The Blizatinian Imperial Council

The Imperial Council is a council that can propose laws and discuss on upcoming laws. Each member has a vote though all votes can be vetoed by the Emperor. In addition they can all put forth proposals for new laws. There are 13 seats currently. The council was formed after the BIC 2 Blizatinian Democracy and the Imperial Council Bill

Blizatinian Democracy and the Imperial Council Bill

Blizatinian Democracy and the Imperial Council Though the Imperial Council has been around since the beginning of Emperor Lexam's reign it wasn't until Novemner 17th 2 BIC that the imperial council existed as a legal body. It was defined and ratified in the constitution put into effect that year.

In the name of his Imperial Majesty, Lexam Reconlaf, Emperor of Blizatine, Cheeun of the Sarat, Avatar of the Great Wind, Uniter of the Four Realms, Greatest Martial Artist under the Sky and Conqueror of Salahandra, Blizatine shall hence forth on the 17th of November 2 BIC be a democratic nation. Outlined below will be the process by which the country will elect their representatives. Furthermore anyone who has held a position of on the Imperial council since before 3 BIC will not be subject to this bill.

Definitions:

Seat holder: member of the seat who has the largest percentage of points

Article 1 - The Imperial Council

1.1 Each province and territory of Blizatine shall have one seat on the Imperial Council. The Emperor, the Aristocracy, the Imperial Department of Science, the Wolves and Imperial Department of Public Services will have a seat on the Council. The Imperial Military shall have four seats on the council

1.2 Each seat on the Council shall have one vote.

1.3 Each seat can have a numerous amount of people representing the seat each person on the seat will have a percentage of their vote equal to the percentage of people in their province that voted for them.

1.4 If a member of the seat is not in attendance for a vote, his percentage of the vote will automatically be given to the seat holder.

1.5 The Imperial Council has the right to vote on matters of legislation and trade deals.

1.6 The Emperor may bring his Council of Advisers to Imperial Council meetings, however they will not be provided with a seat.

Article 2 - Elections

1.1 A seat election will be held if a member of that seat dies or retires. An election can also be held if the Seat holder wishes to call another election.

1.2 3 months and election is called, voting will be held to determine the members of the seat. During those three months regular voting will continue. If a member of the seat is dead his percentage of the vote will go to the seat holder.

Article 3 - Non elected seats

3.1 The first seat of the Imperial Military shall be held by the Commander of the Army or his representative

3.2 The second seat of the Imperial Military shall be held by the Commander of the Navy or his representative

3.3 The third seat of the Imperial Military shall be held by the Commander of the Air Forces or his representative

3.4 The fourth seat of the Imperial Military shall be held by the Commander of the Interplanetary Forces or his representative

3.5 The seat the Imperial Scientists shall be held by the Director of the Department of Science or his representative

3.6 The seat of the Department Public Services will be held by the Director of the Imperial Department of Public Services or his representative

3.7 The seat of the Wolves will be held through a method determined by the Wolves

3.8 The aristocratic seat will be determined by an election in which the highest ranking noble houses will all be allowed to enter one candidate who the rest of the aristocracy will vote for. Each candidate will receive a percentage of the seat of the aristocracy equal to the percentage of the votes they won.

3.9 The Territory seats will be held by the Territory Governor, or his representative.

Article 4 - The Emperor

4.1 An election for the Emperor will be held in the event of the current Emperor's death or retirement. An Election can be held if 75% of the Imperial Council votes to hold another election.

4.2 All citizens of Blizatine who have been citizens for at least 16 years will have the right to vote in the election

4.3 Their can only be one Emperor determined by majority vote.

4.4 The Emperor's signature is required for any legislation or trade agreement to be implemented.

4.5 The Emperor has the right to decided all foreign policy including but not limited to, allies, military actions, world assembly proposals, region, and humanitarian aid.

4.6 The Emperor has the right to decided the outcome of all ties in the Imperial Council

Article 5 - Retirement

5.1 Each member of the council shall retain the right to retire at any time

5.2 Each person who has retired from the council shall have the right to come out of retirement and attempt to gain a council seat, unless the person has already gone through the process of retirement and rejoining the council at some point in the previous 5 years. In which case they will be disqualified from candidacy.
