Inter-Regional Alliance Structuring Act

The intent of the Inter-Regional Alliance Structuring Act was to form the Inter-Regional Alliance Department as an agency of the League of Christian Nations, rather than just to officials. The legislation was proposed by the Christian States. The act is subtitled, "An Act to structure the Department of Inter-Regional Alliances(IRA)."

A. Overview

The Department Inter-Regional Alliances, herein referred to as the IRA, is to retain the leadership of the annually, regionally elected Chairman, or IRAC. The IRA shall receive structuring in the following order to ensure the Department's chain of command, and temporary internal successor should the IRAC be unavailable for any period of time, not to extend past an election, unless the IRAC had already submitted the registration form. Deputy Chairmen may not submit registration forms for their superior, but may run for the office themselves.

B. Chairman

The annually elected IRAC shall have full executive power over all officers, mentioned in this Act or later created, and all ambassadors, unless overruled by the Founder, Secretary-General, and/or a consensus of the Security Council.

C. Depty Chairman

Up to three(3) Deputy Chairmen(IRADC's) may be appointed by the IRAC. The Chairmen would be appointed with special attention over Christian Regions, Secular Regions, and Hostile Regions, respectively. In the case that only one Deputy Chairman is appropriate, he shall serve as the assistant to the IRAC and have responsibility over all relegated matters. In the case of multiple Chairmen, each shall retain limited authority over their respectful embassies. Deputy Chairmen may be, but are not required to be ambassadors themselves.

D. Ambassadors

I. Overview

The Ambassadors themselves are invested with limited authority of the Department of Inter-Regional Alliances to act accordingly within their appointed embassy.

II. Duties and Powers

Ambassadors to developing regions are tasked with aiding in the spurring of the healthy growth of the regional government, but are barred from holding positions within said governments. Ambassadors to developed regions are tasked with participating in regional dialogue, offer the assistance of the League of Christian Nations when necessary to the regional government, and act within their discretion to improve the relationship between the two regions, unless directed otherwise by the Chairman or Chairman over their embassy.

E. Council

The Chairman shall determine the four(4) most important embassies based on criteria to be determined by their own discretion. The ambassadors to these embassies shall form the Council on Foreign Relations to suggest new embassies, or embassy closures, to the IRAC. The LCN Ambassador to Pro-Life International shall always hold a seat. The Deputy Chairman, or Deputy Chairman over Christian Regions shall act as the Chairman of the Board, but may only vote to break a tie. The IRAC may chose to approve or decline the proposition, and chose whether or not to recommend the proposal to the Founder and Secretary-General.

F. Additional Powers and Duties

I. Investigation

Investigations into other regions fall under the purview of the IRAC and they may delegate the investigation to the relevant Deputy Chairman, or submit a request to the Founder or Secretary-General for the Attorney-General to be appointed as a Special investigator should the investigation relate to the security of the LCN. Should the investigation reveal a raiding threat to the LCN, the case would then fall under the jurisdiction of the Security Council or Executive Action to prevent or minimize raiding threat.

II. Multi-Party Talks

The Department of Inter-Regional Alliances may also facilitate multiparty talks between other regions to help bring peaceful ends to inter-regional conflicts. There are no rules for qualification to have a talk facilitated by the IRA other than availability of staff, and the permission of the IRAC. All talks are to be overseen by the Deputy Chairman that is responsible for the embassy to the most influential region or nation in the talks that has one, or is in a region with an embassy, if no embassy is present, then only the influential quality shall matter.

III. Watchdog

The IRA is responsible for reporting all raids upon allied regions to the Security Council and other Executive positions for consideration of military defensive actions. A defensive action in an embassy of the LCN may only be called for by Executive Action or vote by the Security Council. However, the defender forces provided by the LCN shall be directed by the IRA. The IRA will also be encouraged in such situations to coordinate with any other defender forces in the region.

Overview Contains the first reference to the IRA as a department of the LCN. Affirms the Chairman position as an elected office. Prohibits the Deputy Chairman from turning in ballot registration papers for the Chairman.

Additional Powers and Duties Creates and describes the power of the IRA to conduct Investigations and multi-party talks, as well as to act as a raider watchdog for the region.
