern Glacia. The fighting was violent, but the militant government managed to put down the uprisings over the period of three long years. Already weakened by internal conflict, the leaders of Ceneria were dismayed to find that their holdings on the mainland were being attacked by a coalition of mainland powers. Ceneria was thus banished to the Northern Ocean, a place where others were loathe to go. In late 1678, in order to support an expanding field of interest, the Cenerian government raised taxes and a new series of protests began. Two short years later, from 1680 to 1683, a new civil war ousted the former regime and the government that we know today was instated.

A Modern Navy and the Wariem Conflict

The Cenerian navy, established in 1662, began an immense makeover in 1688, designed to bring it's dilapidated and underfunded vessels up to the modern standard. Ceneria funded an enormous drive that ended in the construction of Ceneria's first aircraft carrier, the C.N.S. (Cenerian Naval Ship) Whitehawk. This led to the eventual construction of two sister ships, the Stormhawk and the Galestrike. These three ships gave Ceneria the diplomatic power it needed in the beginning of a new century, and the three carriers ended up making dozens of "courtesy calls" into foreign and, sometimes, hostile ports. Some would say this this was just a insensitive and rash move, but it was in fact a calculated maneuver to both gain allies and dissuade enemies from considered aggression. The new century brought with it renewed stress at old fault lines, and Wariem began to interdict Cenerian trading in early 1712. Ceneria declared war on it's mother country in the fall of 1713. A bloody war ensued, finally drawing to a uncertain and strained peace in 1715 when Ceneria ran out of resources and could not afford to continue the war against Wariem. Wariem itself was removed from the world stage for the next fifty years as a result of this war, and it's navy would never fully recover from the violence.

The Home Guard

The Cenerian Home Guard, although established by the old government in 1668 as a branch of the army, had never really been part of the Cenerian military equation. This changed in 1719, when the Home Guard vessel H.G.V. Vigilante interdicted the clandestine landing of a tactical insertion team from a hostile country. In the wake of this fiasco, the attacking country, which could not be firmly connected with the invaders, was not only shamed, but its troops were held in Ceneria for two and a half years as punishment. The Home Guard's rise from obscurity continued in 1722, when a packed airline flight from a mainland nation was forced to ditch in the Northern Ocean one hundred miles from Ceneria. A Home Guard cutter, which happened to be on ocean station reasonably nearby, rushed to its immediate aid, and managed to rescue all but five of the one-hundred and seventeen passengers and crew. This spotlighted the Home Guard's duty as a multi-mission service and highlighted the lack of aviation safety measures in place. Through this series of events, the Home Guard not only was given more advanced coastal patrol craft by the navy, but also was given jurisdiction over all tactical weapons and the defensive forces of the home islands themselves. This freed army and naval forces from the monotonous task of patrolling coastal waters and gave the Home Guard the task that it was made to carry out.

Government

Overview

The Cenerian Government, established as it is today in 1683, consists of five parts. The first, the Executive Wing, is the head of the Cenerian people. The President is the main office of this branch, guiding his people and nation through the ages. The second part, the Senatorial Wing, is the voice of the Cenerian People. This wing of the government consists of the Cenerian Senate, its representatives creating laws and deciding pivotal arguments from the Cenerian people. The third part of the Cenerian government, the Judicial Wing, decides if the law is upheld and enforces the law. The Judicial Wing also controls the courts system. The fourth branch, the Commerce Wing, regulates imports, exports, and manufacturing within the Cenerian Islands. The fifth and final branch of the government is the Military Wing, consisting of the command and control of all five Cenerian military services.

The Executive Wing

The Executive Wing of the Cenerian Government consists of all city and town leaders, as well as the President of Ceneria. The President mainly operates the government from either the Executive Building in downtown Alpine or from his official residence twenty miles outside the city, called the Falcon's Roost. The Executive Wing is responsible for all activities within the country of Ceneria itself, and controls the other branches of the government as well. The Executive Wing, despite being at the head of the government, really only controls the Military Wing. The President is the Commander in Chief of the Military Wing as well, and the President of Ceneria is the only government position in the world that is really a part of two government wings at once.

The Falcon's Roost: The official President's Residence, called by the succession of presidents the "Falcon's Roost," is located at 3500 Skyline Drive on the slopes of Mount Vanguard. This house, although ninety-seven years old, still is near the top of the list of presidential residences. The building itself was completely gutted in a renovation that was completed in 1927. This renovation added a wing to the side of the building, making it symmetrical, and redid the front of the house with several huge, bullet-proof windows.

The Senatorial Wing

The Senatorial Wing of the Cenerian government consists of the senate, the body of elected individuals that create laws and decide pivotal arguments out of court. The Cenerian Senate is led by the Chairman, an elected official from among the senators who mediates arguments. The Chairman historically has almost always been from a minority party. At present, for example, the Chairman of the Cenerian Senate is Mr. John Peynmann from Spurr. Chairman Peynmann is definitely from the minority party, his party consisting of only six out of the eighty-five senators. The largest party presently has forty-one senators representing it. The Senatorial Wing is the smallest of the five wings of the government, but it has the most important duty - justly representing the will of the Cenerian people.

The Judicial Wing

The Judicial Wing of the government is composed of the Cenerian Courts System and the Law Administration. The Cenerian Courts System decides disputes and interprets the laws and regulations created by the Senatorial Wing and other Cenerian agencies. The Law Administration is the agency that controls all law enforcement operations in Ceneria, with the exception of operations run and designed by the Cenerian Home Guard. The Home Guard is subordinate to the Military Wing only.

Commerce Wing

The Commerce Wing of the government is in charge of all imports, exports, and manufactures within the borders of Ceneria. The Commerce Wing also creates the regulations that govern these actions, and have the power to seize unauthorized transport and manufacture of these things within Cenerian waters. The missions of this wing of the government are carried out by the Law Administration on land and by the Home Guard on the sea. The Commerce Wing has the most authority of any of the law enforcement agencies in the Cenerian government. the masthead.

The Military Wing

The Military Wing of the Cenerian Government is composed of the five service branches, the Army, Navy, Air Force, Home Guard and Intelligence services, and their respective commands. This includes all training facilities, bases, and other establishments. The Cenerian Army is the smallest of these forces, and is mostly a reserve and training force. Due to the Home Guard's jurisdiction over the home islands, the army has little role in protecting the island during peacetime. This changes when war is declared, as the army is mobilized and mans Home Guard-maintained defense emplacements ringing the island. The Cenerian Navy is the largest of the five services, and definitely has the largest area to patrol. The navy is charged with patrolling all territorial waters beyond fifty miles from shore. This task becomes rather daunting when it is realized that Cenerian territorial waters extend two hundred miles from shore in all directions. The Cenerian Air Force also has a large jurisdiction, although not to the same extent as the navy. The Air Force provides helicopters and fighter aircraft to the Home Guard in order to patrol the the islands' skies. The Home Guard is the most active service in peacetime, and is responsible for patrolling and protecting the islands' shores and providing assistance to citizens, as well as enforcing laws. The Intelligence Service is the second smallest of the five services, and this is only due to the undercover agents that it may or may not have in other countries. The Intelligence Service is charged with gathering information on the movements and intentions of any threat to Ceneria, real or potential.

Ceneria's Geography

Ceneria is a nation situated in the stormy northern latitudes of the icy Northern Ocean. The topography and wildlife of the Cenerian Islands are unique, the diversity evident here found nowhere else in the world. In contrast to the coastal cliffs and beaches, the interior of the Cenerian islands hold sheltered from the fury of the storm some spectacular natural treasures. The Sulfur River, running through the center of the southern island of Glacia, is the largest snowmelt-fed river of its kind in the world. The glaciers on the western coast provide a beautiful sanctuary for wildlife and humans alike. Amid the mountains in the interior there can be found extremely diverse kinds of wildlife.

Ceneria's Location

Ceneria is situated on the subduction zone formed by the plate boundary between the Northern and Grey Sea plates. The immense amount of strain from the subduction here has caused a mountain range to rise from the raging sea. The huge waves that have built up while crossing the vast Northern Ocean break here upon the rocks of the three Cenerian islands, and give it a wet and cold climate. Ceneria experiences a "gale season" during the winter of storms of unparalleled magnitude, and rain and snow both fall during these winter months. The taigas that cloak the slopes of the mountains thrive in the rain and snow, and life is abundant in the spring and summer. The waves and storm action that the islands receive comes mainly from the south-east, giving the eastern shore of Glacia the name "The Gale Coast." Although most storms do come from this direction, the western shore it not completely calm, and sometimes experiences severe storms as well.

Ceneria's Climate

Due to it's location, as stated in the previous paragraph, Ceneria gets lots of heavy rain- and snow-fall in the winter months. The winter gale season starts in late October and runs through late March and early April. Most of the rainfall is on the island of Glacia, giving it the feel of a tropical rainforest, but for the temperature. The westernmost of the three main islands receives the least rain in the country, mainly due to the enormous mountains on the other two islands that are absent there. The western island also falls under the rain shadow of Alpine Island, although the smaller mountains on Alpine island make this less of a contribution.

Ceneria is a country that may be characterized by it's icy and cold climate, but this magnificent and majestic nation of islands is far more than that. Ceneria is a nation where untouched and unexploited wilderness may still be seen, and it is home to exotic creatures and places that can no where else be found. Ceneria is a country where, despite the fog and the snow, the life that resides here can be clearly seen.

Ceneria's Military

The Cenerian Navy

The mission of the Cenerian navy is to be prepared to fight or prevent wars, police waters, deter aggression, and promote freedom and commerce on the oceans of the world. This is the mission statement of the Cenerian navy, a statement that encompasses much more than just defense and aggression.

History

The Cenerian navy was established in 1662 by the old government, and tasked with not only protecting the coastal waters of the Cenerian Islands, but also conducting offensive operations against potential enemies. This navy was small and extremely overworked. Many of the military vessels were more accurately described a pleasure yachts for the many corrupt naval officials. This changed rather abruptly when the government was overturned, and many of the pleasure-seeking officials were executed for their theft of public money, their boats either sold or scrapped. The money from this purge was used to bring the naval force up to a level that was closer to the modern standard. In 1691, the aging vessels of the navy were almost completely replaced by new and improved ships, and the navy was finally prepared to take on its newly acquired roles.

Roles and Missions

The formal mission statement of the Cenerian navy affirms that " The mission of the Cenerian navy is to be prepared to fight or prevent wars, police waters, deter aggression, and promote freedom and commerce on the oceans of the world." This is obviously a much harder task than just providing a coastal defense force, and, perhaps, even fielding several naval vessels in the event of a war. The Cenerian Navy has not only maintained one of the most effective and efficient fighting forces in the world, but has also provided iceberg warnings to commercial shipping as a part of the International Iceberg Coalition, interdicted illegal fishing and smuggling, and fought to remove the threat of pirates on the high seas.

Assets and Equipment

The Cenerian Navy, though plagued by corruption and difficulties early on, has never had one of the problems that torments mainland navies. Due to the fact that Ceneria is completely surrounded by water, the navy has always been recognized as a very important part of the government. Mainland navies tend to concentrate on armies because of their vulnerable land borders, but Ceneria has none, and therefore needs a very small standing army. The navy is the receiver of the most funding of the military services, and it put very little of its money to waste. The newest generation of light cruisers, the Weilheim class, is one of the most cost effective and best armed cruisers of its size in the world. The turning radius of this impressive vessel, as can be seen at right, gives it the ability to operate effectively in coastal waters. The newest aircraft carrier is dubbed the Torrent, and is the first int he class of the same name. These vessels will be named after some of the notable Cenerian admirals. These aircraft carriers give the navy the ability to project their firepower hundreds of miles from the actual battle group, thereby extending the effective range of the navy by a significant margin.

The Cenerian Army

The Cenerian Army, as the second military service to be established, has a very rich history. The army inherited all of the personnel and equipment that belonged to the Winter Hawks and the Cenerian militia when it was formed, and became a adept fighting force much quicker than the navy, which had to construct, convert, or seize it's vessels. Today, although it is small, the army still has some of the most effective fighting equipment and troops in the world.

History

When it was established in 1668, the army had no assets. Unlike the navy, which had to construct, convert, or seize it's vessels, the army inherited the troops and assets of the Winter Hawks and the local militias. Although it had no armor at first, due to the lack of available ports to import them, the army made do with only soldiers mounted on trucks and snowshoes. The army was able to keep the protests in numerous cities under control, and thus enabled the corrupt government to stay in power. When the government was finally ousted in 1683, the army underwent substantial changes. Due to the anger that had existed against the suppressing army during the old government's reign, the army was temporarily disbanded, but the arguments of several politicians about the need for an army eventually saw it's reestablishment in 1685.

Roles and Missions

The army, due to the presence of the Home Guard, does not operate large numbers of troops during peacetime. In fact, the Army Reserve is roughly the same size as the active army! The army does have the role of keeping soldiers trained and ready for any necessary military action, be it an invasion of a hostile country or peacekeeping action overseas. The Home Guard operates all defensive assets on the island, thus relieving the Army from the defensive role. If war is declared, all of the Army Reserve is mobilized and prepared for any imminent confrontation. The army then takes over control of the island-defence guns and bunkers ringing the islands, leaving the Home Guard to patrol the unprotected areas. The army will then revert to its peacetime mission when the war is ended. This change of authority can also occur as a drill, but this has not happened for fear of alarming the Cenerian citizens.

Assets and Equipment

The Cenerian army has access to a huge range of military equipment, from tanks and self-propelled guns to scout and heavy attack helicopters. The ground troops of the army can be delivered to the battlefield in a variety of ways, from a bumpy ride in a truck or armored infantry carrier to a swift and smooth ride in a transport helicopter. Certain divisions of the army are trained from recruitment to be able to jump from an aircraft onto the battlefield. The army operates several units of heavy field artillery, like the one at left, in order to support the ground troops with long range, accurate fire from a large weapon in the event of a lack of aerial support. The army also has nearly unrestricted access to the Air Force's Airlift Command aircraft during wartimes.

The Cenerian Air Force

The Cenerian Air Force, due to the events prior to its establishment in 1674, received little of the funding that the other military wings enjoyed. Because the Air Force was mainly an experiment at the time, no-one cared to invest millions to the development of experimental fighters. This is definately not the case today, as the Air Force has the second-most funding of any of the military wings, and enjoys the most publicity due to the excitement of soaring like a bird. The Cenerian Air Force has developed some of the most advanced ground-attack and anti-personell fighters and munitions in the world, and is regarded as a word leader in air power.

History

The Cenerian Air Force was established in the wake on the first Cenerian Civil War, its mission to be able to transport troops from one area of the country to the other quickly. This proved a great nuisance to the rebels during the Second Civil War, as the Air Force's transports, purchased in bulk from Tachiarch, were able to move troops around much faster than the rebels could. After the new government was established, the Air Force's top officers were removed and replaced, unfortunately, by unskilled officers. This change resulted in the Air Force's pilots being undertrained, and several crashes occurred that could have easily been prevented. The commanders were agin replaced, and the original mistake was reverted. In 1713, with the beginning of the war with Wariem, the Air Force's fighters were equipped to fly off of aircraft carriers, as they were needed due to the Navy's lack of flying experience at the time. At the end of the war in 1715, the Naval pilots had learned enough to provide their own training, and the Air Force's instruction was no longer needed. Today, the Cenerian Air Force operates the world's foremost ground attack aircraft, the now-ledgendary FAR-31, and has the ability to fly troops to the mainland much faster than ships can transport them.

Roles and Missions

The Cenerian Air Force's mission is to protect, patrol, and police the skies of the Cenerian Islands, and to offer support to any military venture, be it Cenerian or allied, that requires assistance. This mission covers not only the skies of Ceneria, but also the water. The Air Force operates most of the airborne units of the International Iceberg Coalition, and also supplies practically all training and flight simulation to Cenerian commercial airline pilots. The Air Force operates a promotional "Youth Air Force" as well, called the "Cenerian Youth Air Defense Agency," or the CYADA. The Air Force supplies air transport to all of the other services, with the exception of the Home Guard (Because it has no jurisdiction outside of Cenerian Territorial Waters).

Assets and Equipment

The Cenerian Air Force operates aircraft from all military air bases in the Cenerian Islands, including the Naval Air Stations. This gives them extreme mobility, allowing them to launch aircraft from anywhere and to reach any place in Ceneria within twelve minutes. The Air Force maintains one scattered wing of aircraft solely devoted to nuclear strike, and dozens of normal fighter, bomber, maintenance, logistics, support, and airlift wings. The Air Force, due to fierce fighting and stubborn politics, managed to keep a hold on its air base on the western coast of Wariem. This gives it a unique advantage over many nations, and a dangerous one. Wariem, while unable to strike Ceneria if a war breaks out, is vulnerable to attack from its own soil. This forward base, dubbed Air Base East Dawn, is the only forward air base in another nation in the world. This air base gives the Cenerian military a foothold on the main continent, and in the event that war should break out, Ceneria would be able to strike a blow for its allies. This forward base, while also home to a division of Army soldiers and several naval vessels, is under the control of the Air Force.

The Cenerian Home Guard

The Home Guard is the most active service in peacetime, and is responsible for patrolling and protecting the islands' shores and providing assistance to citizens, as well as enforcing laws. When it was originally established, in the same year as the army, it was purely a militia force, with no full-time servicemen. It was dormant during peacetimes, but was activated at any forewarning of a crisis.

History

The Cenerian Home Guard was established in 1668, at the same time as the Cenerian Army, and was composed of the militiamen who did not want to be in a military service full time. The Home Guard itself was only brought into active service when a crisis was or was predicted to happen. This reasonably oxymoronic service role meant that, in 1683, just over one year after it was instated, the new government changed this to a much more active role, effectively reversing the places of it and the army. The Home Guard's first war occurred in 1713, when Wairem attacked Cenerian imports and provoked war. This wartime transition was rough, and the Home Guard's commanders resolved to undergo the transition from war to peace more smoothly. This happened in 1715 when Wariem was unable to continue fighting. In 1719, the Home Guard stopped the landing of a group of special forces, thus putting itself into the spotlight. This surprising publicity was repeated in 1722, when a Home guard cutter rescued the passengers and crew of a downed airliner. This series of events put the Home Guard into the position of prestige that it currently occupies.

Roles and Missions

The Home Guard is tasked with the maintenance and defense of the Cenerian homeland. Its missions include the operation of weather and specialized alpine rescue stations, patrolling the coastlines and waterways of Ceneria, ensuring that mountain conditions are safe for Cenerians, and going to the assistance of distressed persons, on the land on on the ocean. This means that much of the Home Guard's budget is spent on distinctly non-military operations and equipment, making it the laughing stock of the other military wings. Despite this, the services that the Home Guard renders are invaluable. One of these invaluable services is the operation of Cenerian strategic weapons, a service given up by both the Army and the Air Force and a waste of time and money.

Assets and Equipment

The Cenerian Home Guard operates one of the only multi-purpose arrays of equipment in the world. They operate units from tanks and artillery emplacements to aircraft and surface ships. This gives them remarkable flexibility, and enables them to take on nearly any role. One asset that the Home Guard has proved is very valuable is the helicopter. Invaluable as it is in ground combat from its ability to move troops quickly and to fire weapons from a slow, but easily moveable, platform, the helicopter is also important on the high seas for its ability to smoke out submarines. The Home Guard has used all of these roles to its advantage, as well as equipping its ship-bourne helicopters to conduct long iceberg patrols usually given only to ships and fixed-wing aircraft.

Cenerian Industry

Imports

Due to its geographic location, Ceneria is unable to produce much of the necessary materials for sustaining itself. Ceneria therefore has to import much of its food from outside nations. The main supplier of food and other major imports to Ceneria is the Empire of Vangazia. Situated far to the south of Ceneria, Vangazia is an invaluable trading partner. Both the Cenerian Army and the Ceneria Home Guard have been planning for some time to purchase several dozen of the MOWAG line of military vehicles from the Vangazians. Ceneria also regularly trades with Mirevia, another island nation slightly north of Vangaziland.

Exports

Ceneria also exports lumber from its vast forests on the slopes of the Glacia mountains, although lumber is strictly monitored to prevent deforestation. The most revenue from export comes from the sale of Ceneria's unmatched military hardware. Some of the most advanced military aircraft, such as the FAR-31 (a ground attack fighter), are manufactured and sold in Ceneria. In addition to these aircraft, Ceneria also sells extremely advanced military-grade watercraft that are capable of operating in the highest seas in the world.

The Demographics of Ceneria

Ceneria, due to the fact that it was colonized by only a single nation, does not have as much ethnic diversity as other nations. The people of Ceneria largely descend from the original colonists, as Ceneria does not have very much immigration. Despite this, Ceneria does have several minor demographic groups.

Wariem Cenerians, the largest group, mainly descend from the original colonists, although some have immigrated from Wariem and the surrounding nations. Wariem Cenerians are mainly recognizable by their light skin and typically dark hair.

Rentráncin Cenerians, the second largest group, descend from the southern continent of Suntarýn. They are mainly recognizable by their darker skin and generally tall height.

Daéstnin Cenerians, the smallest of the major groups, come from the equatorial islands. They are characterized by their dark skin.
