Pacifica is a minuscule region, inhabited by a few solitary nations.
The straight-backed, broad-smiling populace of Pacifica eagerly dismissed concerns of oppression. Nations in the region are considered developing democracies, with some political freedoms afforded to denizens. The economy of the region is very strong, with a large number of very powerful trading powers. Inhabitants rarely are visited by the tax collector, and the region boasts a paltry median tax rate of 8%. The economies of nations in the region tend to be heavily weighted towards the private sector, with on average 21% of the economy comprising the public sector. National governments within the region are more concerned with corporate welfare than the welfare of ordinary citizens, with commerce budgets accounting for an average of 44% of public expenditure.
Pacifica does not prioritize education in any meaningful way. The region's law enforcement is arguably too well-equipped and overzealous, arresting citizens who dare to commit the most minor of infractions. Denizens have very well-funded, well equipped defense forces. Public transport is a popular mode of transport in the region, receiving on average of 6% of total government budgets.
Throughout Pacifica, governments find themselves confused, with administration departments being so bloated that staff do not know what other staff are doing, with an average of over 10% of government budgets being devoted to Administration. Hospital patients are given credit checks upon passing through emergency rooms, as no government provision is made for healthcare in the region. No welfare is provided in the region. Those unlucky enough to fall into unemployment are forgotten and abandoned. Governments in the region are avowedly atheist - no public funds are allocated to spirituality.
In Pacifica, Social inequality is total, with wealth being held by a tiny fraction of the region's populace. The landscapes of the region are no longer recognizable as such, the atmosphere being unbreathable and the only jungles being made of concrete.
