Aspergeria is a massive, environmentally-stunning nation ruled by the Aspergerian Communist Party with a fair hand. The compassionate, intelligent population of over one billion Aspergerians are free to do what they want with their own bodies and vote for whomever they like in elections. If they go into business, however, they are regulated to within an inch of their lives. It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins but it concentrates mainly on education although social equality and commerce are on the agenda. It meets every day to discuss matters of state in the national capital: Neurodiverse City. The average income tax rate is 72%, and even higher for the wealthy. A substantial private sector is dominated by the book publishing industry. Crime is totally unknown thanks to progressive social policies in education and welfare. Aspergeria's national animal is the crow which frolics freely in the nation's many lush forests. Its currency is the labor note. Aspergeria is a World Assembly member from North Korea.

History

The Great Socialist Constitution of the Autistic People's Republic of Aspergeria

Preamble

The workers' and oppressed persons' delegates of this People's Assembly draft this Constitution with the intent that it, provided it be approved by a popular majority in a referendum with a turnout of two-thirds the enfranchised citizenry as described in this Constitution at least, shall become established as the highest law in Aspergeria. This People's Assembly strives to draft this Constitution that it will guide the self-emancipation of the proletarians in their struggle against wage-slavery, the self-determination of the nations in their struggle against imperialism, and the self-empowerment of women in their struggle against patriarchy. This People's Assembly strives to draft this Constitution that it will guide the disabled people's community, the LGBTQ community, and other socially marginalized communities to freedom. This People's Assembly strives to draft this Constitution that it will guide Aspergeria to work for international peace and full communism.

Chapter I: Citizenship

Article I: Aspergerian citizenship is acquired by birth or through naturalization. Citizens by birth include those born in Aspergerian territory with the exception of the children of foreign citizens in the service of another country with which a dual citizenship treaty has not been agreed. Citizens by birth include those born abroad with one or more parents being citizens in good legal standing. Citizens by naturalization include those individuals who are not citizens by birth, who have willingly renounced citizenship of any countries with which a dual citizenship treaty has not been agreed, who have been granted citizenship by the proper legal institutions, and who have willingly accepted citizenship.

Article II: Aspergerian citizenship may be rendered null if it is revoked by the proper legal institutions or if the citizen in question accepts citizenship of any country with which a dual citizenship treaty has not been agreed.

Article III: All citizens are responsible for abiding by the democratic will of their socialist fellows.

Article IV: All citizens enjoy the following rights: All citizens enjoy equality before the law regardless of national origin, sex, sexual orientation, or ability. All citizens enjoy the right to a comfortable existence including good housing, clean water, healthy food, respectable education, and health care. All citizens who are proletarians, landless or smallholding peasants, soldiers, students, or some combination thereof, aged 16-years-old or older, enjoy the right to vote in government elections unless deprived of said right by the proper legal institutions. All citizens accused of criminal activities enjoy the right of the presumption of innocence until proven guilty after a just trial. All citizens enjoy the right to express themselves through speech, assembly, press or some combination thereof unless deprived of said right by the proper legal institutions, unless said right comes into conflict with any restrictions imposed upon it by the proper legal institutions, or both.

Chapter II: Socialism

Article V: The Autistic People's Republic of Aspergeria is a socialist state operating on the basis from each according to his or her abilities and to each according to his or her needs. The socialist state has the victory of full communism as its historic mission.

Article VI: In seeking to fulfill its historic mission, the Autistic People's Republic of Aspergeria relies upon the Marxist-Leninist guidance of the Aspergerian Communist Party. This Party operates on the historically established principles of democratic centralism: Freedom of internal discussion and unity in action. Insofar as this Party adheres to the fundamentals of Marxism-Leninism, remains loyal to this Constitution, and practices Marxism-Leninism, this Party is free to establish its own by-laws and customs.

Article VII: This Party has the authority to nominate candidates for government elections. The candidates must enfranchised citizens. This Party has the authority to develop mass organizations including but not limited to trade unions, national liberation fronts, women's caucuses, disabled people's caucuses, LGBTQ caucuses and special interest groups. With the approval of this Party, these mass organization may nominate enfranchised citizens as candidates for government elections.

Chapter III: National Government

Article VIII: The highest unit of government is the All-Aspergerian Supreme Soviet. This Supreme Soviet is charged with the duty of enforcing this Constitution by way of creating or repealing laws and acts.

Article IX: This Supreme Soviet elects, from its ranks, the President of the All-Aspergerian Supreme Soviet. This President serves as head of state of the Autistic People's Republic of Aspergeria. This President chairs this Supreme Soviet.

Article X: This President appoints an enfranchised citizen approved by the Aspergerian Communist Party to be the People's Prime Minister. The People's Prime Minister serves as head of government. The People's Prime Minister, with the approval of this President, appoints enfranchised citizens approved by the Aspergerian Communist Party to govern the following People's Ministries: Agriculture, Commerce, Communication, Culture, Defense, Education, Finance, Foreign Affairs, Internal Affairs, Justice, and Labor. These People's Ministers comprise the Council of People's Ministers, the national organization in charge of the day-to-day activities of the government in keeping with the decrees of this Supreme Soviet.

Chapter IV: Local Governments

Article XI: The most basic units of government are the local soviets. These local soviets are directly elected by the enfranchised citizenry and, in turn, elect the soviets of the superseding tier. These soviets of the superseding tier may or may not be the All-Aspergerian Supreme Soviet depending on the structure of the soviet democracy in the jurisdiction.

Article XII: These local soviets govern their jurisdictions according to the material conditions but the decrees of this Supreme Soviet take precedence.

Chapter V: Internationalism

Article XIII: The course of Aspergerian foreign policy is determined by the All-Aspergerian Supreme Soviet and is managed by the People's Minister for Foreign Affairs. As head of state, the President of the All-Aspergerian Supreme Soviet or a delegate thereof represents Aspergeria in all diplomatic functions.

Article XIV: The guiding principles of Aspergerian foreign policy are proletarian internationalism and anti-imperialism. To these ends, the Aspergerian Red Army defends the Autistic People's Republic of Aspergeria against foreign capitalist aggression. The affairs of this Red Army are manged by the People's Minister for Defense.

Chapter VI: Amendments

Article XV: With the approval of the Aspergerian Communist Party, this Constitution may be amended by a popular majority in a referendum with a turnout of two-thirds of the enfranchised citizenry.
