Introduction

The Yaqul'azraq Accord of the Aetae'ii'Ne'Hae'Dea Treaty for Intellectual Advancement, Protection, Cooperation, and Peace (Ҷᴗ'Ξϡ'ϘϤ'Ϛϛ'Ξϡ'Ϟӂ'Ξϡ'ӄӟ Ξϡϓϊ'ᶅᶋ'ϗά'ζ϶'ϑζ), is a treaty that unifies nations under the view of progression through effort, research, and knowledge, rather than through the reliance on magic. This is due to the unreliable nature of magic, and the dangers involved in attempting to control something that is inherently a wild power that can easily lead to corruption, as is the case in several nations.

Treaty

Proposal

(1) This treaty is to put into place political body in which the ideals of scientific and intellectual advancement may be pursued. This treaty will have initial member-states being; the Archduchy of Aeternaea, the Koninkrijk of Ulskar, and the Most Serene Republic of Sannerby-Annestad.

Executive Summary

(2) The three founding member-states, referred to hereby as The Triumvirate, will join into a mutually-beneficial agreement in which they will pursue the advancement of technology without the use of magic. Territory will be split three ways, between the three member-states, and anything within these spheres will be under the jurisdiction of one of the three Triumvirs. The purpose is to protect the non-magical beings of the world. The members who adopt this treaty will benefit from the protection and support of the Triumvirate, in terms of their scientific advancement. In addition to this, members will retain full autonomy, and will work together to ensure that all Mae’Giu are taught the value of science. Each member will be responsible for a portion of the costs, which will be found below (Section 5.4).

Background

(3) This treaty was originally a mind-thought that occurred during a chance meeting between three individuals from each of the Triumvirate member-states. The Triumvirate member-states all mutually shared an agreement on the views of magic-based pursuits, and firmly believed that non-magical pursuits should be the primary focus for nations. As such, they began to properly negotiate and come upon a mutually agreed upon treaty.

(4) A treaty such as this had been previously thought of between the members of the Archduchy of Aeternaea, and the Koninkrijk of Ulskar, but it had not been fully pursued until the appearance of the Most Serene Republic of Sannerby-Annestad, which prompted Aeternaea to further pursue the original proposal, under a new format.

Comment

(5) This section will describe all of the information pertaining to this treaty, and all of the requirements of those who sign it, the information is found below:

(5.1) This treaty is of treaty-status, and would require a two-year dedication to its cause, with at least a six-month announcement of breaking from the treaty.

(5.2) This treaty will be binding for the said period, and every two years it will be able to be renegotiated.

(5.3) The member-states included in this are held accountable for their support, and any succeeding nations, in name or action, will also be held accountable.

(5.4) Each of the members of the Triumvirate will be required to contribute resources to protect their spheres. The Archduchy of Aeternaea will be charged with its homeland and the Aetae’ii Ocean, the Most Serene Republic will be charged with its homeland and the Ne’Hae Ocean, and the Koninkrijk of Ulskar will be charged with its homeland, trade routes, and the Continent of Mae’Ne’Dea.

(5.5) If any of the above spheres require assistance, it is expected that the Triumvir of said sphere will request aid from the other Triumvirs, without the fear of judgement or lowering of status.

(5.6) The costs for activities will be split evenly, based upon each nations specified duties and tasks.

(5.7) Each member-state will house at least one Triumvirate Base/Treaty Base in a territory accessible by other nations.

(5.8) The main headquarters for this treaty, as of the signing of it, will be in the Loledan city of Yaqul’azraq, due to it being the only location Aeternaea is actively able to go to, and due to its proximity to two oceans.

(5.9) This treaty will not force any new domestic legislations, but would encourage active cooperation in ensuring that the advancement of the sciences is pursued;

(5.10) This includes actively funding intellectuals and citizens to pursue and attempt to improve the world from now into the future. Setting a priority on those who are truly able to demonstrate ingenuity through effort, not through innate gifts.

(5.11) Upon the signing of this treaty, each nation will immediately be considered Triumvir of their spheres, and each Triumvir will not interfere in the decisions of another;

(5.12) All decisions that affect the Triumvirate as a whole will be discussed among all three Triumvirs, and any future nations joining will also be allowed to partake in these discussions.

(5.13) In times of need, one of the three Triumvirs will be voted as the High Triumvir for a period of three months, after which they will be reviewed by member-states to see whether or not they may retain their title for another three months, until another review is made.

Financial Implications

(6) It is expected that all member-states will allocated certain budgets to ensure that their spheres are well protected, and not in need of support of other nations, notwithstanding any unforeseen circumstances that would require assistance from the others.

Impact Analysis

(7) Upon signing this treaty, each member-state will immediately affect the future of their spheres in a manner in which they focus on the scientific advancements, and the protection of those who are considered surviving through efforts, rather than innate talent.

(8) This includes:

(8.1) Ensuring that non-Mae’Giu are given resources that they require in order to advance their efforts and better the world;

(8.2) Ensuring that the land and seas are not warped from their natural, environmental courses, and are only used in manners that will ensure the advancement of the mind and society, and;

(8.3) Ensuring that those covered in this treaty are protected and given the rights they need to feel secure and equal in the sense of their respective nation’s laws.

Publicity

(9) Member-states of this treaty will ensure that their people know the requirements set out in this treaty. Aside from that, it is not required to publicly display this, or to recruit other nations into it, should a nation wish to join, they must abide by the treaty as well.

Consultation

(10) As specified in section 5.12, all decisions affecting the entirety of the Triumvirate, and treaty-members will be discussed among those appointed as governors of the treaty. Decisions will be put to vote, and declared valid or not. These decisions are binding to treaty members, so long as it does not violate independent Triumvir territorial laws.

(11) Triumvirs are permitted to create their own territorial laws, which will extend so far as their sphere, but not onto another’s. In the case of overlapping spheres, the Triumvirs whose territory overlaps will find mutually agreed upon laws.

Recommendations

(12) It is recommended that upon the signing of this treaty, that each member-state bring it forth to their governing body to see whether or not this treaty may be implemented on a local level as well, in independent manners.

(13) Any modifications to this treaty will be considered a new version of this treaty:

(13.1) This treaty will be considered by the name "The Yaqul'azraq Accord", for this and any future iteration;

(13.2) The signing of this treaty indicates the end of negotiations.

(14) The actions that will bring the treaty into force should be authorised, for example:

(14.1) This treaty will enter into force on the date of signature;

(14.2) We agree that the triumvirate nations are initial signatories of this treaty;

(14.3) We agree that there may be future members who join this treaty, and they will be bound by this treaty as the future versions of it as well;

(14.4) We agree to ratify this treaty, subject to the satisfactory completion of the parliamentary treaty examination process;

(14.5) We agree that this treaty will only exist on non-sovereign territory of the Triumvirate nations.

(15) This treaty is now hereby confirmed, and the only way to disband it is for all member-states to come to a majority agreement.

Events

The Ulskar Incident

On the 4th month of 1110 WE, the Koninkrijk of Ulskar announced a state of emergency. The royal family had become the victims of an assassination attempt. All but the crown prince were reported to have been executed by the rebels, the whereabouts of the prince is unknown. Those responsible for the assassination had since disappeared, it is unknown who had caused this attempt, but as a result the Kingdom had fallen apart into smaller principalities. This event had caused the Triumvirate to declare that Ulskar will be relegated to an honoured member status, and that the High Kingdom of Seclen is to take their place as a Triumvir.

Officially, Ulskar retains its title as a Kingdom, but is ruled by a council of 14; known as the 14 Prince-Electors, dukes and counts that have declared themselves successors to the throne. Each principality is unique and independent, but they are all united under the Kingdom, and still all retain their values of the Accord - even if they are no longer considered leaders of it.

The Free-State of Lolede took immediate action following these declarations, and had chosen to close their trade agreement and borders with their northern neighbours, until a time that the nation can be declared stable. This resulted in a total closed economy, as all exports from Aeternaea formerly went through Ulskar.

Wels Conference

Following the Ulskar incident, a messenger from Aeternaea was sent to inform an ongoing conference, the Wels Conference, about the events that had transpired. While there, they relayed the message about what happened and then departed. The events following this development were yet to unfold.
