The Heavenly Yasei Empire of Neo-Yuan is a huge, orderly nation, ruled by Emperor Tamujin I with an iron fist, and remarkable for its environmental religion, compulsory military service and heavy emphasis on legalism. The hard-nosed, cynical, humorless, devout population of 83 million Neo-Yuanese are kept under strict control by the oppressive government, which infringes on civil rights in many ways if necessary, and completely outlaws elections, with the exception of election within the dynasty upon monarch death.

The large, corrupt, moralistic, well-organized government is dominated by the Department of Defense, with Administration, Education, and Industry also on the agenda, while International Aid and Welfare aren't funded at all. The Emperor and his brother, the sole powerholders in the country, live in the capital city of Khanbaliq. The average income tax rate is 78.8%, and even higher for the wealthy.

The frighteningly efficient Neo-Yuanese economy, worth 118 trillion Tashagaans a year, is quite specialized and led by the Arms Manufacturing industry, with major contributions from Silk Production, Marble Mining, Crop Production and Woodchip Exports. State-owned companies are reasonably common, and marble, wood and silk are monopolised by the government. Average income is an impressive 142,775 Tashagaans, and evenly distributed, with the richest citizens earning only 2.3 times as much as the poorest. Slavery, and many other things, are outlawed.

Crime, especially youth-related, is totally unknown, despite the fact that it is difficult to make it through a day without breaking one of the country's many laws. Neo-Yuan's national animal is the Dragon, which is honoured in religious ceremonies but not actually present in the country.
