On The Sea is a minuscule region, inhabited by a sole nation.

The straight-backed, broad-smiling populace of On The Sea eagerly dismissed concerns of oppression. Denizens generally have very few political freedoms, but some limited freedom is afforded to citizens of nations in the region. It’s the economy, stupid... and in this region, it’s massive. Denizens tend to pay their taxes quickly and quietly, with a median tax rate of 10%. The economies of nations in the region tend to be weighted more towards the public sector, with on average only 45% of the economy comprising the private sector. Commerce is a major priority of national governments within the region, most of whom are trading nations, as is evidenced by the fact that commerce budgets account for an average of 28% of public expenditure in the region.

Education is a priority for governments throughout On The Sea, with ample funding being provided and teachers enjoying a great deal of support. The region's law enforcement is arguably too well-equipped and overzealous, arresting citizens who dare to commit the most minor of infractions. Denizens have small defense forces. Public transport is a popular mode of transport in the region, receiving on average of 3% of total government budgets.

Throughout On The Sea, governments find themselves confused, with administration departments being so bloated that staff do not know what other staff are doing, with an average of over 11% of government budgets being devoted to Administration. Hospital patients are given credit checks upon passing through emergency rooms, as no government provision is made for healthcare in the region. No welfare is provided in the region. Those unlucky enough to fall into unemployment are forgotten and abandoned. Governments in the region are avowedly atheist - no public funds are allocated to spirituality.

In On The Sea, Social inequality is total, with wealth being held by a tiny fraction of the region's populace. The landscapes of the region are no longer recognizable as such, the atmosphere being unbreathable and the only jungles being made of concrete.
