The Federation of Fiorya or the Fioryan Federation, is a federal constitutional monarchy located in region of Recon, itself a federation of several monarchies. Fiorya consists of five (5) States, and several territories and colonies. Fiorya is unique than most of its contemporary neighbors in the international scene in that its society is dominated by female citizens. While male citizens are granted equal status and rights with its female citizens, the social framework is matriarchal in set up.

The head of state is always a female, in the person of the Queen-Regnant. She is an elected monarch chosen from the hereditary rulers (themselves also Queens) of the five Fioryan states every five years. The head of government is the Great Chamberlain who is appointed by the Queen-Regnant.

Etymology

Fiorya was taken from the traditional name of the region where the original states of Faywe, Hollster, Igridia, Phesmose and Tebeth.

Geography and Climate

Fiorya is an archipelagic country known for its mountainous regions in the north and fla, fertile terrain in the south. Amongst these mountain ranges are the high peaks of the Fekara Mountains and the Saint Bekvid Mountains. The largest lowland is the fertile Iorh Lowland in the southwest, followed by the Eastern Valos Lowland in the southeast.

The Fioryan climate lies between the temperate and continental climate zones with relatively warm summers and cold, cloudy and humid winters. Temperature extremes are in interval between −41 to 40.3 °C (−41.8 to 104.5 °F) although temperatures below −30 °C (−22 °F) are rare. The weather differs from the mountainous North to the plain South, as well as areas near the coasts of the country.

Demographics

Around 51,130,000 people lived in Fiorya at the end of 2015. According to the 2010 census, 85.8% of the people were of Fioryans, 9.7% Tariusans, 1.7% Recon, 1.4% Others.

Government

Fiorya is a federal constitutional elective monarchy. The head of state is the Queen-Regnant, who exercises sovereignty over the federation on behalf of the Council of Queens during the term of her office. The Queen is elected to a five-year term by and from among the members of the Council of Queens, which is composed of the five hereditary rulers of the Fioryan states. By informal agreement the position is systematically rotated among them. The current Queen-Regnant is Queen Bethina II. The Queen is the commander-in-chief of the armed forces, gives assent to all laws passed by the Legislature and appoints the Great Chamberlain among other officials of the government.

The legislative power is exercised on behalf of the Queen-Regnant by the two houses of the Legislature: the House of Nobles and the House of Commoners. The House of Nobles is the upper house, and is composed of all nobles in Fiorya. It has control over the appointment of senior officials of the government, the impeachment of the great chamberlain and other officers as provided by the constitution, as well as the power to give concurrence to treaties in order to give them effect. Of its lawyer-members, it appoints five who serve as the Queen's Justices and exercises judicial power on her behalf.

The House of Commoners is the lower house, with 250 seats, each Fioryan state having 50 seats. It has power to initiate revenue and budgetary bills, as well as the power to initiate a complaint for impeachment as provided by the constitution. The House of Commoners is responsible for electing the Great Chamberlain who is then appointed by the reigning Queen-Regnant.

The executive power is exercised on behalf of the Queen-Regnant by the Great Chamberlain and Her Majesty's Government. The Great Chamberlain is elected by the House of Commoners and discharges the duties and powers of the office only upon his appointment by the Queen-Regnant. He chairs the Federal Great Council composed of the senior councilors, who collectively are known as Her Majesty's Government. The senior councilors are responsible for the daily running of the government machinery as well as formulating and executing overall policies and strategies.

Judicial power on the other hand is exercised on the Queen-Regnant's behalf by the Queen's Justices, five jurists or lawyers from the House of Nobles. They are the court of last resort in the Fiorya. During their stint as Queen's Justices, their membership in the Nobles is temporarily suspended, and may not participate in the legislative process of that body. The Constitution also allows the Legislature to create other courts as may be necessary for the dispensation of justice. To this day, these are the Appellate Court, the High State Courts and the Lower State Courts. There are special courts as well, the Court for Taxes and the Court for Labor and Employment Appeals.

Foreign Relations

As a country with a deep and long history of monarchism, Fiorya seeks to establish close relations with monarchist-countries. It recently join the Crown Federation of Recon in 2015, a region hosting hundreds of monarchs. Fiorya also has observer-status in the World Assembly, supported by a diplomatic mission permanently assigned in the WA Headquarters.

The Fioryan Federal Royal Forces (FFRF) are the federal military forces of the Federation of Fiorya. The FFRF consists of the Army, the Marine Force, and the Air Force. The Queen-Regnant is the commander-in-chief of the FFRF, though this power is exercised on the advise of the Great Chamberlain, who in modern practice is responsible for determining and executing military police, in conjunction with the Councilor for Federal Defense.
