North Korea values education extremely highly, and denizens compete for the largest number of university degrees and sprawling book collections. There is a very high level of crime within the region and law enforcement resources are stretched thin. Denizens have very well-funded, well equipped defense forces. Public transport is a popular mode of transport in the region, receiving on average of 4% of total government budgets.
The administration departments of North Korea are all-consuming, soaking up budgets in aid of supporting a bureaucracy of millions, with an average of 16% of government budgets being devoted to Administration.
