After many other nations began to be accumulated in the area, Menledur's father Uril wrote [[The Medieval Compact of Dalrawduel]] to bring further justice and order to the region. It first appointed certain duties and powers to the [[Founder]] and the [[WA Delegate]], and also created a third political position, that of High Justice. The founder served as the legislative branch, the delegate as the executive, and the justice as the judicial. After affirming these positions, the document laid down a long list of laws concerning different aspects of the region.

This led to much dissent and anger towards the region, and many other nations left voluntarily.
