The Special Protocol for Economic Alliance Ratification is a Gondwana based sociopolitical organization based out of Free Syllvin. Its mission statement is to protect the sovereignty of Gondwanan nations by strengthening their economies and militaries through mutual cooperation. Born out of a Syllvan desire to stop nations from other continents manipulating weaker countries into unequal military and trade agreements, SPEAR carries the requirement that signatories disavow all other international organizations they may be a part of, with the exception of the Peacekeeping Forces of Urth.

SPEAR nations benefit from a set of agreements each of them must abide by. Member states have their embassies with other SPEAR members replaced with Protocol Offices, special consulate centers that allow nations to coordinate their needs and skills to each other in order to work as a group. Tariffs and taxes on goods traded between SPEAR members are nullified, and a special indefinite visa program is established as well. The part of SPEAR that makes it able to support its members are the development clauses in the charter. These clauses are designed to help developing nations realize their own skills and economic base with assistance from more developed countries. Jointly-funded and staffed initiatives to develop modern civil and financial infrastructure, environmental preservation mandates that allow for the survival of native species as well as greatly prolonging the lifespan of natural resources, and access to the nautical Exclusive Economic Zones of other members. These and other community-focused opportunities are intended to help nations quickly become self-reliant and integrated into the world economy.

Membership in SPEAR is a rarely issued commodity. The inception of the organization intended for it to be exclusive to nations in eastern Gondwana and the South Concordian Sea. Furthermore, while SPEAR has no central legislative or administrative authority, Free Syllvin alone has the ability to invite countries to become signatories. Applications have yet to be accepted.

SPEAR is not a military alliance, in contrast to many geopolitical entities. There is no clause in the Protocol charter that garuntees any member state assistance in times of war. This was intentionally designed in order to prevent obligations from interfering with the priorities of a nation. However, SPEAR does encourage member states to train their armed forces together, and to develop joint defense projects to create new and advanced equipment for all members' usage. Nations are not prohibited with forming separate defense agreements with others in SPEAR.
