Political freedoms are extended only to close friends and relatives of the leaders of the region's governments. The economy of the region exists only in the imaginations of its members. The median tax rate of the region is 41%, but is frequently higher for the wealthy. The economies of nations in the region tend to be heavily weighted towards the private sector, with on average 12% of the economy comprising the public sector. Commerce is low priority for governments, accounting for an average of -1% of public expenditure, although commerce is generally seen as a source of tax revenue.
