In Hemithea, denizens scatter at the sight of strangers and are careful to keep carefully blank faces when approached. Political freedoms are extended only to close friends and relatives of the leaders of the region's governments. The almost total lack of economic activity in the country is a constant sore spot for politicians. Inhabitants rarely are visited by the tax collector, and the region boasts a paltry median tax rate of -1%. Denizens of the Hemithea are poorly educated, with rampant illiteracy. Criminality is rife within the region, with law enforcement struggling to cope. Hemithea is a geographical region and community of nations located around four continents and minor sub-continents. Climatically the region varies from the icy cold seas north of Feroxi through extensive maritime temperate zones where most of the nations are located through to the humid equatorial tropics, and thence on to temperate climates in the southern hemisphere seen in the United Realms of Libraria and Ausitoria (a nation which considers itself part of both Panessos and Hemithea).
