It was formed by envoys from Dalrawduel for the purposes of establishing a penal colony, as shown in its name. Whenever any nation from Dalrawduel is placed under arrest for violation of The Medieval Compact of Dalrawduel, they are sent to Wenderkhan as a temporary prison. That is also where the regional hearings are held. Theoretically, the region is supposed to house three nations at all times - puppets of the founder, delegate, and justice - but currently the delegate has not upheld his lawful duty and fulfilled this requirement. However, as the colony has not yet been used for its intended purpose, the delegate has thus far evaded punishment.
The region currently holds embassies with two others: Dalrawduel and Western Dalrawduel.
