Lazarus

Lazarus is a gargantuan region, with a massive community, boasting over 7401 member nations. Lazarus is also feared by World Assembly members everywhere, with votes from 269 member nations.

In Lazarus, denizens scatter at the sight of strangers and are careful to keep carefully blank faces when approached. Political freedoms are extended only to close friends and relatives of the leaders of the region's governments. The almost total lack of economic activity in the country is a constant sore spot for politicians. Inhabitants rarely are visited by the tax collector, and the region boasts a paltry median tax rate of -1%. The economies of nations in the region tend to be dominated by the private sector, with on average only -1% of the economy comprising the public sector. Commerce is low priority for governments, accounting for an average of -1% of public expenditure, although commerce is generally seen as a source of tax revenue.

Denizens of the Lazarus are poorly educated, with rampant illiteracy. Criminality is rife within the region, with law enforcement struggling to cope. Governments allocate a meagre -1%, on average, of their budgets to law and order. Denizens have small defense forces. Public transport is an afterthought, with only -1% of total government budgets in the region being devoted to it.

Governments in Lazarus find themselves in a constant state of disarray, with very little co-ordination, only -1% on average of government budgets being devoted to Administration. Some government provision is made for healthcare, but at an average of only -1% the provision for healthcare in the region is paltry. Welfare in the region is minimal, with only a small amount of expenditure being devoted to spending on social security. Spirituality is a moderate priority of governments within the region, with-1% of government budgets being devoted to Spirituality.

In Lazarus, Social inequality is total, with wealth being held by a tiny fraction of the region's populace. The environments of the nations in the region are almost universally appalling.


Lazarus is a feeder region, where nations are automatically sent to when resurrected.

The beginning

Lazarus, originally had no founder, yet when upon delegacy one nation ejected all of the nations from the region, it was decided by the mods to have Testlandia, a puppet of the NationStates administration, as founder. Lazarus largely exists to serve its simple purpose as a repository of newly re-created nations. Lazarus' first organized government was under the delegacy of Lies Incorporated, better known in world politics as Sarda. Under his delegacy, the Lazarus government became active and began to show signs of great international potential.

In the spring of 2004, Sarda was overthrown by New Omnivaro. This new government moved to a new forum, to which it recruited such famed nations as Otm Shanks. An extended period of government inactivity would leave the region in turmoil until the fall of 2004.

Activity

A rebellion began, and once again, Lazarus was active. In late November, a newly founded nation, Vesoul, would endorsement swap its way to the delegacy. This delegacy, however, would be short lived, as Vesoul lost UN status due to rules violations.

Once again, Lies Incorporated claimed the delegacy, and with his new power he brought activity back to Lazarus.

The Baribeau delegacy

On December 17th 2004, Sarda stepped down from his position as delegate, entrusting it to Baribeau. Both remain active part of regional government, extending foreign ties, and working towards a re-write of the Lazarene Mandate.

On January 5th, 2005, Darnand was appointed interim Minister of Defence and Intelligence, and head of the Undead Hordes. Thanks to Darnand, the rest of the staff (TyaGE cannot be left out), and the people of Lazarus, there have been signifigant advancements in this ever-improving region.

On the 7th of March, Baribeau resigned his UN Delegacy, citing RL time restraints. In order to encourage a dedicated, secure delegacy, he remained a regional UN member (keeping his endorsements), and encouraged a variety of citizens to campaign for the delegacy. PeaceLoving Sex Fiends stepped up to the plate.

Freedom

At approximately 11pm (GMT), March 15th, 2005 Testlandia ceased to exist; he returned at about 2am (GMT), March 17th.

Baribeau's delegacy, marked by improved foreign relations, and an increase in forum activity, would conclude 8 days after his resignation.

On the 16th of March 2005, PeaceLoving Sex Fiends became the regional UN Delegate, as having the second highest endorsement count when Baribeau was in power, he was seen as a potential delegate after Baribeau's resignation, and when contacted, agreed to take the role, and brought a promise of regional security and prosperity. However, after six days of his delegacy, he had not been active on the forums (and it was suspected that he decided not to use the forums altogether). He changed the World Factbook Entry (mostly regarding himself) without consulting any of the natives on prior notice, additionally, he used it as means to threaten to eject any nations holding half the endorsements of himself (which did not eventuate within his reign). Furthermore he had made some silly mistakes (in the WFE, calling Max Barry "Max Berry", accusing him of condoning seriously grieving flaming. All in all, PLSF was quite inactive (the first 4 days of his delegacy he did not even log in). Accordingly, considerable opposition was mustered against his delegacy, with the relatively new nation of Lynnaka leading the opposition. As Lynnaka's endorsement count came to that of the delegate, several suspicious nation arrived from the same place at the same time, supported PLSF and posted abusive messages on the civil HQ.

DEN invasion

On the 24th of march, PLSF and the above mentioned suspicious nations (about five of them) were simultaneously ejected from the UN for rule violations, and Lazarus was without a delegate.

Lynnaka was left having the next highest endorsement count (30), with Baribeau close behind. Due to Lynnaka's new arrival in the region, and due to the freshly felled previous tyrannical delegacy, several nations withdrew their endorsements from Lynnaka, leaving Baribeau with a slightly greater endorsement count. Both Lynnaka's and Baribeau's endorsement counts continued to rise, however. Baribeau only remained on top (by a considerable amount) because of external intervention, by TITO, and perhaps others.

During the intervention, several invading nations entered and in guile endorsed Baribeau. However, just before the next update, they switched their endorsements to Lynnaka, who became delegate. The information being provided to Lazarus' natives (without evidence to back it up) by a variety of Defender organizations proved to be true: Lynnaka was a DEN invader.

Soon after Lynnaka took power, defenders from ADN, The Gatesville Militia, EAA, RRA, NPA, TITO, RKKA, and RLA arrived to reclaim the region. Baribeau would end up with 70 or so endorsements (much, much higher than Lynnaka). Lazarus returned to a life of peace and democracy.

Lazarus was also conquered easily by invaders for a while in the fall of 2005. Raider groups included The Black Hawks, MDH and many other that I cannot remember.

Mandate 3.0

Shortly before, during, and immediately after the DEN invasion, Lazarus' natives worked day and night at the creation of a third (and hopefully final) Regional Mandate. While working on the mandate, Baribeau appointed the following group of individuals, who would serve as the next government of Lazarus.

The Lazarus Mandate provides for the government of the region. The UN Delegate is the region's leader, and is elected in the forums by a direct vote of the nations of the region, irregardless of actual UN membership. The UN Delegate then appoints the Yaman Council, which handles the day-to-day affairs of the Region. Members of the Council may also lead various commissions that assist in these tasks.
