The Dictatorship of Stalingradsky is a huge, safe nation, renowned for its ban on automobiles. Its compassionate, cynical population of 223 million are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, moralistic, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Education. The average income tax rate is 49%, but much higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

A large concrete wall is being built around the country's borders, citizens are only allowed to view government-approved TV shows, travel bureaus double as recruiting centers for national intelligence agencies, and criminals are executed and their property seized. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Stalingradsky's national animal is the Bear, which frolics freely in the nation's many lush forests, and its currency is the Stalinista.
