In Consigahrian society, if you live in the "working" or "high class" of society--that is, upscale Vermillion City properties, mansion-owners, national and international conglomerates, farms, etc.--you either know nothing about or choose not to participate in the black market of the nation. However, if you live in the "lower middle class" or "lower class," you must dabble in the black market in some way, or life in the nation is unsustainable. But there's good news. The government allows the existence of the black market, so if you can keep your nose clean, chances are you'll be just fine.
