The Sovereign is the Queen of Yuno, commander-in-chief of Yuno's military, with the power to change the statuses and positions of officials within government. Political officials are selected by a lottery known as the Mandate of Heaven upon their childbirth and groomed for at least a dozen years in advance into their government positions, this process being predestination sortition. In governance, sortition (also known as allotment or demarchy) selects political officials as a random sample from a larger pool of candidates. Currently, the government is run by a bicameral legislature, with a "Senate" filled entirely of military leadership, and a "House of Representatives" called the Council of Lilith. Early on, the leaders of country had utilized the premise that people who want to become leaders were corrupt. There was no line of succession in the government. One had to be chosen the instant they were born, and trained extensively from birth to join the country's oligarchy. Most of these children initially didn't want to become politicians, before seeing how blessed they were landing the #1 most powerful career opportunity as if they'd won a lottery-- that, or they'd be tortured and brainwashed into the job if not outright executed if they denied.

Thee criteria for selecting newborns to future government positions was seemingly undefined. There was no bloodline of selection, there was no birthright and it obviously wasn't a meritocracy since fates are predetermined within hours of birth. A baby born in the poorest, dirtiest area of the slums could be forcibly chosen to become the Councillor- much to the jealousy of the offspring of the country's current leadership. Everyone seemed to have an equal  chance of being selected by the Mandate of Heaven and forced into politics upon birth. The Mandate of Heaven was the name of the supposed lottery system that every mother had to submit their birth certificate to in order for their child to have a chance of a future beyond being a manual worker or worse: a slave. It was essentially a citizenship granter that also predetermined the rest of one's life.

This system was so indiscriminate that women were chosen to be warriors. In fact it seemed the women outnumbered the men in the military.

However, there was one exception to this completely indiscriminate, arbitrary job-selector. One visible effect.

Regardless, the daily citizen of Yuno had no time to question such a system. Citizens had to work and work efficiently lest they get electrocuted or punished or paycheck reduced.

They're told that their jobs are simply decided by the Mandate of Heaven calculating which occupations the country requires the most  workers of in the future to survive. They either publicly accept that logic, or get brainwashed. Most of said jobs involved producing nuclear technology, missles, or weapons, and then heading off to salvage other civilizations and capturing and bringing the humans "home." For sacrifices. Or conversion.
