On 2 March 1977, the Department of Governance, at Alexander Olabode's behest, was formed and adopted the "Declaration of the Establishment of the People's Authority." It proclaimed the Democratic People's Republic of Bourun as the official state. The DoG also created the General Secretariat of the DoG, comprising the remaining members of the defunct Revolutionary Command Council, with Olabode as Grand Leader, and also appointed the Department of Governance, which replaced the Council of Ministers, its members now called secretaries rather than ministers.
The DPRB officially describes itself as a self-reliant socialist state and formally holds elections. Critics regard it as a totalitarian dictatorship. Various outlets have called it Stalinist, particularly noting the elaborate cult of personality around Alexander Olabode and his family. The Workers' Party of Bourun, led by a member of the ruling family, holds power in the state and leads the Democratic Front for the Expansion of the Fatherland of which all political officers are required to be members.
Over time Bourun has gradually distanced itself from the world communist movement. An ideology of national self-reliance, was introduced into the constitution as a "creative application of Progressionism" in 1977. The means of production are owned by the state through state-run enterprises and collectivized farms. Most services such as healthcare, education, housing and food production are subsidized or state-funded. Bourun follows a "military-first" policy. It possesses chemical weapons, and is pursuing nuclear weapons. Bourun is an atheist state with no official religion and where public religion is discouraged.
