The Heiliges Romisches Reich (Latin: Sacrum Romanum Imperium, English: Holy Roman Empire) is the official name of the Empire forming the complex political union of Mitteleuropa modeled on the medieval system. A minuscule region, the Heiliges Romisches Reich is composed of twelve sovereign nations (kingdoms, protectorates, and realms), three sovereign military orders, and two sovereign colonies under the supranational authority of one Emperor. The current Emperor is Franz III, formerly King of Austria and Bavaria and head of the senior line of the house of Habsburg-Lothringen, who resides in Vienna, the Capital of the United Kingdom of Austria and Bavaria.
While the Reich traces its history back to the reign of Karl der Grosse (known in English as Charlemagne), the Reich itself did not exist (except as a legal fiction) from the fall of French military dictator Napoléon in 1815 until the end of the Great Islamic Crisis in 2021.

Political Constitution of the Reich
The 'Heiliges Romisches Reich'[1] is constituted as an elector monarchy based on the Catholic Principle of Subsidiarity. The elective powers reside by law in the rulers of the sovereign states of:
- The United Kingdom of
Austria and Bavaria
- The Kingdom of
Apostolic Hungary: whose king is Arch-Seneschal of the Reich
- The Kingdom of
Hesse and Prussia: whose king is Arch-Marshal of the Reich
- The State of
the Greater Rhine Nation:whose Prince-Regent is Arch-Chamberlain of the Reich
- The Apostolic Kingdom of
Hauptskalreich: whose King is Arch-Treasurer of the Reich
- The Kingdom of
Hesse Kessel

The governments of the nations of the Reich are responsible for their own national laws, provided they do not contradict the Supranational Law of the Reich. Articles of Supranational Law are decided at the Imperial Diet, which consists of the rulers of the Reich and is called and presided over by the Emperor. Three Diets have been called by the Emperor since the founding of the Empire.
Imperial Law
The first ten articles of Imperial, collectively entitled The Imperial Declaration on Human Rights and Human Morality, were promulgated at the First Imperial Diet and stand as follows:
~Imperial Declaration on Human Rights and Human Morality~ In order to protect the rights of the citizens of this Holy Roman Empire, WE, the lords and princes of the Reich, do hereby order and enact these protections.
1. Human Life begins at conception and as such is protected by law at the moment of conception. An unborn child is to be afforded the same rights as a child that has been born. All forms of abortion, whether surgical, chemical or otherwise, is banned and is to be punished as infanticide.
2. Homosexual behavior, being wholly unnatural and intrinsically disordered, is banned.
3. While men should be permitted to choose freely between religions, in accordance with the teaching of Bl. Pope Pius IX, Catholicism must remain as the supreme and official faith of the Reich. The teachings of the One, Holy, Catholic and Apostolic Church are to be the foundation for all laws and rulings. The practice of Islam, Satanism, Mormonism, Scientology, Christian Scientism, Rastafarianism, Jehovah's Witnesses, Wicca, Neopaganism or any other cult is forbidden.
4. The freedom of the press is to be respected unless censure is necessary for an issue of national security.
5. The sale of contraceptives, being contrary to the laws of God and Nature, is banned.
6. Prostitution, being so morally offensive to the eyes of God and Men, is banned.
7. The promotion of heresy within the Catholic church is banned.
8. The right of individual citizens to keep and bear arms shall not be infringed.
9. Public obscenity is banned.
10. The production of Pornography or Pornographic materials is banned.
The next seven articles, known as The Imperial Security Bill, were promulgated at the Second Imperial Diet, and stand as follows:

In order to further safeguard the well being of the nations of the Holy Roman Empire and her peoples, we, the lords and princes of the Reich, do hereby order and enact these laws.
1. We do hereby establish an Imperial Military to so that the Empire may have a force with which to defends itself that is not dependant upon the whims of the Lords and Princes of the Reich. The army is to be comprised by the following: 10 parts Austro-Bavarian (Includes Wallonia and Flanders and Dalmatia-Slavonia.) 8 parts Hungarian 8 parts Rhenish 8 parts Hessian and Prussian 6 parts Hesse-Kesselian 6 parts Roman 5 parts Hauptskaller
2. No state of the Reich may ever be in a state of war with another member state.
3. If any member state of the Reich is attacked by another nation, all member states of the Reich are obligated to aid in the military defense of the member state that was attacked.
4. Freemasonry and other secret societies are hereby banned.
5. Any organization supporting the overthrow of the Reich or of the Catholic Church is banned.
6. All Anarchist, Communist, Socialist and Marxist groups are hereby banned.
7. The formation and hiring of mercenary groups is legal. However, such groups must be licensed and approved by the Empire.
The Emperor
The Emperor is the highest temporal authority of Christendom, the successor of Rome, and the Primus inter pares of Catholic Rulers. “Most serene Augustus, crowned by God, great and pacific emperor, governing the Roman Empire.” The Emperor is the protector of the Church and the nations of Christendom, high commander of the armies of Christendom, and also the highest judge to which one could appeal (not including Ecclesiastical appeal to the Pope). The Emperor is elected by the Electorate, and crowned by the Pope, and may be deposed by either. [4]
The Holy Roman Emperor is to function as the temporal head of Christendom and as the true servant of His Holiness the Pope. He is to defend Christendom from all enemies, internal and external and is to guard the most Holy Catholic Faith.[5]
History

During the interregnum between the dissolution of the Electorate by Franz II and its refounding under Franz III, the area now incorporated in the Reich had been subject to various kingdoms and self-proclaimed republics. During these years the dispossessed House of Habsburg-Lothringen split into two branches, the Austrian Branch and the Cadet Branch of Habsburg-Ungarn[6]. However, real genesis of the Reich can accurately be said to have been the Great Islamic Crisis of 2021.
The Great Islamic Crisis
The Great Islamic Crisis began during the last phases of the Arab War, during which Muslim armies with the aid of internal revolts invaded through the Balkans into Germano-Slavic Central Europe. In 2021 the Islamic forces toppled the governments of Germany, the Netherlands, Belgium, Switzerland, the Czech Republic, Slovenia, Slovakia, Hungary, Poland, and Croatia. The German and Dutch areas were renamed the Islamic Republic of Germany[7], and the Magyar and Slavic areas became the Caliphate of Cuman [8]. In both regions the attempted genocide of the ethnic inhabitants provoked widespread rebellion, beginning in the Rhine region.
Taking command of what remained of the former armies of the defeated countries, Franz von Habsburg, Frederick William von Hohenzollern, and Johann Friedrich von Koeln-Waldeck waged a long and bloody war which liberated all of the former Habsburg (including Lorraine and Burgundy), Prussian, and Rhenish dominions, while Hesse was liberated by Johan Kampfell. The former Habsburg domains (with the exception of Southeastern Moravia which gained autonomy as the Kingdom of Hauptskalreich) and Bavaria were incorporated into the Kingdom of
Austria and Bavaria; Prussia, Saxony, and half of Hesse were incorporated as the Kingdom of
Hesse and Prussia; the reminder of Hesse became the Kingdom of
Hesse Kessel; and the Rhenish regions became the State of
the Greater Rhine Nation.
During the decisive Battle of Rome in 2025, the last Muslim army west of the Danube was shattered, the last vestige of Muslim rule destroyed, and the path cleared for the Cardinals of the Catholic Church to hold a new Papal election in Rome after a vacancy of three years. The new Pope took the name of Benedict XVII, and became the ruler of the Theocracy of the Roman Diocese, a revival of the Papal States.
The Foundation of the Holy Roman Empire
After the great victory of the Battle of Rome, in the Imperial Palace in Vienna, representatives of The Kingdom of Austria and Bavaria, The Greater Rhine Nation and The Kingdom of Hesse and Prussia met to recreate the Holy Roman Empire, with King Francis (Franz)von Habsburg of Austria and Bavaria being crowned as Emperor in Vienna by his Holiness Pope Benedict XVII.[9] In Apostolic Hungary, war hero Stephan Örökös declared himself to be a Habsburg of the cadet branch of Habsburg-Ungarn and the rightful heir to the Hungarian Throne, with the support of Emperor Franz.[10] Shortly after the reconquest of Hungary, the First Imperial Diet was called. The Militia of the Temple were officially incorporated into the Reich during the Third Imperial Diet.
2026 Zara Riots and the Jankovich Assassination
Soon after the conclusion of the Third Imperial Diet in the December of 2026, rioting broke out among the Bosnian inhabitants of Zara, the capital of Dalmatia-Slavonia.[11] Head of Imperial Intelligence Erik von Wolfle stated that "early reports indicate that the Caliphate has been smugging fighters through the southern border.[12]" There have also been reports of increased activity on the Eastern Carpathian border of Hungary.
Twenty days later a state of emergency was declared by the Emperor as Muslim terrorists captured key points in the capital of Dalmatia, including the Parliament building and the main Train Station. Dalmatian Prime Minister Simo Jankovich was killed by the terrorists as they detonated explosives throughout the city. The I, V, and VII Corps of the Imperial and Royal Army have been dispatched to Zara deal with the situation.[13]

The Geography of the Reich is defined by the three major rivers of the Rhine, the Elbe, and the Danube, and is bounded by the Mountain ranges of the Vosges, Carpathian, and Balkan Alps. The Great Northern Plain extends across the Prusso-Saxon areas of the Reich bounded South and West by the populous Danube and Rhine Basins. South of the Rhine in the heart of the Reich the Alps separate the rest of the Reich from the Italic Peninsula, which is defined by the Apennine Mountains and the rivers Po and Tiber.
