Omerica (/ˌməˈrkə/; French: Omérique, [ɔmeʁik]), officially known as the Commonwealth of Omerica (French: Communauté d’Omérique), is a sovereign state and federation of twenty-four cantons. Located at the far northern end of the ? continent, Omerica is a cosmopolitan and multilingual state and shares a sense of community founded upon common historical ties, maritime symbolism and shared liberal democratic values.

Omerica is governed as a federal parliamentary democratic republic. The Constitution of Omerica governs the set-up of the Omerican state and the prerogatives and duties of its institutions. The bicameral Parliament of Omerica exercises legislative power and scrutinises the executive. The directly-elected House of Representatives is the lower house and consists of 200 members elected by single transferable vote (STV). Barring an early dissolution, the House is elected to a four-year term by universal and secret suffrage.

The House of Councillors is the upper house and consists of 48 members representing the cantons of Omerica. Councillors are indirectly elected, with each canton’s delegation appointed to represent its government; delegations to the House can be recalled their appointing canton at any time, meaning that each canton’s elections affects the composition of the upper house.

The President of Omerica is the head of state of the Commonwealth and is elected to a single, non-renewable seven-year term by a joint sitting of Parliament. The President formally acts as commander-in-chief of the Commonwealth Defence Forces and represents Omerica abroad, though these powers are exercised on the advice of the Prime Minister and Cabinet, which is appointed by the President and must maintain the confidence of the House of Representatives. The Cabinet is charged with executing the domestic and foreign policy of the state. It directs and co-ordinates the work of government institutions and bears full responsibility for all executive acts of the federal government, including those formally exercised by the President. The Cabinet must answer to Parliament for all executive acts and policy decisions and may be removed by a vote of the House of Representatives.

The single transferable vote system allows many different parties to effectively compete for political office. Omerican politics has historically been characterised as a "three-party system", with Omerican Socialist Party on the left and Reformist Party and Liberal Democratic Union on the right predominating elections. These three parties have continuously been the largest in Parliament since the introduction of universal suffrage, though the regionalist Federation of Civic Forces, populist Alliance for the Republic, environmentalist Movement 1988 and centrist Radical Left have recently found prominence.

Omerica is a federation of twenty-four cantons, which enjoy permanent constitutional status and, in comparison with other countries, a large degree of autonomy. Each canton is constitutionally equal in status and is fully self-governing, with its own constitution, parliament, government and judiciary.
