In The International Communist Union, denizens enjoy their civil rights, although not too much, or too freely. Commerce is a priority for governments, accounting for an average of 4% of public expenditure.

The International Communist Union values education extremely highly, and denizens compete for the largest number of university degrees and sprawling book collections. There is a very high level of crime within the region and law enforcement resources are stretched thin. Denizens have very well-funded, well equipped defense forces. Public transport is a popular mode of transport in the region, receiving on average of 3% of total government budgets.

The administration departments of The International Communist Union are all-consuming, soaking up budgets in aid of supporting a bureaucracy of millions, with an average of 14% of government budgets being devoted to Administration. Governments bestow their healthcare departments with a gargantuan amount of funding, with an average of 10% of government budgets across the region being heaped on to healthcare. Welfare is a large part of government expenditure, with denizens amply provided for. Governments in the region are avowedly atheist - no public funds are allocated to spirituality.
