The Chancellor of the Gulf Empire is the Head of State of the Gulf Empire. The Chancellor serves as the head of the entire nation and exercises complete and total control over the entire state, but he has delegated some of his powers to be exercised by the Imperial Cabinet of the Gulf Empire and the Privy Council of the Gulf Empire. He is also the political leader of the New Socialist Democratic Alliance Party and he executes and establishes all law and has the power of final appeal in any judicial or legal case laid before the Empire.

The Chancellor was first self-declared in July 4, 2008 when Ryan Laks proclaimed himself Emperor of the newly created Gulf Empire but in September 11, 2008, he named Jack Holland the Chancellor. Holland has designated his son, Noah Holland as his rightful successor in case of his death or resignation as Chancellor.

Origin

The original position was created in July 4, 2008 after the Gulf Empire was officially proclaimed, however at that time, this post was referred to as the Emperor of the Gulf Empire. The Emperor held the same functions except he only had a council of ministers and advisers. When Laks stepped down on September 11 and named Jack Holland is successor, Holland transformed the position, renaming it Chancellor and over the years, Holland transformed the role, adding more and more puppet and rubber stamp bodies to make the Gulf Empire seem to have a large and elaborate bureaucracy, but the amount of raw power wielded remains exactly the same.

Powers and Duties

Legislative Role

The Chancellor is considered the supreme legislative power of the land. However, he has delegated the responsibility of passing legislation to the Privy Council who can create and pass legislation but all legislation must receive the Chancellor's signature to be enacted into law. The Congress of Governors or the Commonwealth Senate may also propose measures as well, being part of the cabinet and the Imperial Junta can propose military measures including funding or declarations of war. The Council of Ministers and Gulf Imperial Ministry all also can propose measures for consideration as well, usually working in unity or seperatly.

All the above agencies excepting the Privy Council are advisory bodies considered part of the Imperial Cabinet of the Gulf Empire and their job is to propose legislation to the Chancellor while the Privy Council may actually pass legislation. The Chancellor may also submit legislation to either group or both groups for their collective approval as well, usually as a rubber stamp. But in the end of the day, the Chancellor is the only one who can pass bills into law, all other agencies merely acting under his authority which he can remove at anytime. The Chancellor may also write and sign his own bills automatically if the situation requires it and for any law to be effective, it must receive the Chancellor's Imperial Seal and signature.

Executive Powers

The Chancellor is also in charge of enforcing all the laws of the Gulf Empire but he usually delegates that responsibility to the individual members of the Council of Ministers who oversee specific departments as well as that of the local governors of the imperial administrative divisions. The Chancellor exercises his executive power through issuing orders himself or ordering his delegates to do so. Usually, the Imperial Ministers and Governors usually carry out the execution of laws without his command but he may override them or give the orders at any moment.

In fulfilling his role as chief executor, the Chancellor appoints all Governors, Imperial Ministers, military officers, and one of the members of the Privy Council. He also appoints all Ambassadors, can issue a declaration of war, and sign a treaty. The Chancellor may also levy taxes, offer pardons for offenses against the empire, override the impeachments of lower officials, and grant medals or honors, that duty usually being performed by the Governors except in cases where the medal or act of service affects the entire empire

Judicial Power

The Chancellor is the Highest Court of Appeal as well and although the Privy Council is considered the highest court in the land, any decision by them or appeal of a criminal or civil nation may be presented before the Chancellor who can either uphold the sentance, revoke it, or issue a different one. The Chancellor may also preside over any court case that he may decide, usually in ones where he has a part or interest. The Chancellor can also issue death warrants, search warrants, and demand searches or seizures, this power also being delegated to members of this Ministry as well as the local governors.

Ceremonial Duties

The Chancellor has many ceremonial duties as well. He is the chief of state which means he is tasked with entertaining and welcoming all foreign guests and diplomats but sometimes, he may delegate those duties to the Prime Minister or the Minister of State. Usually, however, the Chancellor does host foreign guests at the Imperial Palace, through a process usually known as the State Arrival Ceremony.

He also grants medals and honors, bestowed ranks, and gives routine addresses to the empire that are usually televised and broadcasted throughout the entire empire. One tradition that the Chancellor is known for is upon his arrival, either to state events, imperial events, or on foreign visits, at his entrance, he has the Imperial March played as a salute and a battalion of soldiers stand present with all the Gulf Imperial Standard, Gulf Flag, and the Flag of the State of Baja Arizona.

Succession

Currently, Holland's son Noah Holland has been designated as the next heir of the Chancellor of the Gulf Empire but the actual process has not been specified as Holland was not related to Ryan Laks but was rather named his successor so the current seems to be that the current sitting Chancellor designates who his successor shall be.

Privileges

The Chancellor of the Gulf Empire is entitled to a very lavish living. The Chancellor's main residence is at the Imperial Palace in Lima, Peru but he also has residences in the Palacio de Imperial del Canciller in Mexico City, Versailles Palace in France, New Monticello in Virginia, New Buckingham Palace in London, Palace of the Soviets in Moscow, and the Forbidden Palace in Beijing. The Chancellor also has two hidden residences where the exact location is concealed and top secret, those being The Castle, located somewhere in the Alps, and The Desert Palace located somewhere in the Middle East.

For ground travel, the Chancellor travels in a custom made armored limousine called "Fortaleza" but he also has military grade jeeps that also transport him around in rougher territory. The Chancellor uses a vast air fleet including a converted bomber, learjet, military transports, and military helicopters to transport himself around and he is even rumored to have a stealth escort as well. The Chancellor also has access to military warships designated as flagships that he uses for luxury/travel.

The Chancellor does not receive a set compensation but rather he has free access to the treasury of the Gulf Empire and withdraws money at will. He is protected by the Imperial Guard, an elite branch of the Gulf military that not only serve as honor guards in front of all Imperial Palaces, but also as bodyguards for the Chancellor, in uniform and undercover. They also provide protection to foreign ambassadors, guests, and other key political figures in the empire. On top of that, each Imperial Palace has its own police department to keep law and order and protect its premises.
