Jack Ryan Holland (born December 30, 1990) is the current Chancellor of the Gulf Empire and its second leader, after Ryan Laks. He grew up in Tucson, Arizona, USA and attended Pima Community College but left at the age of 17 to start his own gang known as the Gulfists. After they got violent, the FBI chased them out of the US and into Mexico. Holland however restrengthened the gang again and later led them to help Euroasia conquer all of Europe only to backstab Euroasia and help his friend seize power as the Emperor of the Gulf Empire and on September 11, 2008, Holland was named the second emperor and Chancellor of the Gulf Empire. As Chancellor, he led the Gulf Empire to take over most of the Americas and the Middle East but recently he has led them to take a more passive role in world affairs including joining the World Assembly and Congress of Nations. He is noted for being an exceptional military genius and leader, although he has been charged with numerous human rights violations.

Early Life and Rise to Power
Jack Holland was born at the Northwest Medical Center in Tucson, Arizona, part of the United States at the time, on December 30, 1990 to Lawrence and Christiana Holland. His father was a public school educator and his mother was a emergency room nurse at the Northwest Medical Center. Holland grew up all his life in northwest Tucson and was homeschooled along with his two siblings. At the age of 16, he began to attend Pima Community College with the intent to become a history teacher and a lawyer. However, discontent with the amount of "liberalism" that he saw around him, he began hosting local meetings with his friend Ryan Laks and David Williams. Soon, they decided to form a gang they called the "Gulfists." They began to slowly grow their numbers by recruiting new friends around them and soon got their hands on automatic weaponry and explosives, killing anyone who got in their way. The Federal Bureau of Investigation for the United States caught on to their organization and attempted to apprehend them. However, thanks to an informant in the FBI, Holland and his gang fled the country south in Mexico where they set up camp in the small town of Puerto Penasco.
There, Holland and his gang formulated a plan and after his friends left to carry it out, Holland began to start arming his gang again in Mexico. He got together drug cartels, hit men, mercenaries, and ex-convicts and began teaching them military tactics by drilling them how to fight and use various weaponry. They soon began to clash with the Mexican government but were able to allude their sting operations and retaliate fiercely enough that the Mexicans backed down. Once his army had grown large enough, Holland and the rest began to disperse into now-Nazi controlled Europe and started infiltrating the SS, Gestapo, and military divisions. In January of 2008 when the Euroasian military launched an offensive against Europe, Holland's Gulfist militia quickly disrupted Nazi communications and order, allowing for the Euroasians to invade all of Europe. Then, Holland and his militia arrived to Tokyo to help Ryan Laks, now Prime Minister of Euroasia, attack and execute Supreme Chairman Mitsou Buchida. Laks then proclaimed himself the Emperor of the new Gulf Empire in July of 2008 and Holland kept his position as a general until September 11 when Laks stepped down and named Holland the new Emperor, the position quickly becoming the Chancellor.
Chancellor of the Gulf Empire
As Chancellor, Jack Holland led the Gulf Empire on a steam rolling of the international community. He began by conquering all the Middle East and Palestine in 2009 and then focused on attacking Kazakhstan and Brazil, capturing Kazakhstan but failing to capture Brazil. He commissioned the brutal bombing of San Diego and Disneyland in December of 2009 and after threatening to use nuclear weapons, he convinced the United States to surrender in January of 2010. He then went on to have all of North and Central America invaded before taking over South America with the exception of Brazil. His most recent victory has been the capture of Argentina in October of 2013.
Domestic Policy
Welfare and Healthcare
Chancellor Holland, due to his conservative roots, is a huge opponent of healthcare and welfare and although he condones government control over its citizens, he has left healthcare to a certain degree up to corporations although welfare is not much of a problem as Holland has had all people assigned to jobs or work so unemployment is not at all an issue. There are many then who do not have healthcare and all healthcare providers are required to be government supported
Moral and Social Issues
Chancellor Holland has taken a very socially conservative stand on some issues. For example, he has banned all abortions, calling it unjustifiable murder, and gay marriage is completely outlawed. In fact, he has reduced homosexuals as sub human and not worthy of life. However, marriage and religion are dominated by the government and while religion is greatly frowned upon, marriage and education are completely under state control.
Economic Issues
Holland supports what seems to a mixed model of capitalism and socialism. The socialist part of it is that the government controls the quality and types of businesses through strict regulation, taxes, and by giving money and financial support to companies of their choosing. On the other hand, many business owners are given a certain amount of freedom and although some companies are government owned, a majority are actually still privately run.
Environmental Issues
Holland seems to have no concern for the environment due to his heavy support of over drilling, no bans on pollution, and complete professed ignorance of issues like global warming, deforestation, desertification, and air/water pollution.
Foreign Policy
Holland has traditionally pushed for a hostile foreign policy where war was the only option. However, since late 2013, Holland has seemed to either shifted his view or be taking a break from war. Some examples of his shift including pushing for membership to the World Assembly and establishing the Gulf Empire's role as one of the three founding nations of the Congress of Nations. He has also opened up diplomatic missions with various nations of all ideologies and is starting to building possible alliances with kingdoms like Arendelle. He also has shown a vested interest in the Wadiyan Civil War and seems to actually be in favor of the destabilization of Wadiya.
Human Rights Violations
Jack Holland has been accused of multiple human rights violations by many members of the international community and these including operating concentration and death camps for political enemies and homosexuals; initiating purges to eliminate rival politicians; using brutal execution methods and denying people's right to a trial; passing out executions at will; support brutality in the military; and using WMDs against civilians more than once.
Personal Life
Holland has been described as somewhat of a pompous person, according to foreign diplomats and he usually is fond of strutting around with a whole panel of medals on his chest. He has also been known for his cruel sense of humor yet many have also announced that they admire his keen intelligence and his cool under fire. Holland is very fond of cigars and alcohol but he rarely ever gets drunk as he was almost assassinated once while drunk. He has a love for firearms and carries a sidearm everywhere he goes. He also is a tactical war geek and will usually travel to the frontlines himself to see his troops in action.
Holland has had numerous wives, Charity Vesspucci being the first official one and Pamela Beasley being the current one but in between, he has a whole list of concubines or "lovers" who he has had relationships with in the past. The position of "significant other" of the Chancellor or "Empress" is a prominent one and women are always competing for it. Holland was raised non-denominational Christian but since then, he has disavowed religion in general and does not practice any one kind. The Chancellor has awarded himself a total of 120 medals over the past couple of years and has given himself a total of 25 official titles.
