The World Assembly is the World Assembly's founding document and the only resolution to be passed under the Bookkeeping category. (The category was eventually deleted.) Authored by Maxtopia, The World Assembly came to vote on April 1, 2008, purportedly as an April Fools' prank by the admins, who promised that the previously extant United Nations would be restored if the resolution failed. The text of the resolution explained the predicament that the NSUN had been put into when the RW UN served notice of copyright infringement and demanded the organization and its flag be removed from the site. Maxtopia railed against the RW UN in his resolution, and bemoaned the loss of the NSUN to "a colossal fireball of extra-dimensional inanity." However, the resolution continued, the pages of international law were now blank, with all previous resolutions archived as historical documents, giving legislators the opportunity to "begin work on a new volume," to remake international law as they saw fit. The resolution did not go through the normal process of collecting approvals before it went to vote, and its sudden appearance on the former UN's page was a complete surprise to most players.

The next day, game staff revealed that the World Assembly "prank" was no prank at all (though it remains a mystery whether the RW UN really did demand the NSUN's removal), and declared that the new organization was staying put, whether players liked it or not. Numerous veterans of the old NSUN, who had written many of the resolutions which had been on the books until the day before, protested the decision, though many ended up voting for the resolution anyway. It passed by a large margin.

Like Maxtopia's sole other contribution to international law, Fight the Axis of Evil, The World Assembly is fraught with illegalities, including various metagaming and game-mechanics violations (although the game changes suggested in the resolution actually did happen), and tongue-in-cheek allusions to RW developments. But as they say, what's done is done, and the World Assembly and its primary resolution are here to stay. Moreover, admins made a point of making Resolution #1 the only one (apart from repeals themselves) that is functionally impossible to be repealed. Players have even tried contriving links to the proposal form to repeal GA#1, but none so far have been successful at actually submitting a repeal for it. Well, at least not since shortly after the repeal passed, before the admins altered the code.

Resolution text

Description: The Adopted Nations of the World Assembly,
NOTING that the United Nations has spectacularly imploded in a colossal fireball of extra-dimensional inanity;
BELIEVING that there is a vital and needed role for a global organizational body;
FURTHER NOTING that there are an awful lot of United Nations Resolutions;
FURTHER BELIEVING that the demise of the United Nations may be fashioned into a grand opportunity for nations to draw a new destiny;
HEREBY
1. ESTABLISHES the World Assembly as the natural successor to the United Nations, with the full transfer of all Delegate ranks and associated endorsements;
2. ARCHIVES all previously passed UN Resolutions for historical purposes, so that citizens of today may forever look back upon the masterwork of their ancestors;
3. DECLARES the pages of international law to be blank;
4. INVITES members of the World Assembly to begin work on a new volume, which may in time exceed even the grandeur of its predecessor.
