The dissolution of the Sibarian Union occurred on 31 December 1992, officially granting self-governing independence to the Republics of the United Sibarian Socialist Republics (USSR). The declaration by President Ryzan Narziyabi acknowledged the independence of the former Socialist republics and the proclamation of the new Sibarian Republic. During his speech, Sibarian President Ryzen Narziyabi, the final leader of the USSR, declared his office of Chairman extinct and established a handover acting president position of the new Sibarian Republic. That evening at 9:32 p.m., the Socialist flag was lowered from the Krepost for the last time and replaced with the old Sibarian Republic Flag.
