The Secretariat's Council is a proposed body under the aegis of the WA General Assembly to help the moderator staff (aka the Secretariat) dispense rulings on contested proposals before the GA. The council would be largely composed of volunteer players familiar with GA rules -- akin to the volunteers who already help edit issues and mentor roleplayers -- along with one or two moderators serving in a supervisory role. The council would hopefully help resolve issues with the mods' disengagement with forum drafting, resulting in allegedly uninformed and controversial rulings.

It has been suggested that members of the council be elected, rather than appointed by mods as player-volunteers usually are. Proponents of elections have argued that elected members would help dispel the notion of "cronyism" among the council membership; however, opponents contend that elections could be easily hijacked, that there are technical difficulties identifying those who would be eligible to vote, and that elected player-volunteers have not been necessary elsewhere in the game. Proponents counter that GA mods have been historically biased, but as "modbias" has been a common charge made against all mods throughout NS history, opponents consider the allegations weak.
