The Rogue Nation of Trogen is a federal democracy comprised of clans of pirates. These clans are referred to as "The Seven War Clans of the Sea", and the Pirate Lord is selected from the leaders of these clans. It is a massive and influential nation in Urabrask, and is often considered the leader of the region.

Geography

Trogen is covered in rivers and bays that facilitate the trade industry. Ships are regularly seen crossing rivers that run through the mainland, as well as docking at bays on coastal cities. It is for this reason, that most cities are built around bays and on coasts. The capitol, Dragon's Nest, is carved into the side of a mountain that surrounds the Boiling Bay. Volcanic activity underneath the bay heats the water to scalding temperatures, and many sailors have lost their lives by falling into the bay. Father inland, much land is devoted to farming trees in order to build ships, and expansive uranium mines. For this reason, land is extremely valuable. Most citizens will live in larger cities, such as Alabasta and Dragon's Nest, or on their own ships.

Environmental Issues

Concern for the environment in Trogen is almost nonexistent. The only reason that Trogen's forests continue to thrive is because they are regularly replanted so they can be cut down to build new ships. Otherwise, factories are known for their air pollution, uranium mines destroy terrain, and some natural areas are uninhabitable due to volcanic activity. This volcanic activity contributes to the richness of Trogen's soil, and it is one of the only places in Urabrask that titan trees thrive in. Titan trees are a type of unique tree that grow to several hundred feet tall, and their wood is excellent for construction.

Clan Ownership

Each of the seven clans own their own tracts of land, and the land's characteristics have influenced the evolution of the clans' skills and names. While certain clans are nearly isolated from each other, all of the clans congregate in Dragon's Nest, making it a center of trade. Each member of the clan possesses the ability to raise their social standing in a clan until they gain the right to challenge the captain. Each clan handles the challenges differently, but the winner takes the place of captain.

The Titan Clan

This clan is renowned for its excellent carpentry skills. They own the Titan Groves located in the southern inland area, and often trade with their brother clan, The Hearth Clan, in order to obtain all of the materials necessary to construct their famous ships. The people of the clan are often artistic and many enjoy sculpting and woodworking. Their primary town, Jameston, is located along the spine river so they have easy access to trade. In this clan, one raises their social status by increasing their artistic prowess, and their challenge is a wood carving competition.

The Hearth Clan

One of the more famous clans, they are near unmatched metal workers and smiths. They forge many of the weapons that are purchases all around the country, such as swords, rifles, and cannons. They occupy the area north of The Titan Clan, near the uranium mines. They are also well known for their capacity to tinker and invent machines. One of the original founders of the nation, Captain Dawkins, was from this clan. In this clan, one raises their social status by proving their ingenuity and inventions, and their challenge is inventing a new device.

The Blade Clan

Infamous for how brutal this clan is, they are considered the warmongers of Trogen. They are often called on as a first line of defense if the nation comes under attack. They live in the south east area, above Dragon's Nest. At first, they regularly tried to raid the city, and almost succeeded several times, but now they are often employed to defend the city. Many of the other clans fear them due to their strange rites and brutal showmanship. Those born into the clan are expected to beat their opponents in battles to the death from the age of fifteen. There has been some concerns about the population of the clan, as they kill many of their own members. In this clan, one raises their social status by defeating more people in battles to the death, and their challenge is an unarmed battle to the death.

The Scroll Clan

Often considered one of the weakest clans, they occupy an area to the far north west. They are in charge of keeping records and research for the other clans. They often associate with The Hearth Clan in order to store their discoveries. They are also in charge of keeping the original copy of the pirate code safe. The other founder of the code, Captain Teach, was from this clan. In this clan, you raise your social status by having more published materials, and their challenge is to write their magnum opus.

The Focus Clan

This clan is in charge of handling external affairs, and occupy the Jeweled Halls which is south west of Dragon's Nest. They are often ridiculed for how they value appearances over functionality, but are grudgingly respected due to the fact that they interact with the other nations of the region in order to establish trade and peace treaties. They also settle international disputes any time a Trogenian is caught stealing from another nation. This clan is very much a game of political machinations, and one raises their standing in it by having more connections to important people. Their challenge is to meet with more national leaders than their opponent in a given window of time.

The Dirge Clan

Often considered the opposite of The Focus Clan, this clan attempts to manage internal affairs. They are the original builders of Dragon's Nest, and often make up a large portion of the Pirate Lord's council. They are one of the richest clans, and use this to their advantage. Instead of going through the process of a clan union, they often instate their policies by bribing clans. In this clan, one's standing is determined by the amount of money they posses, and their challenge is to change a law in the pirate code.

The Force Clan

One of the most eccentric clans, they occupy a strip of land that runs right through the middle of the country. Because of this, they have trade access to nearly every clan in Trogen. They are renowned chemists, and take advantage of their unique location in order to trade valuable chemicals from all of the other clans. They are also one of the least trusted clans, as they can sometimes be very underhanded. Scholars of other countries often regard The Focus Clan as a the romanticized, or 'showy', version of a pirate, but they regard The Force Clan as the true pirates. In this clan, one's standing is determined by how many things they have stolen, and their challenge is to steal something valuable from a national leader.

Politics

The political system of Trogen is rather complex and has evolved into a representative democracy. Each of the captains of the clans are chosen by the ideals and challenges of their respective clans. Each captain represents their clan in the centralized government located in Dragon's Nest. The current Pirate Lord, Captain Shanks, is from The Focus Clan. After he was appointed Pirate Lord, the clan chose another captain.

Voting System

For almost every daily thing, there is little to no regulation. Civil rights in Trogen are absolutely astounding. However, should any major concern arise (such as going to war) it takes a majority vote of the clan captains. The individual clan members have no say in the matter. Matters such as changing the pirate code become more complex. Any member of the pirate council may propose a change to the code, and a majority vote is required to instate it. However, the Pirate Lord may veto it if he or she so desires. At this point, the council may vote again, and if it is unanimous, the law is passed anyway. The clans often compliment each other, but more often than not, they merely bicker. It is for this reason that The Dirge Clan is generally the one responsible for getting anything done by bribing the other clans.

International Opinion

The other nations of Urabrask have very mixed opinions of Trogen. Though it is a trade empire and possesses an enormous naval power, it is often considered one of the most irritating nations due to its unwillingness to control its citizens. Other nations don't take action against Trogen because they, are afraid of its military, depend on it for defense of Urabrask, and take advantage of the strength of its economy to obtain whatever they need.

Interaction with Demorous

Trogen is one of the countries that represents Urabrask when interacting with Demorous. They are allies with The Kingdom of Voxus, as they effectively lead the region. These two countries are responsible for the two regions establishing communication.

Education

Education differs depending on the clan, though there are some basic staples of every clan. All clans teach basic economics, math, and sciences. For a more specialized education in any field, the clans have halls of learning.

  • The Blade Clan teaches more about strategy, combat, and weapons specializations.
  • The Scroll Clan teaches more about physics, math, and space studies.
  • The Focus Clan teaches more about psychology, world cultures, and other languages.
  • The Dirge Clan teaches more about business management, economics, and politics.
  • The Force Clan teaches more about chemistry and stealing.

Healthcare

National

The government allocates a certain amount of money for spending on healthcare, of that amount, about eighty percent is given to the clans to support their healthcare. The other twenty percent is used to fund medical research.

Local

Most clans use the money given to them by the government properly. They fund their hospitals, clinics, and other medical facilities. Somewhat counter-intuitively, the clan with the best healthcare system is The Blade Clan, and the worst is The Force Clan.
