The Circus is a minuscule region, inhabited by a few solitary nations.
The straight-backed, broad-smiling populace of The Circus eagerly dismissed concerns of oppression. Political freedom does not exist. The region is recognized as an extreme dictatorship. The economy of the region is very strong, with a large number of very powerful trading powers. The median tax rate of the region is 47%, but is frequently higher for the wealthy. The economies of nations in the region tend to be weighted more towards the private sector, with on average only 40% of the economy comprising the public sector. Commerce is a priority for governments, accounting for an average of 5% of public expenditure.
In The Circus education, when conducted, is done with sticks and mud. Crime is low: the region enjoys well-equipped and well-funded police forces, coupled with efficient but fair judicial systems. Defense is a major priority for governments within the region, with a large chunk of government budgets being devoted to it. Due to the lack of any Public transport, streets are packed with cars, bikes, and assorted noisy vehicles.
In The Circus, government departments are frequently completely unaware of one another, such is size of administration departments. Some government provision is made for healthcare, but at an average of only 1% the provision for healthcare in the region is paltry. Welfare in the region is minimal, with only a small amount of expenditure being devoted to spending on social security. Governments within the region are fixated with religious worship, with nations having an inordinately high average of 11% of total government funds devoted to it.
In The Circus, Social inequality is total, with wealth being held by a tiny fraction of the region's populace. The landscapes of the region are no longer recognizable as such, the atmosphere being unbreathable and the only jungles being made of concrete.
