City 17 is a minuscule region, inhabited by a sole nation.
Throughout City 17, traditions are kept strictly throughout the region, punishing upstarts and rabble-rousers harshly. Political freedom does not exist. The region is recognized as an extreme dictatorship. The economy of the region is remarkably unremarkable, with members being neither powerhouses nor basket cases. The median tax rate of the region is 41%, but is frequently higher for the wealthy. The economies of nations in the region tend to be heavily weighted towards the public sector, with on average only 36% of the economy comprising the private sector. Commerce within the region is an irrelevant annoyance to governments.
City 17 does not prioritize education in any meaningful way. The region's law enforcement is arguably too well-equipped and overzealous, arresting citizens who dare to commit the most minor of infractions. Defense is an overarching priority for governments within the region. One might suggest they are compensating for something. Due to the lack of any Public transport, streets are packed with cars, bikes, and assorted noisy vehicles.
Throughout City 17, governments find themselves confused, with administration departments being so bloated that staff do not know what other staff are doing, with an average of over 10% of government budgets being devoted to Administration. Some government provision is made for healthcare, but at an average of only 4% the provision for healthcare in the region is paltry. No welfare is provided in the region. Those unlucky enough to fall into unemployment are forgotten and abandoned. Governments in the region are avowedly atheist - no public funds are allocated to spirituality.
In City 17, Social inequality is total, with wealth being held by a tiny fraction of the region's populace. The landscapes of the region are no longer recognizable as such, the atmosphere being unbreathable and the only jungles being made of concrete.
