It was built by the Oan Shipyards Company over a period of five years. The design stage spanned two years, but delays economic problems and lacklustre financial commitment from the Oan National Assembly caused a delay of three years before construction could begin. The first vessel was completed in 2015, with other two being completed in 2016 and 2017, respectively.

They have an average speed of 20 knots. There are three ships which form the class: The HSMS La Rochelle, the HSMS Chief Takataha and the HSMS General Maramaka.
